Job Description
Background

Tax remains a primary source of revenue for both central and local governments in Tanzania. With the decline in official development assistance (ODA), the country has been undertaking several initiatives to strengthen its domestic revenues and improve management of its expenditures with a view to accelerating implementation of its priorities. These measures include broadening the mandate of the Controller and Auditor General (CAG), enhancing the capacity of the Prevention and Combating of Corruption Bureau (PCCB), empowering subnational governments to effectively use their existing tax authority, improving capacity at the Tanzania Revenue Authority (TRA), formulating special task forces to enforce tax compliance and reviewing and re-negotiating tax terms in some large-scale contracts, especially in mining.

Further, many of the interventions by the government (at national and at subnational levels) have aimed at increasing tax compliance by ensuring that taxpayers are aware of their obligations and are observing tax laws and requirements. However, given the structure of the taxpayer population, which is dominated by Micro, Small and Medium Enterprises (MSMEs), tax authorities face capacity challenges in tax estimations and identification of new taxpayers. Most of MSMEs are mobile and informal businesses that keep most of their transactions off-book, tend to switch businesses, and misreport their income, expenses, and losses. The challenge of tracing and ensuring appropriate taxation is significant. These measures, to a certain extent, have helped the government increase its revenue collections as well as strengthen its tax collection systems to operate in a more transparent manner. However, the tax-to-GDP ratio remains low despite gradual growth in the last ten years (8.9 percent in 2007 to 12.3 percent in 2018). Similarly, the local government authorities continue to be heavily reliant on intergovernmental transfers (80- 90% dependent on IGT), struggling to effectively raise own revenues sources. This is attributed to many reasons that require comprehensive analysis and evidence.

In this context, the UNDP Tax for SDGs Initiative has a particular emphasis on linking tax administration and tax and fiscal policies with raising domestic resources and achieving the SDGs. Building on UNDP Country Office portfolios and already existing engagements with Ministries, UNDP will bring a stronger focus on the role of tax and fiscal policy in achieving Agenda 2030. The Initiative places a particular focus on promoting the SDG agenda through reducing gender and social inequalities in tax and fiscal policy as well as taking forward climate action and environmental goals, and gender, health and Leave No One Behind (LNOB) outcomes. Representing the views of developing countries in the global normative tax discussions is critical and to this effect the UNDP Tax for SDGs Initiative will also work to bring evidence and perspectives from developing countries into the regional and international discussions on taxation.

By enhancing domestic revenues, UNDP envisions that Tanzania will be able to implement the investments identified and achieve development aspirations within a short to medium period. Accordingly, the project proposes to support the government of the United Republic of Tanzania and the people of the country to address the issues of low tax morale among taxpayers, economic inefficiencies, lack of equity, high costs of taxes administration, tax avoidance and evasion, transfer pricing as well as inefficient tax systems.

Scope of Work

UNDP Tanzania is seeking a Tax for SDGs National Coordinator to effectively manage and support the implementation of the UNDP Tax for SDGs Initiative and provide support to UNDP Tanzania on tax related engagements as part of their agenda of financing the SDGs in the country.

1) Strategic and Multi-Stakeholder Engagement
  • Support the Head of Inclusive Growth Pillar in embedding the UNDP Tax for SDGs Initiative in UNDP’s broader SDG finance portfolio in UNDP Tanzania;
  • Lead implementation and multi-stakeholder engagement for the project in Tanzania including engaging with tax experts, bilateral, regional and multilateral organizations, governments (central and local governments);
  • Support UNDP Tanzania in building strategic alliances and partnerships with governments, think tanks, academic institutions, development partners and others to expand UNDP’s work on tax and fiscal policy;
  • Work with the Head of Inclusive Growth Pillar to support UNDP COs to learn from the Tanzania experience in designing and implementing Country Engagement Plan (CEP) and in their broader engagement on tax and fiscal policies within the overall project.

2) Policy and Programme Coordination
i. To analyze local context and identify potential synergies with UNDP’s policy and development work in-country at national/federal/ sub national level and map out emerging trends and opportunities for the region;
ii. Provide technical advice to support the implementation of the UNDP Tax for SDGs Initiative and to backstop tax experts working under the project;
ii. Identify potential synergies between the UNDP Tax for SDGs Initiative work of UNDP Tanzania, the UNDP Regional Hub and UNDP Country Offices implementing same Initiative;
iii. Engage with policymakers on tax and fiscal policy matters and further develop the role of UNDP in taxation in Tanzania;
iv. Coordinate the development of policy papers to promote understanding and integration of tax and fiscal policies and SDG issues;
v. Support the Head of Inclusive Growth Pillar in relevant analytical and policy-oriented work on tax policy and administration, and on technical tax topics.

3) Knowledge Management:

i. Facilitate setting up the interventions under the project as well as coordinate their implementation as per standard operating procedures, including knowledge capture from past programmes;
ii. Collaborate on evidence collection and lessons-learned from other countries, including promoting best practice sharing and peer learning through case-studies;
iii. Collaborate on knowledge management between various stakeholders, including UNDP CO and tax experts;
iv. Develop concept notes for technical workshops/webinars/side-events for UNDP Tax for SDGs Initiative.

4) Outreach Engagement:
i. Collaborate on project communications, including Annual Reports and Newsletters;
ii. Coordinate the organization of events, including high-level launches of the programmes;
iii. Collaborate on lessons-learned from the project activities, including through case-studies;
iv. Develop resources to enhance capacities within UNDP on tax, fiscal policy issues and SDGs;
v. Follow technical discussions in other fora and represent UNDP in relevant meetings;
v. Perform other duties, as may be required by the Supervisor.

5) Provide a secretariat and technical support to the Development Partner Group on Tax or Public Finance Management

6) Draft internal UNDP briefing notes and talking points for Senior Management on UNDP Tax for SDGs Initiative

Institutional Arrangement
The position will be embedded in the Inclusive Growth Pillar and work as part of the UNDP Tanzania Country Office. The National Coordinator will report to the Head of Inclusive Growth Pillar UNDP Tanzania. The Regional Programme Specialist of UNDP Tax for SDGs Initiative will back stop the National Coordinator. Throughout the project, collaboration, and coordination with the rest of the UNDP Tax team and other teams will be required.

Required Skills and Experience
Education

  • Masters’ degree in taxation, law, economics, finance, public policy or a closely related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience
