Overview
The VMMC Program Lead will work collaboratively with the Principal Investigator/Project Director to provide overall project leadership, management and staff oversight in all aspects of the upcoming Centers for Disease Control and Prevention (CDC)/PEPFAR-funded voluntary medical male circumcision (VMMC) project in Tanzania. The VMMC Program Lead will provide leadership and management support with direct oversight of the project’s technical and regional team members to improve the capacity of the Government of Tanzania (GoT) at national, regional and district levels for long term sustainability of VMMC services in CDC supported regions. This large-scale project aims to support the GoT in improving health outcomes and reducing new HIV infections by saturating VMMC services in low coverage regions, improving VMMC services uptake for males > 15 years including targeted high-risk groups for greater impact on HIV incidence reduction. The project will operate over a 5-year period.

The position will operate with oversight from the PI/Project Director within the Jhpiego’s senior management team, and will ensure strategic planning, technical oversight and methodological soundness of all project activities. The position will meet and collaborate closely with the donor (CDC), GoT stakeholders and other VMMC and PEPFAR IPs to ensure strong collaboration on existing programming and linkages to other HIV programming. The position will be responsible for developing demand creation and technical strategies and approached to meet key donor assigned targets, and implement project activities to achieve national, PEPFAR and international standards (e.g. age pivot, reporting AEs, and PEPFAR technical standards). With an emphasis on government led programming, in collaboration with project team and partners, the position will support the government of Tanzania through the National AIDS Control Program and R/CHMTs to design and implementation of service delivery strategies based on international scientific evidence, country context based best practices, and PEPFAR standards, policies and procedures. In the absence of the PI, the VMMC Program Lead will be required to undertake the responsibilities of that position on a temporary basis.

Responsibilities

  • Provide technical and management oversight, strategic direction and definition of appropriate project activities
  • Develop and maintain relationships with donors, implementing partners, GoT stakeholders and other stakeholders to ensure collaboration, partnerships and alignment of strategies to achieve project and national/regional/district goals for HIV prevention, care and treatment.
  • Lead the design and implementation of demand creation strategies working closely with local partners
  • Work collaboratively with technical staff on the implementation of training, QI and M&E activities that ensure program technical quality that meets the national and international standards including PEPFAR standards, policies and guidelines
  • Implement a system to ensure quality of project activities and they are implemented on time, within budget and achieve planned outcomes
  • Advocate and support updating evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC, PEPFAR and the Government of Tanzania
  • Provide mentoring and capacity building at the individual and organizational level, GoT and local organizational staff in specific areas of expertise
  • Provide leadership and management support for implementation of project activities including (but not limited to) for conducting site assessments and strengthening referral systems, in-service and/or pre-service education, and supportive supervision
  • Coordinate advocacy, demand generation, and policy support, across project sites as required
  • Lead the formulation of innovative approaches for scale up of targeted VMMC services
  • Actively participate in relevant technical advisory/working groups and professional forums representing the project/Jhpiego
  • Work with health care providers, local authorities, community members and project team members to identify national to facility level service delivery issues that impede access to care and uptake of services
  • Identify and implement appropriate facility- and community-based strategies to address VMMC service delivery, demand creation, and uptake and HIV prevention, care, and treatment service delivery gaps
  • Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs
  • Work closely with the Chief of Party/Principal Investigator on setting project priorities and directions, and responding to requests for support from local counterparts
  • Work with M&E staff to design, implement a plan to track data/results related to VMMC service delivery, demand creation and uptake; HIV prevention, care, and treatment; standards and data reporting of AE including notifiable adverse events (NAE), QI; HCW/CHW capacity building in QA/QI, and TA to MoHCDGEC, PORALG at all levels and IPs to ensure integration and monitoring of VMMC services in routine healthcare delivery and transitioning of VMMC to GoT to inform adjustments in project implementation
  • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for VMMC service delivery, demand creation and uptake; HIV prevention, care, and treatment; standards and data reporting of AE including notifiable adverse events (NAE), QI; HCW/CHW capacity building in QA/QI, and TA to MoHCDGEC, PORALG at all levels and IPs to ensure integration and monitoring of VMMC services in routine healthcare delivery and transitioning of VMMC to GoT
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Supervise technical staff
  • Identify and manage technical contributions of subgrantees including defining scopes of work
  • Maintain excellent relationships with MOH, PORALG, CDC and in-country stakeholders and develop rapid responses
  • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with CDC, MoHCDGEC, PORALG at all levels and IPs to ensure timely implementation and compliance to the requirements and regulations of the award

Required Qualifications
  • A master’s level degree in community health, public health or relevant area
  • At least seven (7) years’ experience implementing and/or providing technical assistance in managing/overseeing projects related to: VMMC service delivery, demand creation and uptake; HIV prevention, care, and treatment; standards and data reporting of AE, training HCWs/CHWs in QA/QI, and technical assistance provision to ministries of health; integration and monitoring of VMMC services in routine healthcare delivery and transitioning of VMMC to government entities
  • At least sven (7) years’ experience in implementing and/or providing technical assistance of $15M per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in Tanzania, specifically the regions of Geita, Kagera, Mwanza, Shinyanga, Simiyu, Mara and Kigoma
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Skilled in at least two or more of the following technical areas: strengthening service delivery projects; VMMC; demand creation; training; pre-service education; performance and quality improvement; and/or monitoring and evaluation
  • Demonstrated experience with a mix of practical technical skills in VMMC service delivery, demand creation and uptake necessary for strengthening HIV prevention, care, and treatment service delivery at the regional, national, clinical and community-level
  • Experience with using innovative tools for data visualization, including GIS software
  • Demonstrated in-depth understanding of Tanzania healthcare system, particularly the public health system, experience living and working in Tanzania preferred
  • Familiarity with CDC’s administrative, management and reporting procedures and systems
  • Proven track record managing a project team composed of several technical experts and fostering team work
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English and Swahili
  • Proficiency in Microsoft Office
  • Ability to travel nationally to project sites
