FHI 360 serves more than 60 countries. Currently, we are seeking suitably qualified candidates to fill in Technical Officer Community Engagement in Ruvuma for its EpiC project in Tanzania.

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5 year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

Job Description

The TO – Community Engagement will work with CSO to implement HIV prevention program targeting population at risk in the region. Working with Vulnerable Adolescent Girls and Young women, female sex workers (FSW) and Men who have Sex with Men (MSM). s/he will monitor the implementation of the SBCC, structural and gender activities in compliance with the overall regional work plan. S/he will play a key role in ensuring that the SBCC, structural and gender activities are conducted according to the National standards and EpiC standard operating procedures, and that beneficiaries receive quality services; s/he will also play a crucial role in supervising and building the capacity of CSOs to manage Peer educators of key and vulnerable population, peer outreach workers, peer navigators and managing the execution of EPOA, by facilitating peer outreach and Peer navigators workers through conducting progress review meetings in monthly basis. She/he will be coordinate the case management team with health facilities and community for continuum of care. Also, will be responsible in monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages, close monitoring implementation of EPOA by assessing progress to targets in a weekly basis, supervising and visiting service delivery points to facilitate linkages of all HIV+ cases and managing social behavioral change communication sessions, among others to understand clinical status and referrals of all KVP HIV + clients. The CETO will report to the Program Manager and work closely with the Regional Biomedical technical advisor

Specific duties include:
A: Community Engagement

  • Work in collaborative with CSO and Districts officials in managing community engagement portfolio through making sure involvement of CBHSP and CHACC are on board Coordinate and support the CSO to implement and monitor the timely implementation of Social and Behavior Change Communication interventions and provision of Adolescent friendly services to AGYW.
  • Build capacity of CSOs to manage peer educators and peer navigator to ensure proper planning and implementation of community engagement related activities (demand creation, group, and individual education sessions) in compliance with the EpiC Implementation guide
  • Work with CSO to ensure that vulnerability index tool administered and filed for all AGYW enrolled in the project.
  • Support and facilitate the management of all HIV positive KVP by establishment of case management team in conjunction with health facility
  • Support and facilitate CSO to develop monthly route plans based on the mapping reports and the peer educator’s peer navigator’s guidance to guide effective roll out of joint demand generation activities by biomedical services
  • Work with CSOs and district officials CBHSP/CHAC to facilitate community engagement trainings to, peer educators and navigators and other relevant staff as required
  • Participate in the development and field test of community engagement SBCC approaches, materials and tools relying on innovative and responsive methodologies.
  • Conduct Jointly CSO and district supervisory visits using the EpiC supervisory at the community or AGYW safe spaces to assess demand creation/SBCC activities and their integration into the other services
  • In collaboration with CSO to conduct consultative meetings with KVPs to address specific community-based service delivery and program bottlenecks, improve promotion of family planning and HIV/ AIDS risk reduction methods among KVPs.
B: Networking
  • Establish effective work relationship with other stakeholders and R/CHMT partners on program activities
  • Work with CSOs to identify and link AGYW to other implementing partners supporting young people.
  • Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner
C: Monitoring, Evaluation, Learning, And Reporting
  • Monitor regional implementation plans and progress of community engagement portfolio as per EpiC project targets
  • In collaboration with CSO document experiences, prepare program and site visits reports, presentations, briefs, and articles/success stories
  • Monitor and assess the performance of CSOs on peer outreach workers including navigator and quality of data submitted
  • Monitor and assess community response at the project wards and district

Minimum Requirements
  • Bachelor’s Degree in social sciences, public health, international development, or related field with 5-7 years’ relevant experience; OR Master’s degree in social sciences, public health, international development, or related field with 3-5 years relevant experience.
  • 3-4 years’ progressive experience working with key population groups, and familiarity with internationally recommended policies.
  • 3-4 years’ experience of supporting gender transformative community engagement interventions for HIV and Gender Based Violence (GBV) prevention programming
  • Familiarity and experience with USAID/PEPFAR-funded programs.
  • Experience in technical capacity building of Tanzanian non-governmental organizations (NGOs) and community-based organizations (CBOs), especially those working with vulnerable populations.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication.
  • Well-developed computer skills.
