Overview
The Government Procurement Services Agency (GPSA) is an Executive Agency established under the Executive Agencies Act No. 30 of 1997 vide GN 235 of 7th December 2007 read together with subsequent ammendments as per GN 133 of 13th April 2012. The Agency was officially inaugurated on the 16th June, 2008.

The Chief Executive Officer invites dynamic and suitable qualified Tanzanians to fill the following transfer vacant positions at the Government Procurement Services Agency (GPSA) mentioned below.

JOB TITTLE: ACCOUNTS OFFICER GRADE II (8 POSTS)
This is for the following regions:- Songwe, Mwanza, Arusha, Kigoma, Mbeya,lringa,Tabora and Songwe (lleje district).
DUTIES AND RESPONSIBILITIES;
  • Maintain General Ledger and prepare monthly trial balance;
  • Prepare, review and file pay roll (deductions) and bank reconciliation;
  • Counter check all travel claim forms before being approved;
  • Prepare various payments;
  • Enter financial transactions into internal databases;
  • Reconcile accounts with the general ledger;
  • Handle accounts payable and receivable;
  • Maintain records of business costs, such as labor and material;
  • Check invoices for inaccuracies; and
  • To perform other related duties as may be assigned by one’s reporting officer.

QUALIFICATIONS AND EXPERIENCE
  • Holder of University degree in Accountancy/Finance OR Commerce/ Business administration major in Accountancy / Finance, or its equivalent from a well-recognized University and must be a Computer literate.

JOB TITTLE: ICT OFFICER GRADE II (BUSINESS ANALYST) (2 POSTS) – Mwanza & Arusha
DUTIES AND RESPONSIBILITIES;

  • Analyze and perform the Institutional business process modelling as well as their association with technology solutions;
  • Analyze and document business process and translate these into functional specifications;
  • Act as bridge between business groups with need or problem and the technology teams designing / offering a solution to a problem or need;
  • Participate in analysis of user requirements, prototyping, and integration of technological components, testing and deployment;
  • Participating in designing, development and implementation of enterprise wide applications for various channels ( web/ mobile/ desktop etc.);
  • Ensure business requirement are translated accurately into working technical design;
  • Participate in development of new systems, business processes reengineering, strategy planning or potentially organizational change;
  • Provide support in the implementation of e-Government initiatives through project life cycle;
  • Involve in solution testing and evaluation as part of quality assurance and control and communicating the deliverable state to the users;
  • Assist in the collection and consolidation of projects required information and data;
  • Prepare and maintain technical and user documentations for various software functionalities,and
  • Training and support of software users for effective utilization of deployed systems.

QUALIFICATIONS AND EXPERIENCE

  • Minimum of Bachelor degree in computer science, Information Technology, Computer Engineering or related discipline from a recognized institution.
  • Ability to capture, translate and communicate software business requirements to various project stakeholders.
  • Knowledge in Project Management.
  • Working knowledge of various software languages PHP, Java, C/C++, .NET, Python will be added advantage.
  • Knowledge in containerization and micro services application development approaches.
  • Knowledge on JSON, XML and other similar data exchange protocols, and
  • Knowledge on Database Management Systems including MySQL and PostgreSQL.

JOB TITTLE: ICT OFFICER GRADE II (HELPDESK) (1 POST) – Kigoma
DUTIES AND RESPONSIBILITIES;

  • Develop and implement efficient and effective customer support processes;
  • Implement proper methodologies to improve first call resolution and technical assistance/support for incoming queries from the public institutions;
  • Conduct analysis of helpdesk activities and make recommendation for increased organization efficiency and effectiveness;
  • Co-ordinate collection, analysis, interpretation and presentation of date and statistics;
  • Design, develops and manage an enhanced reporting structure which ensures the early identification of reported service faults/breakdown/ problem and ensure minimum risk to the business;
  • Log, maintain and take ownership of issues reported and the public instruction and provide the appropriate reporting information;
  • Provide First Lever ICT Technical support and ensure fast resolution of queries from public institutions in compliance with Client Service charter and Service Level Agreements,and
  • Maintain reliable and secured network and personal computing environment including hardware and software.

