Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO), Emergency Centre for Transboundary Animal Diseases (ECTAD), plans and delivers veterinary assistance to FAO member countries responding to threat of transboundary animal health crises. Through ECTAD, FAO builds animal health capacity to prevent, detect and respond to zoonotic and non-zoonotic disease outbreaks. With funding from the United States Agency for International Development (USAID), FAO is implementing the programme “Supporting the Global Health Security Agenda to address Zoonotic Disease and Animal Health in Africa: Preparedness and Response Activities to address the Novel Global Coronavirus (COVID-19) Outbreak in Tanzania”. The programme primarily supports the One Health Coordination Desk in the Prime Minister’s Office (OHCD-PMO) with contributions to the Ministry of Livestock and Fisheries (MoLF) to enhance capacities for mitigating against endemic, emerging and re-emerging zoonotic diseases.

Reporting Lines
Under the overall supervision of the Senior Animal Health Officer/ ECTAD Global Programme Coordinator (NSAH), the functional and administrative supervision of the FAO Representative in the United Republic of Tanzania and the direct supervision of the ECTAD Country Team Leader in United Republic of Tanzania, and technical backstopping of the ECTAD regional team for Eastern Africa.

Tasks and responsibilities:
-  provide technical leadership, guidance, and management to ensure timely and effective achievement of project objectives
-  Lead the planning and implementation of project’s day-to-day activities including:
  • Liaise with the national points of contact of the One Health Coordination Desk in the Prime Minister’s Office (OHCD-PMO), relevant Ministries (Ministry of Health, Community development, Gender, Elderly and Children (MoHCDGEC), Ministry of Livestock and Fisheries (MoLF)), and other relevant partners (UNICEF, WHO, NGOs) to ensure effective planning, implementation and monitoring of the project activities and shared results with the relevant partners
  • Plan, facilitate and monitor the implementation of trainings as indicated in the project work plan
  • Facilitate country specific field missions to achieve the objectives of the project
  • Support the coordination role of the OH Desk to improve COVID-19 coordinated response interventions at regional and district levels.
  • Support multi-sectoral After Action Reviews (AARs) to identify the strengths and weaknesses of COVID-19 response interventions
  • Support the review, production and dissemination of risk communication and community engagement (RCCE) materials and messaging to local communities exposed to or affected by the COVID-19 pandemic
- Ensure accurate and timely submission of project reports (progress report, terminal report) for FAO, government, donors or other relevant stakeholders upon request by ECTAD Country Team Leader or FAO Representative
-  Work closely with the designated M&E officer to collect data and conduct monitoring and evaluation on implemented activities;
-  Participate in advocacy and policy dialogues with decision makers, and national and regional partners, for COVID-19 preparedness and response and resource mobilization
-  Perform any other duties as required or directed

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum- Requirements

  • A Master’s level degree in veterinary science/medicine or health/ applied epidemiology / Public Health or related field and allied sciences
  • Minimum of five years of progressively responsible field experience in animal or public health preferably in programme management or other similar experiences are desirable.
  • A Tanzanian National

Technical/Functional Skills:
  • Substantive knowledge and practical experience in One Health approach, and actions

  • Good understanding of the Government operations, particularly in the animal / public health service areas;
  • Experience in working in a multi-cultural environment and at district and/or community level;
  • Good analytical and strategic thinking and sound judgment; team building and advocacy skills;
  • Experience in programme/project planning, design, data collection, studies follow-up, monitoring and evaluation;
  • Experience with mixed-methods research, including the use of both qualitative (Focus Group Discussions, In-depth Interviews) and quantitative methodologies
  • Demonstration of good report writing skills
  • fluency oral and written English /and Kiswahili is a strong asset; and
