Since 2019, UNICEF Tanzania has been supporting the government in the implementation of health infrastructure projects which have mainly been funded by the Korea International Cooperation Agency (KOICA). The projects are currently on-going and a few more are scheduled to commence in the first quarter of 2022. In addition to the KOICA-funded projects, the Health Section is also supporting the implementation of other ancillary health infrastructure projects in different locations.
UNICEF Tanzania is also involved in improvement of its office infrastructure at its Dar es Salaam head office and in its field office located in Zanzibar, Mbeya, Dodoma and Kibondo. Furthermore, UNICEF Tanzania also provides technical support to government in other sectors such as Education.
The incumbent will be required to; provide technical support to the Health Section in the planning and implementation of its support to infrastructure development in the Sector. Support Operations Section in the management of office-wide infrastructure interventions, including activities in Regional Offices also provide technical guidance to other sections requiring construction expertise.

An advanced university degree (Master’s or higher) in Civil Engineering, Construction Project Management, Architecture or other relevant area, or a relevant first degree (Bachelor’s) with relevant experience in managing construction works and services.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of 5 [five] years of relevant professional experience.
• Developing country work experience and/or familiarity with the Tanzanian country context is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset

How can you make a difference?
- Preparation of construction annual work plan.
- Consolidating required infrastructure interventions for the Health Section, Operations and other programme sections
- Determining performance indicators and monitoring progress of implementation to ensure results are achieved according to schedules and performance standards.
- Updating the annual work plan regularly to incorporate emerging construction activities and schedules of on-going projects.
- Collaboration with Health Section, Operation, other Programme Section and Government Counterparts.
- Providing technical advice in the planning of construction projects in conformance with Supply Division guidelines and international best practices.
- Providing technical inputs in the development of project proposals and terms of reference that have construction components.
- Collaborating with the Government counterparts in developing and documenting innovative, environmentally friendly, and cost-effective construction designs.
- Participating in relevant multi-stakeholder technical working groups and representing UNICEF Tanzania in reporting on infrastructure support being provided by the office and in facilitating joint planning and monitoring of construction.
- Collaboration with Health Section, Operation, other Programme Section and Government Counterparts.
- Preparation of technical documents for construction documents.
- Preparing the scope of construction works and services based on requirements, budgets and site limitations; defining deliverables and payment modalities.
- Reviewing construction technical documents (drawings, technical specifications and bills of quantities); verifying if the documents are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements; undertaking actions required to endorse the technical documents by relevant ministries.
- Following up with the appointed 3rd party quality assurance firms and government entities for the obtaining of all required development permits
- Support to procurement processes for construction works and services.
- Providing technical support to Supply Unit in the preparation of Local Procurement Authorization (LPA) requests and CRC submissions with supporting documents related to construction activities.
- Developing terms of reference required for pre-qualifying or requesting proposals from eligible service providers for construction works and engineering services.
- Supporting Supply Unit in consolidating required documents for the establishment of local Long-Term Arrangements for engineering services (design and site supervision).
- Preparing tender documents in relation to construction works and engineering services.
- Supporting Supply Unit in conducting the Bidders' Conference (Pre-bid Meeting), presenting technical components of the tender and providing answers to technical questions raised by potential bidders.
- Organizing and coordinating site visits when required.
- Leading the evaluation of technical proposals and supporting Supply Unit in the analysis of financial proposals and documentation of the recommendation for award.
- Supporting Supply Unit in preparing cases for presentation to the Contract Review Committee (CRC) following the conclusion of evaluation of proposals for construction works and/or engineering services; presenting and responding to all technical aspects during and after CRC meetings.
- Monitoring of construction projects.
- Providing close monitoring on construction activities by undertaking regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services.
- Following up progress of construction through the review of weekly progress reports submitted by the 3rd party quality assurance firm (every Monday).
- Ensuring adherence of construction works and engineering service to established norms, standards, and timeline.
- Verifying compliance with quality requirement and health and safety standards.
- Establishing effective supervision tools to enable identification of challenges affecting quality, time schedules, and cost of construction works and services.
- Approving payments and proposed work variations; monitoring and managing expenditure on construction projects and maintaining relevant records for ease of follow-up.
- Participating in the partial, substantial and final reception of works after verifying the correction of all defects during the Defects Liability Period (DLP) and issuing relevant certificates.
- Ensuring the development, filing of As-Built-Drawings and sharing with relevant Government counterparts for their record and use when required
- Conducting Contract Performance Evaluation.
- Providing support to Supply Unit on contract close-out in VISION, preparing the final completion report and lessons learned for submission to the Construction Unit (Supply Division).
