Organizational Performance Improvement Specialist (1 Post)- Based in Iringa
The Organizational Performance Improvement Specialist will be an integral part of a multi- person component team on a USAID funded development activity to increase access to sustainable water services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water supply and sanitation authorities (UWSSAs). The candidate will provide technical assistance to RUWASA, CBWSOs, and WSSAs to develop and implement organizational improvements and support to district-level national water policy implementation. The candidate should have demonstrated experience carrying out capacity development and institutional strengthening within the Tanzanian WASH sector, particularly with RUWASA and UWSSAs, related to the results listed below.

Experience with similar donor funded activities is desired. This position reports to the Water Services Team Lead and will be based in Iringa town with travel to activity districts in Rukwa, Njombe, Iringa, and Morogoro regions.
• Improve RUWASA’s institutional, operational, administrative, and management
capacity;
• Improve institutional capacity to monitor water services at district, regional and
national levels;
• Support capacity development efforts to implement innovative operations and
maintenance models, such as PPPs, to professionalize rural and urban water service
delivery;
• Improve UWSSA performance, financial viability, and operational capacity;
• Design and construction management of targeted rural/urban water supply
infrastructure;

Qualifications:
Education: Advanced degree relevant in a specific area of specialization such as public  administration, engineering, community development, business administration or similar;

Professional Experience:

• Minimum 8 years of experience directly involved or leading institutional  strengthening and capacity development activities within the TZ WASH (or related)  sectors;
• Demonstrated experience supporting the design and implementation of complex  public sector organizational strengthening activities to improve performance;
• Experience leading detailed work planning and reporting;

General Qualifications:
  • Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.).
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Ability to work individually and as part of a team. Must also be able to work effectively in a team environment.
  • Professional fluency in English and Swahili is required for verbal and written communication.
  • Experience delivering services in Tanzania, working successfully within a team environment;