QUALIFICATIONS AND EXPERIENCE;
  • Minimum of Bachelor Degree in Computer Science/lnformation Technology/Computer Engineering or related discipline from a recognized institution.
  • Strong technical knowledge/capacity to handle/resolve ICT problems.
  • Strong skills in customer management practices.
  • Ability to plan actions and steps to carry out goals to ensure that the agreed targets are met.
  • Knowledge of multiple technology domains including software development, security, database management, networking, and Operating systems (including UNIX/Linus, Ms. Window, Android and (CS) is preferred.
  • Knowledge in Data Analytics, statistical data and interpretations.
  • Knowledge in Quality Assurance for developed ICT products/services.
  • Possession of an ICT related certifications (TTL, CISA etc.) and certification in project Management (PMP/PRINCEZ etc.) will be an added advantage.
  • Knowledge on different service hardware and storage technologies (HP, Sun, Oracle, Dell, IBM, etc.)
  • Knowledge in Security Fundamentals (in multiple vendor/open source environmental) Linux and MS windows Security Administration, Replication and Mirroring. Virtual private Networks, Network security.
  • Knowledge in designing a windows Active directory Creating Users Groups and Shared Folders, Managing Active Directory, maintenance troubleshooting and disaster recovers.

JOB TITTLE: ICT OFFICER GRADE II (SYSTEMS ADMINISTRATOR) (1 POST) – Dodoma
DUTIES AND RESPONSIBILITIES;

  • Install, configure, operate, upgrade and maintain assigned server systems hardware software and infrastructure including Ms Windows, linux and unix server platforms; remote administration, train and support end users;
  • Perform maintenance activities, system backups, restoration, and/or retention of systems, software and data;
  • Administrate server, security systems, databases, business applications tools and manage user accounts;
  • Prepare reports and documents for various stakeholders i.e. system users and management;
  • Troubleshoot, document and communicate computer systems related problems, solutions and the implementation process;
  • Provide appropriated infrastructure technology solution to support operations;
  • Prepare systematic documentation for monitoring hosting infrastructure;
  • Responsible for administration of server virtualization and infrastructure;
  • Manage security access to assigned systems, related records, documents, and data;
  • Performs backups and disaster recovery operations;
  • Confer with employees and the project team to provide technical advice, support, and resolve problems;
  • Create and upgrade procedural and training documents for the assigned systems;

QUALIFICATIONS AND EXPERIENCE
  • BSc/ BEng in IT/IS/ Computer Science/ Computer Engineering or equivalent degree from a recognized Institution.
  • Extensive knowledge on Linux and Unix operating Systems.
  • Extensive knowledge on different virtualization technologies both proprietary and open source.
  • Knowledge on Mailing systems and Directory Services (open source environments).
  • Knowledge in Security Fundamentals (In multiple vendeor/ open source environments), Linux and Windows security Administration, replication and mirroring-Virtual Private Networks, Network security.
  • Knowledge in analyzing requirements to plan systems that provides capabilities required for projected workloads, planned layout and installation of new systems.
  • Knowledge on planned servers resource optimization and usage based on best practices.
  • Experience in operating large server infrastructure.
  • Practical skills on Object Oriented Design and Analysis (OOA and OOD).
  • Knowledgeable in Quality Assurance for developed ICT product/ services.
  • Understanding of Software engineering concepts & modeling techniques and methods.
  • Knowledge in DHTML,HTMLS, CSS &CSS5, java Script, Query and Responsive Web Design will be added advantage, and
  • Possession of an ICT related certifications (CISA, CRISC, CISM etc.) and/or Certification in Project Management (PMP/PRICEZ etc.) will be an added advantage.
