For the interest of ensuring safety of children in schools in times of emergencies, UNICEF is collaborating with the Ministry of Education, Science and Technology to develop the Education Emergency Preparedness, Response and Recovery strategy. The strategy is expected to provide guidance on the necessary infrastructure, resources and possible actions that can be put in place or taken by schools, and other education authorities to prevent and minimize the effect of any form of hazard, disaster or catastrophe that might affect the regular education provision in the country. The emergency preparedness, response and recovery strategy will enable the country to be alert of possible catastrophes and put in place measures that would enable the education sector to immediately intervene and protect the lives of children while keeping the teaching and learning process uninterrupted.

How can you make a difference?
The outbreak of COVID-19 taught us one major lesson: we needed to have systems in place to keep the teaching and learning process uninterrupted. It also taught us that we needed to have some preparatory measures that would enable the education sector to quickly respond to the pandemic. It has also acted as a wakeup call for the education sector to put in place a strategy that would guide our interventions during times of emergencies. As a nation, we need to be ready for any mishaps that are likely to affect not only the education sector but also other sectors which have direct contribution to the learning of the children. Thus, a call for the development of this strategy.

MAIN OBJECTIVES, DELIVERABLES AND TIME FRAME
The main objective of the education emergency preparedness, response and recovery strategy is to put in place appropriate systems, infrastructures, procedures and resources to minimize the adverse effects of hazards, disasters, catastrophes and emergencies.

The emergency preparedness, response and recovery strategy, will serve as a guide for schools, wards, districts, regional authorities and ministerial departments on the provision of timely, precautionary and appropriate interventions that would save lives and minimize the adverse effects of a disaster.

Specifically, this consultancy is set forth to:
  • Identify the most common (likely to occur) disasters in Tanzania, in specific regions and the magnitude of their impacts which would consequently affect the education sector;
  • Conduct a situation analysis of the education sector's capacity to appropriately prevent, or respond to a given disaster, in terms of preparedness (infrastructure, human and materials resources);
  • Develop an emergency preparedness, response and recovery strategy which clearly distinguishes actions and commitments that are supposed to be put in place at school, district, regional and national level to get prepared, respond and recover from emergency; and
  • Prepare a briefing note for emergency preparedness strategy which summarizes all the key actions that are in the strategy.

DELIVERABLES

  • An Inception Report with findings from desk review and evidence gaps;
  • A comprehensive report on the situation analysis (based on literature review and expert's analysis - “ MOEST, PORALG and representatives from TCU, NACTE, and VETA) integrating the findings from secondary data analysis;
  • Final high quality and costed education sector emergency preparedness, response and recovery strategy;
  • A briefing note with a summary of the key actions included in the emergency preparedness, response and recovery strategy and their costs
  • Organize an inception meeting to share the final education emergency preparedness, response and recovery strategy.

PAYMENT SCHEDULE
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines

To qualify as an advocate for every child you are required to have the following:
  • An international consultant who has done a similar job in other countries
  • Advanced university degree in behavioral and/or social sciences, particularly in communication for development; education planning, education programming and or education management and administration; some training or practices on emergency and disaster management would be an added advantage.
  • 10-15 years of progressive work experience in education planning, management and administration with proved competencies/knowledge of education sector emergencies;
  • Relevant experience in inter-disciplinary approaches in strategic communication, and development strategies, good knowledge of tools and resources to address issues of emergencies in education;
  • High quality writing skills, with proved experience in writing similar reports or national documents.
  • Strong analytical skills demonstrated in dealing with assessment and design of strategies/guidelines for complex education programmes; and
  • Knowledge of local development and global advances in emergency programming in similar contexts.
  • Written and spoken English is required, some understanding of Kiswahili is an added advantage.

EVALUATION PROCESS AND METHODS

The assignment is proposed to be undertaken by an individual international consultant who will be competitively selected by UNICEF and MOEST. The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted, time required, and budget for the whole work.

Note that the following will be the selection criteria based on the score:

Technical proposal (75%) with the following breakdown: Overall response (10), methodology (30), proposed team and experience (20) and examples of similar plans/strategies and/or materials developed and implemented successfully (15).
Financial proposal with clear stipulation of each activity and costs 25%.

Medical Evacuation Coverage:
Along with technical and Financial proposal the consultant should also submit the proof of medical/Health Insurance with medical evacuation coverage.

LOGISTIC AND LOCATION

The Consultant position is based in Dar es Salaam and Dodoma with travels to selected regions.

ADMINISTRATIVE ISSUES
The consultant will work directly with the Ministry of Education, Science and Technology (MOEST) and Ministry of state - regional administration and local government (PROALG). UNICEF will manage the contract and manage the overall quality in collaboration with the MOEST.

PROJECT MANAGEMENT
The assignment will be funded and managed by UNICEF under the supervision of UNICEF's Education Specialist and Commissioner of Education
The consultants will work under the overall coordination and leadership of the national taskforce which will include the team of experts from MOEST and PORALG to be set by the Commissioner for Education and the MOEST's PS.
The consultants will organize, and lead activities related to inception, review of drafts, and validation meetings internally with UNICEF team as well as key stakeholders under the leadership of the national team of experts.
