For every child, Innovation
In Tanzania there are over 200,000 U-Reporters engaging with U-Report polls, bots and quizzes. U-Reporters turn to U-Report Tanzania to seek guidance and rely on U-Report to provide accurate and timely information on varied topics including WASH, Education, Child Protection, Nutrition, Health and AIDS. In Tanzania there are various chatbots available to U-Reporters and through experience the programme has learnt that users may try to get additional help on subjects by messaging the chatbot potentially disclosing personal information.

How can you make a difference?

The UNICEF GBVIE team in partnership with EAPRO have secured funding to support the implementation of improved safeguarding measures for UNICEF Tanzania Chatbots. In order to implement the safeguarding measures, UNICEF Tanzania will require additional human resources under the form of an individual consultant to assist in the implementation of the planned activities. The individual consultant will play a role in reviewing U-Report's chat bot content ensuring that all chatbots provide:
  • An improved onboarding experience which better manages expectations of what chatbots can/can't do,
  • Simple measures to detect keywords and expressions indicative of GBV disclosures,
  • Discrete, simple responses which acknowledge the user and give them the option to view contact details for appropriate external organizations.
  • Implementation of a simple 'safety' keyword which users can input at any time for information on support organizations.

The consultant will support the Innovation team to coordinate and implement the activities that lead to the safeguard of U-Report chat bots by completing the following:
1. Identification & Engagement with GBV service provider
  • Jointly with UNICEF Tanzania relevant programme sections map and engage with potential GBV partners who could provide support services;
  • Organise meetings and/or workshop sessions with identified key GBV partners to disseminate programme information and monitor progress of activities;
2. Revision and localization of key expressions
  • In coordination with UNICEF relevant sections and GBV partners, review U-Report Chatbot content and incoming messages to identify key words that may indicate disclosures;
  • In coordination with UNICEF relevant sections and GBV partners, review key words and phrases shared and localize key expressions to the Tanzanian context
  • Translate key expressions and chatbot content as requested and prepare bilingual editions of the chatbots (Kiswahili and English)
3. Usability testing
  • Conduct a focus group discussion or workshop with key subject specialists to pretest the content developed.
  • Conduct a focus group discussion or workshop with U-Reporters and U-Report champions to test the chatbots and content developed
  • Document key activities, lessons learnt and best practices
4. Monitoring of safeguarded bots rollout
  • Support in the identification of relevant monitor indicators to create monitoring dashboards;
  • Analyse monitoring data and prepare monitoring reports as required

PAYMENT SCHEDULE

Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

METHODOLOGY

The consultants will report to the UNICEF Tanzania Innovation Officer under the overall supervision of the UNICEF Tanzania Knowledge Management & Innovation Specialist.

To qualify as an advocate for every child you will have:
  • University degree in a relevant field such as law, social sciences, humanities, international relations, IT, communications/journalism, or a similar field;
  • Experience in youth outreach and digital-led youth engagement experience;
  • Knowledge and understanding of U-Report platform;
  • Understanding of principles of youth participation and user-centered design;
  • Awareness of trends in youth digital participation and social media communication;
  • Fluency in written and spoken English and Swahili;
  • at least one (1) year of previous working or volunteer experience in a development organization;
  • Tanzanian national
