About HJFMRI Tanzania Program The Walter Reed Program Tanzania (WRP-T) is a collaborative effort that supports PEPFAR-funded HIV prevention and treatment activities in the Southern Highlands and within the Tanzania People’s Defense Forces (TPDF). HJF Medical Research International, Inc Tanzania (HJFMRI-T) is a local non-profit that has supported these efforts since 2004 for the Walter Reed Army Institute of Research (WRAIR). PEPFAR activities are conducted in close collaboration with the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children; and the President’s Office of the Regional Administration and Local Government (PORALG), through the Regional and Council Health Management Teams.

HJFMRI-T HJF Medical Research International, Inc. Tanzania (HJFMRI-T) providing care and treatment to people affected by HIV/AIDS and has been actively involved in HIV and AIDS programming, providing resources, personnel, and services to the Southern Highlands Zone. The program has expanded from supporting the Mbeya Zonal Referral Hospital to becoming a hub for anti-retroviral treatment in the Zone; to community support through decentralized services, with the overall objective of implementing research, clinical HIV, prevention, care, and treatment services.

Job Title: Community Program Management Officer GBV (1 Position) 
Reports to: Program Advisor for GBV and DREAMS Location: Mbeya
Position Overview:
The GBV Program Officer, be responsible for technical supervision, coordination, implementation, monitoring and reporting of the GBV activities at all HJFMRI supported health facilities in Mbeya, Songwe, Rukwa and Katavi regions and ensure adherence to PEPFAR, Ministry of Health Community Development Gender and Children (MoHCDGEC) and HJFMRI/MHRP’s standards of HIV and AIDS Programme.

The Program officer will work in close collaboration with regional and district teams and other relevant stakeholders including regional and council health management teams (CHMT), social welfare department and police gender desk to effect referrals. The incumbent will oversee and support GBV program for both clinical and community interventions in the Southern Highland of Tanzania.

The incumbent will ensure capacity strengthening in GBV and violence against children (VAC) for health care providers and social workers according to national guidelines and standards to maintain quality service provision among survivors of GBV and VAC. This position is part of a multidisciplinary, cohesive team and requires excellent communication and problem solving skills with travel up to 65% to sites.

Roles and Responsibilities: 
  • Provide Strategic and Technical support  in the management and implementation of the GBV program.
  • Provide overall technical support in the design and roll out of the PEPFAR funded Gender and GBV strategies and program.
  • Identifying and work closely with the GBV team to develop the implementing partners’ knowledge and understanding of Gender and GBV as contributors to the HIV/AIDs epidemic, as well as ensuring the development of tools and skill sets that promote effective implementation in these programming areas on the part of those partners.
  • Support implementation of HJFMRI activities addressing GBV and gender norms including interactive, skill-building workshops for service providers, awareness-raising campaigns and other community-level interventions to address the norms and behaviors that underlie GBV.
  • Liaise and Clinical and Community regularly with the relevant authorities, partner organizations, community leaders and beneficiaries in relation to the planning, design and implementation of HJFMRI and partner HIV prevention activities;
  • Develop integrated, innovative and gender sensitive interventions for the provision of comprehensive HIV prevention for vulnerable and key populations, youths in and out of school, and the general population;
  • Provide on-going support through coaching, supervision visits and mentoring to partner organizations and WRP staff in implementing GBV activities;
  • Work closely with HJFMRI Communication Manager to document, consolidate and disseminate knowledge and information regarding best practices, lessons learned, and proven approaches both within and outside of HJFMRI;
  • Develop annual work plans, budgets and reports for GBV activities; and ensure integration of project activities into wider WRP annual plans and the Community Services Department work plans;
  • Provide leadership in working with other key stakeholders (e.g. police, judiciary, etc) to ensure that GBV activities and services are well coordinated
  • Work closely with other implementing organizations to ensure that technical support is well coordinated and managed.
  • Provide technical assistance to other HJFMRI programs including Prevention, HBC, VCT, and other projects as needed;
  • Perform any other assignment or duties that may be required to support the general program.

Qualifications: 
  • Bachelor Degree in Gender, public health, cultural anthropology, sociology, social work, program management or related degree program, [higher degree preferred]
  • At least 4 years’ experience implementing GBV related initiatives which can include a combination of community-based awareness-raising and prevention and/or facility based work developing capacity of service providers to respond meaningfully to GBV.
  • Demonstrated understanding of the link between gender norms, GBV and HIV vulnerability.
  • Demonstrated understanding of the Tanzanian and Southern Highlands contexts
  • Experience with monitoring and evaluation of gender and GBV focused interventions, preferably under PEPFAR.
  • Experience in mentoring and supervising a diverse technical team of staff
  • Proficiency in English required; proficiency in Kiswahili preferred.
  • Ability to travel in country up to 65% of the time.
