UNICEF Tanzania’s main objective is to drive results for the most disadvantaged children and young people in the United Republic of Tanzania. Against this backdrop, the Communication, Advocacy and Partnership (CAP) section strives towards driving change for social inclusion and equity by building an enabling environment for social change on one hand, and generating pressure and demand for policy change and development on the other using partnerships as a key strategy. Strategic partnerships are formed on the assumption that if influencers, both online and offline, have access to the right knowledge and issues, they will engage and take appropriate actions within their sphere of influence, resulting in social and policy change.
Engaging young people in change making is another core strategy for the country office. A young people’s agenda was created in 2019 in collaboration with youth and informal partnerships with youth organizations such as FeminaHip, YUNA, and the Junior Council of the United Republic of Tanzania (JCURT) are formed with the purpose to influence decision makers and realizing the agenda. The office’s digital outreach under CAP is another central element in engaging young people. Under CAP’s leadership, a volunteer programme has been established and is in the process of being scaled up with the aim of mobilizing Tanzanians to create movements for social change

- Under the supervision of the Chief of Zanzibar Field Office, with matrix management technical supervision by the Chief of WASH, and in close coordination with the C4D Specialist under Deputy Representative Programmes office, the C4D Officer will support the planning, coordination, monitoring, and reporting of RCCE interventions for COVID 2019, ZACCEP and other priorities including:
- Coordination and planning of strategic SBCC/RCCE interventions
- Provide ongoing coordination and technical leadership of SBCC/RCCE working groups in collaboration with Key Ministries and key partners in Zanzibar to ensure effective implementation of SBCC and advocacy initiatives for ZACCEP, COVID 19 and other priorities
- Provide technical support to the RCCE pillar(s) on the adaptation, update, review and monitoring of national strategies, standards, protocols, guidelines, training manuals and communication materials for RCCE.
- Facilitate RCCE Pillar and sub-group activities, initiating them when necessary, including needs assessments, multi-agency/sector information campaigns and collective advocacy, with a view of building a coherent multi-sector strategy and network of SBCC/RCCE partners
- Coordinate RCCE Rumours and Data Management working group, including ensuring that partners are familiar with and use reporting format for activities, working group mailing list and contact details are regularly updated and the shared drive is populated with key documents, assessments, evaluations and WG outputs, to build a common knowledge base among partners.
- Serve as a primary focal point on RCCE-related issues for UNICEF Zanzibar FO and advocate, educate, and forge consensus among all those involved in the emergency response, on RCCE tools and approaches for establishing effective community engagement.
- Implementation of evidence based and inclusive SBCC/RCCE strategies
- Provide technical support and supervision in strengthening community engagement for cholera elimination through newly trained CHVs, key influencers and other trusted platforms as identified in the ZACCEP SBCC strategy
- Facilitate prepositioning and distribution and utilization of multimedia materials.
- Support planning and implementation of strategic SBCC/RCCE with government counterparts and PCA partners in consultation with key stakeholders and the local government
- In collaboration of with government key Ministries and IPs in the SBCC ensure mainstreaming of Accountability to Affected Population (AAP) in all element of implementation of ZACCEP in Zanzibar.
- Support other C4D activities within ZFO including implementation of Responsible Parenting and Family Care (RPFC) and other section priorities as needed.
- Capacity building
- Provide technical support and leadership in M&E and AAP training for feedback generation and monitoring of behavior change and progress on overall cholera and COVID 19 prevention behaviors
- Provide technical support in building capacity of partners in RCCE with emphasis on participatory approaches and tools, including community dialogues, mediating meetings, co-creation of key messages, and whenever possible developing practical exercises at community level
- Develop training manuals and organize trainings to Community Health Volunteers (CHVs), networks and key mobilizers on cholera prevention and control, COVID 19 and other SBCC sector priorities
- Public advocacy and strengthen partnerships for cholera and COVID prevention, vaccine uptake and other office priorities
- Conduct Mapping of key influencers and existing platforms in Zanzibar to strengthening partnerships with influencer groups including religious leaders, village chiefs, community and youth leaders, private sector, media, journalists, legislators, social media actors
- Develop knowledge products targeted to each influencer groups for effective partnership
- Develop integrated Health, Nutrition, WASH, Child Protection and other sectors culturally relevant key messages and IEC materials as necessary, for printing, TV, radio spots and social media messaging.
- Identify, mobilize and maintain partnerships for involvement and contribution into the RCCE response to outbreak, including for strong partnerships with community groups, leaders and other partners in the community and civil society for promotion of participation in social and behavioral changes supportive of UNICEF’s response.
- Support communication, advocacy and partnership (CAP) priorities as required
- Support the development of Partnership Agreements to ensure SBCC, RCCE and advocacy issues are well captured
- Knowledge management and capacity building
- Systematically analyze, document, and disseminate results, lessons learned and best practices from ZACCEP implementation for policy dialogue and replication in Tanzania mainland at both central and decentralized levels. Through the compilation and dissemination of assessment reports, policy briefs and documentation of innovations and good practices, UNICEF will proactively engage in evidence-based policy advocacy that lead to strategic decisions in the best interest of women and children.
- Support the documentation of COVID-19 response in Zanzibar, and response to other emergencies as needed, including innovative practices, approaches and latest technologies (e.g. U-Report);
- Organize sharing of experiences among UNICEF staff and partners on C4D lessons learned, strategies and tools to prevent and mitigate the impact of cholera and Covid 19 in Zanzibar
- Support documentation of success stories, lesson learned and human-interest stories for knowledge management and experience sharing both for SBCC and RCCE implementation in both emergency and development context.
- SBCC/RCCE Monitoring and reporting
- Provide technical support and supervision on the mid-term evaluation of ZACCEP SBCC implementation to determine behavioral progress as a result of one year implementation
- Support and coordinate rapid polling and qualitative research to understand community information needs, communications preferences, community dynamics, social norms, cultural beliefs, superstitions and other anthropological factors that could impact programmes
- Provide technical support and supervision in M&E and AAP Training for feedback generation and monitoring of behavior change and progress on WASH practice and overall Cholera prevention efforts.
- Ensure SBCC and RCCE is mainstreamed in joint monitoring and reporting efforts including compilation of SBCC and RCCE inputs for regular situation reports (Sitrep) update
- Using the designed SBCC M&E framework ensure C4D indicators are well monitored and measured for evidence-based re-programming
- Participate in budget planning and management of program funds, including Monitoring and following up DCTs as intended, compliance with guidelines, rules, regulations and standards of ethics and transparency of the organization and undertaking other functions including contributing to the development of SBCC related PCAs, capacity building of government and NGO partners, providing inputs for key reports e.g. donor reports, SitReps, annual reports, and other responsibilities that the manager may provide

- A university degree and above in Communications and/or social /behavioral science studies
- A minimum of 2 years of relevant work experience in C4D and/or RCCE at senior level with extensive experience in SBCC training in international contexts.
- Demonstrated sectoral C4D expertise/experience including in Water, Sanitation and Hygiene (WASH), health, education, protection, and nutrition
- Experience in participatory training methodologies.
- Experience in developing and customizing C4D training packages for specific programmes
- Familiarity or previous experience C4D training for UN agencies will be a particular asset
- Fluency in English and Swahili language is required
