ORGANIZATIONAL DESCRIPTION:
The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation, and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 conflict zones in the world. IRC addresses both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies. PROGRAM OVERVIEW:
IRC implements health programmes related to Mental health & Psychosocial support and Emergency preparedness and response, as well as reproductive health, aimed at supporting the MoH and improving access to health care for Refugees crossing the border into Tanzania. In addition, currently Activities include COVID-19 response, support to government facilities, but we hope to expand to cover some more community health aspects as well.
SCOPEOF WORK:
The Medical officer & Warehouse Supervisor will support the Health Coordinator for the implementation of health programming, specifically in response to the Refugee crisis as well as COVID-19 pandemic, including day to day Pharmaceuticals Management activities of the IRC health program in Tanzania. She/he will also provide overall supervision of all the drug stores. The position is based in Kibondo with regular trips to other field bases and sites, as requested by his/her line manager.

The Medical officer & Warehouse Supervisor is responsible for:
Pharmaceutical Management:
a)
Oversee drug and medical supplies management for the entire health
program in accordance with IRC pharmaceutical supplies SoPs.
b) Manage the IRC Main drug store and Health facilities stores according to IRC drug management system.
c) Prepare Purchase Requests for program supplies, drug, and medical supplies.
d) Ensure that an up-to-date inventory is maintained for the IRC drug stores.
e) Ensure staffs in the IRC offices and service delivery points are supplied with the necessary items to abide with COVID-19 core preventive measures, monitor supply movement and consumption.
f) Distribute essential health supplies and drugs to the health facilities based on their needs and appropriate documentation using standard monitoring tools.
g) Ensure that all stock movement records are appropriately maintained and organized including hard copies and electronic records of stock cards and bin cards.
h) Produce monthly reports on the stocks of drugs and medical supplies, detailing all stock movements.
i) Monitor and support the drug management system in all IRC supported clinics.
j) Conduct monthly inventory of drugs, medical supplies and equipment and apply the global authorized report tool to the Health Coordinator and SC team for regional reporting.
k) In conjunction with the Supply chain staff and health coordinator conduct IMAT every three months
l) Collect monthly consumption reports from all IRC supported facilities.
m) Follow up with Health Coordinator and Snr Supply Chain Manager on donation in kind of medicines and medical equipment which are being delivered directly to the Camp with donors and provide report of the same on monthly basis.
n) Ensure the maintenance of Pharmacy warehouse building(s), fittings and equipment in Kibondo and or any other medical storage within IRC area of operation.
o) Maintain the Warehouse activity book recording all outgoing and incoming receipts and activities. (i.e., Warehouse Register).
p) Ensure pharmacy inventory cycle counts are happening in accordance with schedule outlines in the inventory management SOP, that is regular count, cycle count, grant end count and year end count.

IRC quality health program activities in refugee camps and host
community.
b) Together with the Snr. RH Manager support the SRH including FP activities in the refugee camps and host community.
c) Supporting the RCCE Supervisor, ASRH Officer and the Community Health Workers in executing their duties including, community mobilizations and sensitizations, planned campaigns.
d) Actively Providing technical support, formal and informal trainings to field-based health staff with an emphasis on staff capacity building, with guidance from the Health Coordinator.
e) Work closely with the IRC’s MHPSS, WPE or GBV teams to implement holistic programming to meet the diverse and unique needs of women and girls and other vulnerable individuals.
f) In collaboration with the MHPSS manager and Snr.RH Manager support the health program in Refugee camps.

b) As requested, undertake/participate in liaison, coordination, and information sharing activities with national NGOs (TRCS), international organizations (MTI), donors and government (MOH).
Key Working Relationships:
Internally work closely with the Health Coordinator, MHPSS Manager, Snr.RH manager, M&E Manager, Supply chain and Finance team
Externally: Tanzanian MoH, TRCS, MTI, UNFPA, UNHCR, MSF and other authorities as requested by the Health Coordinator.
Qualifications
Competencies:
a)
In addition to IRC core values/competencies: diligence, attention to
critical details, a keen sense of work priorities and resourcefulness in
obtaining and researching important information.
b) Meets timelines for all reporting and delivery of outputs.
c) Results-based attitude as well as excellent organization skills are a must.
d) Strong computer skills, with a good knowledge of MS office windows including word, excel, access would be an advantage.
e) Demonstrated behavior of professional and personal ethics, trustworthiness, transparency, and openness.
Education/Experience/Language:
a)
Medical Doctor, Pharmacist, Registered Nurse, Clinical Officer and/or
equivalent qualifications with experience in emergency environments with
at least 3-5 years of experience in pharmaceutical management,
preferably within Humanitarian contexts. Evident 1 year experience in
pharmaceutical stores management, basic training/skills in store
management is added advantage. b) Meets timelines for all reporting and delivery of outputs.
c) Results-based attitude as well as excellent organization skills are a must.
d) Strong computer skills, with a good knowledge of MS office windows including word, excel, access would be an advantage.
