BACKGROUND
Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. Our work supports marginalised children and youth, especially adolescent girls, to grow up physically and mentally healthy and ready to shape their future. We create an enabling environment and empower girls to be active drivers of change in realising their rights. We prioritise working with partners, and ensuring all of our work is evidence based.

Plan International Tanzania has responded to the Burundian Emergency program in Kibondo and Kasulu since October 2015 due to Burundian refugees’ influx with special focus on Case Management, Psychosocial support activities and Education in Emergencies (EiE).

Role Purpose

The role will be responsible for ensuring that the child protection projects are implemented within agreed time frame and budget. The post holder will be responsible for directly supervising Child Protection Coordinators and build their capacity in managing projects and reporting on achievements as well as challenges in Kibondo refugee camps with support from the Child Protection Specialist. The post holder will also represent Plan International in technical coordination forums at district level in collaboration with the CPiE Specialist as well as follow-up on the implementation of agreed action points. He/she will be responsible for developing a monitoring and evaluation plan with support from MEAL, follow-up on implementation with strong focus on addressing data quality issues and through analysis to inform program design and implementation. The post holder will also participate in resource mobilization processes alongside the CPiE Specialist.

The position is based in Kibondo and reports to the Child Protection in Emergencies Specialist.

Dimensions of the Role

The CPiE Manager will supervise and provide technical leadership to the CPiE Coordinators, Case Management Officers and Social workers in the implementation of their activities. S/he will work in collaboration with other likeminded agencies such as IRC, Save the Children, TRCs/ICRC, DRC, UNICEF, NRC, World Vision, MOHA, UNCHR, Community based structures among others. Key focus areas included implementation of Best Interests Procedures safeguarding during voluntary repatriation, resettlement, cross boarder FTR among other durable solutions, coordination and provision of alternative family based care, supervision, coaching and mentorship of case workers, supporting CPIMS+ activities and information sharing and data protection protocol,, coordination and linkage of referrals to other stakeholders in the camp, contributing to quality report development, representation of Plan International, case conferences for complex cases, participation in BID panels among other key responsibilities.

Accountabilities
Programme implementation:

  • Management and coordination for the implementation of CPiE projects in the Kigoma humanitarian program. This includes
  • Implementation of activity plans
  • Supportive supervision (technical) to Case management, PSS/CB teams
  • Project M&E including reporting, in partnership with the CPiE Specialist, Deputy ERM and M&E team.
  • Manage a team of CPiE staff, including performance management of direct reports, supervision and managing regular communication mechanisms.
  • Project and grant financial management, including budget monitoring aligned with the FAD and donor contract.
  • Grant compliance with support from the Business Development Department
  • In partnership with the CPiE Specialist, supervision of case management, psychosocial support and community-based staff in order to ensure the delivery of a high quality and safe program for children and young people, and aligned with international standards
  • Collaborate with CPIE Specialist to support Child Protection Information Management System (CPIMS)+ coordinator/ system administrator to access data and trend reports needed to inform donor reports as specified in the Information Sharing protocol.
Monitoring Evaluation Accountability Learning (MEAL):
  • Lead the implementation of recommendations from assessments conducted by the MEAL team.
  • Lead monitoring of the quality of project activities and support evaluation of the same in collaboration with the MEAL team.
  • Ensure proper documentation of project reports and documents for easy access by programme staff.
  • Support continuous learning and quality improvements for individual staff and the overall program team.
HR Management
  • Supervise and mentor direct-report staff, namely the PSS, Community Based and Case Management Coordinators including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documentation of semi-annual performance reviews for all CP team.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Offer leadership support for successful adherence by staff to Plan International Policies and Procedures and strategy.
  • Participate in recruiting, training and mentorship of camp-based staff. Lead as line manager for direct reports.
  • Perform other HR related functions such as filling of timesheets in a timely manner based on Plan International Policies.
  • Provide regular updates to CPiE Specialist regarding priorities and constraints.
Business Development
  • Participate in program design.
  • Work with the CPiE Specialist to compile learning/lessons from project implementation to inform the design of future programs
  • Support budget development and activity plans for new proposals and concept papers.
Representation and advocacy:
  • Support the ERM and CPiE Specialist when necessary in representing Plan International in sector coordination meetings and interagency activities
  • Participate in interagency assessments and trainings.
  • Work in close relationship with the government representative in Kibondo/Kasulu District and other partner’s/UN agencies present in the camps.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key relationships

The Child Protection in Emergencies Manager is managed by the CPiE Specialist. The CPiE Manager works in close partnership with:
  • M&E Department
  • Finance Department
  • Compliance Coordinator, Business Development Department
  • Procurement and Logistics Department
  • Head of Partnerships
  • Other program implementation managers in the humanitarian program

Technical expertise, skills and knowledge

  • The qualified candidate will be a child protection in emergencies professional with relevant degree in Psychology, anthropology, Social work or equivalent.

Essential:
  • At least 3-5 years’ experience working in child protection in emergencies. Experience of working in refugee settings. Experience working in host communities is an advantage.
  • Demonstrated skills in project design, participatory monitoring and evaluation skills
  • Experience in coordination and external engagements and demonstrated understanding of representation of an international organization to government, non-government and international partners.
  • Proven capacity to mentor, support, train, coach staff and provide supportive supervision in CPiE.
  • Effective team management skills across several locations and operating in a cross-cultural structure
  • Excellent command of English and Swahili, verbal and written skills
  • Ability to work with numerous conflicting and urgent priorities and under high pressure, ensuring the wellbeing of self and team.
  • Demonstrated experience implementing international standards, including Minimum Standards for Child Protection in Humanitarian Action and other interagency guidelines for child protection.
