Overview:

The Tanzania Malaria Case Management Activity (TMCM) aims to support the Government of Tanzania (GOT) to reduce the burden of malaria and move towards the long-term goal of malaria elimination. Under this activity, USAID/Tanzania will fund malaria case management, malaria in pregnancy (MIP) through quality improvement initiatives and malaria surveillance, entomological monitoring, and monitoring and implementation of other drug-based interventions. With the improved surveillance data gained during the implementation of this activity, the Recipient and government partners will refine responses to outbreaks and foci of transmission and adjust Indoor Residual Spraying (IRS) and other vector control interventions in zones with differing transmission profiles. The target populations for the TMCM Activity are malaria at-risk populations, especially vulnerable populations such as pregnant women and children under five.

Responsibilities:

URC is searching for an experienced Chief of Party (COP) for the USAID Tanzania Malaria Case Management Activity (TMCM).

The COP will provide the overall strategic direction, technical, administrative and financial oversight, lead program delivery, and provide overall managerial directions for program staff and activities for the USAID TMCM Activity. As part of overseeing and ensuring successful program implementation, the COP is expected to set the technical vision and approach along with managing multiple activity teams and consortium members. The COP will also safeguard the activity’s and organization’s resources by complying with award terms and conditions, USAID, and other applicable policies and regulations mitigating risks of fraud, waste and abuse in all aspects of activity operations and administration.

Specific responsibilities include, but are not limited to, the following:

  • Provide strategic and technical leadership, consortium management, and administration of the program in alignment with the program’s key objectives and expected outcomes.
  • Provide administrative, programmatic, and managerial oversight to all aspects of the Program to ensure that all interventions are technically sound, appropriate, and executed to meet USAID performance standards.
  • Ensure mechanisms are in place to monitor activity performance to achieve activity goals and objectives.
  • Lead annual work planning and budgeting cycles. Oversee the effective implementation of activity strategies and activities; completion of deliverables; and achievement of outcomes.
  • Support timely submission of activity reports according to agreed deadlines, respond promptly to other ad hoc informational requests by USAID, and report regularly to the USAID Mission to ensure transparency and awareness of program development and implementation, remaining cognizant of issues or challenges as they arise.
  • Ensure close collaboration with the Ministry of Health at the national, regional, and district levels, USAID, and other key stakeholders, implementing partners, and collaborators.
  • Serve as a spokesperson and advocate, represent the activity to USG, donors, relevant stakeholders, cooperating agencies, and others.
  • Ensure compliance with USAID/USG rules and organizations, and URC policies.
  • Ensure monitoring and continuous learning and adaptation of activity implementation as indicated by activity results and in consultation with USAID and URC home office team.
  • Ensure documentation and dissemination of findings, impact, innovations and lessons learned.
  • Maintain close working relationships and partnerships with Chiefs of Party of other implementing partners within Tanzania and globally.
  • Recruit and supervise staff to meet evolving activity demands, including management of a roster for technical experts with national and international expertise to contribute to the program as required.

Qualifications:
Required Experience and Qualifications:
  • Master’s Degree in Public Health is required, or social science is required.
  • Ten years of senior level management experience in the design, implementation, and management of programs of similar size, complexity, and setting.
  • Demonstrated experience in providing technical guidance and direction in the areas of malaria case management and MIP including institutional strengthening approaches.
  • Demonstrated leadership skills and experience in building and maintaining productive working relationships with colleagues and host government.
  • Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results.
  • Excellent knowledge of Tanzania national issues impacting malaria, including demonstrated success collaborating with NMCP, ZAMEP, and local government institutions.
  • Knowledge of U.S. Government health initiatives and related reporting requirements and funding parameters.
  • Fluency in Swahili at a level 4.
  • Demonstrated skills in oral and written communication in English
  • Experience working with the health sector in Tanzania is preferred.

Desired Experience & Qualifications
  • Background in field data collection in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred.
  • Experience in a senior leadership position on a USG-funded project; USAID preferred.
  • Oral and written communication skills in English strongly preferred.
  • Familiarity with USAID and PMI indicators and reporting requirements.
