Mission and objectives
The UN Resident Coordinator’s Office (RCO) supports the Resident Coordinator in promoting Tanzania’s attainment of the Sustainable Development Goals and the Africa Agenda 2063. The RCO further provides strategic guidance and coordination support for the design and delivery of the UN Development Assistance Plan (UNDAP II) 2016-2021. Developed in partnership with the Government, UNDAP II is the UN’s key instrument to respond to national needs and to advance social, economic and environmental priorities
Context
The Health Coordination Specialist will work in the office of the UN Resident Coordinator (RCO), who is the representative of the UN Secretary-General in Tanzania and is responsible for coordinating the work of the UN Tanzania Country Team (UNCT) in-country. Part of the function of the RCO entails promoting efficiency and effectiveness in UN business operations and innovation through the Business Operations Strategy. This includes ensuring adequate Duty of Care for all UN staff to facilitate the optimal delivery of their work. With the current context of COVID-19, the key role of the Health Coordination Specialist will be to support the effective implementation of the UN’s work in view of COVID-19, including the UN’s Duty of Care responsibilities. The Specialist will provide coordination and substantive support to the whole UNCT to ensure that impacts of COVID-19 are analyzed, and that the findings are integrated into the UN’s work both in terms business operations and programming

Task description
Under the supervision of the Resident Coordinator, the Health Coordination Specialist will be tasked to • Liaise closely with lead agencies and provide necessary support to UN interagency groups and inter-sectoral/inter-pillar coordination in view of COVID-19; • Organize and coordinate discussions on relevant health and Duty of Care topics; • Capture the key findings and policy recommendations related to public health and socio-economic impacts of the pandemic; • Provide inputs to UN strategic planning and programme implementation processes; • Provide technical advice and analysis to UN Resident Coordinator in the area of public health and Duty of Care, including in relation to COVID-19; • Represent RCO in country-level meetings and dialogues related to public health, including COVID-19 response; • Produce guidance, Standard Operating Procedures, reports, presentations and other documentation related to health and Duty of Care issues; • Serve as the Secretariat of the Duty of Care Working Group; • Support the implementation of the UN vaccination programme against COVID-19 in-country; • Work closely with relevant actors within and outside the UN, as appropriate, to ensure and strengthen overall Duty of Care for staff in view of COVID-19; and • Perform other coordination tasks of the RCO as required.

Dar es Salaam is Tanzania's most important city for both business and government. The city contains high concentrations of trade and other services and manufacturing compared to other parts of Tanzania, which has about 80 percent of its population in rural areas. Downtown includes many small businesses, many of which are run by traders and proprietors whose families originated from the Middle East and Indian sub-continent—areas of the world with which the settlements of the Tanzanian coast have had long-standing trading relations. Gradually the UN will move to Dodoma, the political capital of the country as the central government is relocating there in the near future.
