Palladium seeks local consulting firms or organizations based in the East Africa region to provide a range of capacity development technical assistance to the NUPs that NPI EXPAND is supporting in Ethiopia, Kenya, and Tanzania.

Anticipated Contract Term
May 15th, 2021 – May 15th, 2022
The period of performance for the Contract is from May 15th 2021 until the last TO expires, no more than one year from the date of award. Clauses, terms, and conditions that are located in the IDIQ and govern task orders continue to be valid and in-force, and able to be modified if necessary, throughout the IDIQ period of performance.
The ordering period is May 15th, 2021 to May 15th, 2022.
Task order performance may not continue after the ordering period expiration date of May 15th, 2021

The Project
The New Partnerships Initiative EXPAND: New Partners for Better Health (NPI EXPAND) Activity is a five-year USAID-funded cooperative agreement implemented by Palladium International, LLC (Palladium). NPI EXPAND aims to support Missions to increase the availability and utilization of quality health services across all USAID priority health areas.
In line with the Journey to Self-Reliance (J2SR), USAID is committed to expanding its range of implementing partners by investing in new and underutilized local partners (NUPs) and strengthening their capacity to plan and implement health sector programs with USAID funds. Enhanced participation of capable local partners to increase demand for and deliver high-quality, high-impact health services will enable governments to meet crucial health goals equitably and sustainably. NPI EXPAND will catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.
NPI EXPAND is a global project with activities currently in Brazil, Ethiopia, Kenya, Liberia, Mali, Tanzania, Senegal.

Scope of Work and Standards
Interested applicants must demonstrate capacity in providing services in many of the capacity areas listed in this SOW and have experience providing the specified services in at least one of the three countries (i.e., Kenya, Ethiopia, or Tanzania). Specific topics are listed below.
Given the extensive nature of the work anticipated, NPI EXPAND may select more than one service provider for a potential partnership to cover all the countries and technical assistance areas. The organization should be able to work virtually, in situations where in person meetings and workshops are not possible.
Palladium will issue the qualifying service providers with specific scopes of work based on the capacity needs of the NUPs as determined on an as needed basis. For additional information please refer to the purpose section of this RFQ.
Palladium will specify the deliverables that the service providers will be responsible for in the specific scopes of work.
The firm or organization eligible for this assignment must satisfy the following characteristics:
The Company must complete Due Diligence Questionnaire if selected for Award within 5 days
The vendor must be able to deliver work in all locations specified in this RFQ.
Must provide transport, PPE, financial analysis tools, data visualization tools and any other equipment costs deemed necessary in order to fulfil the purpose of this RFQ.
The authorized geographic location of vendors for this RFQ is the United States, the countries of performance and developing countries other than advanced developing countries, but excluding an country that is a prohibited source by the United States federal government.
Evaluation and Award Process
Palladium intends to award a Contract without discussions with Offerors. However, discussions may be conducted at the Palladium’s Procurement Official’s discretion.
The submitted technical information will be evaluated by a technical evaluation committee using the technical factors shown below. For overall evaluation purposes, technical factors are considered significantly more important than cost/price factors. The evaluation factors listed below serve as the standard against which all technical information will be evaluated:
PROCUREMENT INTEGRITY AND ETHICS
It is Palladium’s Policy that no gifts of any kind and of any value be exchanged between vendors/contractors and Palladium personnel. Discovery of the same will be grounds for disqualification of the vendor/contractor from participation in any Palladium’s procurement's and may result in disciplinary actions against Palladium personnel involved in such discovered transactions.

Scope of Work and Standards

- The service providers will offer a range of capacity development services (e.g., capacity assessments, coaching, mentoring, training, peer exchanges, etc.) to the targeted NUPs to strengthen their organizational and technical capacities. Specifically, NPI EXPAND is seeking organizations with expertise in the following areas:
- implementing organizational capacity (OCA), technical capacity assessment (TCA), and organizational performance index (OPI).
- Leadership and governance training and board policies development
- Developing policies and establishing finance, procurement, human resource, administration and logistics
- Integration of modern technology in operations and processes,
- Strategic planning.
- Resource mobilization and sustainability planning.
- Developing knowledge management systems.
- USAID awards implementation and compliance training.]

- A firm or organization that is incorporated and operates in either Kenya, Tanzania, or Ethiopia.
- A firm or organization with experience in providing capacity development technical assistance to non-governmental organizations, preferably in the health sector.
- A firm or organization with experience working with projects funded by USAID and other U.S. Government agencies.
- A firm or organization with experience in using some USAID’s capacity development tools such as the OCA, OPI and NUPAS.

- At most 10 pages technical proposal describing overall approach to capacity strengthening and capacity development technical assistance in specific competence areas that the organization proposes to work..
- Indicative consultancy rates of the technical experts the firm or organization proposes for this consultancy.
- A profile of the firm or organization highlighting similar assignments the firm/organization has undertaken in the past.
- Detailed CVs of the proposed personnel.
- A copy of the registration certificate.
- Reference letters from at least three past clients.
- Budget sheet for each activity described in the quote. The budget should include both labor and logistic costs.
- Price list & or labor category (including descriptions and rate)
