Background
Founded in 1807, The University of Maryland, Baltimore, (also known as the University of Maryland or UMB) comprises of some of the oldest professional schools including school of dentistry, law, medicine, pharmacy, social work and nursing in the United States.
UMB works around the world to enhance capacity of governments, Regional and District Health Management Teams to improve the quality of health services through targeted technical assistance, systems development and institutionalization of quality improvement initiatives. In Tanzania, UMB works through its affiliate, Maryland Global Initiatives Tanzania (MGIT) a not for profit organization. UMB has teamed up with Amref Health Africa to implement a Comprehensive HIV Care and Treatment project aimed at acceleration of achieving the 95-95-95 goals for HIV Epidemic control and building of sustainable health systems for optimized population-wide health outcomes. The project which is branded as Afya Kamilifu Project received funding from the U.S. President's Emergency Plan for AIDS

Relief (PEPFAR) through CDC Tanzania and will be implemented in ZNZ islands, Tanga and Simiyu regions. UMB and Amref Health Africa will work under the guidance and close collaboration with CDC Tanzania, Ministry of Health, Community Development, Gender, Elderly and Children, Zanzibar Ministry of health, President’s Office Regions Authority and Local Government (PORALG), RHMTs, CHMTs, Health facilities and other stakeholders for successful implementation of the Afya Kamilifu Project.

MGIT is advertising for the following 6 positions below to support its work in the country and invites all qualified candidates to apply:

LOCATION: Simiyu (Bariadi office)
JOB SUMMARY:
The Pediatric & Adolescent Officer will work under the leadership of the AK Regional Project Manager and Technical oversight of the paediatric and adolescent advisor in all technical matters related to pediatrics and adolescent living with HIV. S/he will be responsible for R/CHMT and facility level oversight of day to day paediatric and adolescent HIV service delivery while providing technical assistance, capacity building and coordination of related activities. S/He will work closely with the technical team to ensure Paediatric and adolescents specific 95-95-95 targets are achieved.

SPECIFIC RESPONSIBILITIES:
1. Work with Pediatrics and Adolescent HIV Advisor to prepare technical annual work plans on all matters related to Pediatric and adolescent HIV care for Simiyu.
2. Extract and Provide monthly, quarterly and annual targets for pediatric and adolescents assistants from overall pediatrics project targets in 95/95/95, to form part of Performance targets and provide thorough orientation to subordinate(s).
3. Work with R/CHMTs and Health facilities in the implementation of high-quality comprehensive Pediatric and Adolescent HIV care activities in Simiyu.
4. Provide regional Leadership on implementation of Peds and adolescents focused interventions to increase HIV identification, linkage to care: ensuring ART Start; Age appropriate disclosure; ART optimization, Correct dosing, retention to care to attain viral suppression with the support of Pediatric and adolescent HIV Advisor.
5. Provide technical assistance to R/CHMTs and health facilities to Spearhead pediatric and adolescent friendly attributes and services at Pediatric clinics at all supported sites.
6. Represent Pediatric and adolescent officer/UMB as appropriate whenever required at R/CHMT level to influence priorities, activities and budgets meetings.
7. Work with the Pediatric and adolescent Advisor and R/CHMTs to coordinate training and capacity building of Health care workers and caretakers on Paediatric and Adolescent HIV care and treatment services in Simiyu.
8. Co-ordinate supportive supervision and mentoring visits to the health facilities with the R/CHMTs and aid in the development of Pediatrics and Adolescent HIV service delivery improvement plans in SIMIYU supported sites.
9. Work closely with the facilities, CSO and communities to develop effective tracking mechanisms for lost to follow-up of peds and adolescents.
10. Work with Amref Team lead to Coordinate and facilitate timely weekend clinic incentive plans and claims: refreshments, extra duties at supported sites in Simiyu.
11. Support Simiyu AK supported sites /health facilities in proper and complete documentation in CTC 2 cards and database for accurate monthly and quarterly data
12. Analyze monthly / quarterly data from supported districts and identify gaps in pediatric and adolescent HIV care and work closely with the QI team to implement interventions towards addressing issues identified.
13. Work with Immediate supervisor, DACCs, social workers, and relevant authorities to identify pediatric specific implementation gaps, and deliverables required during AK campaigns and marathons to reach desired Pediatrics and Adolescent specific targets.
14. Participate in the preparation of Simiyu -All supported sites report: monthly; quarterly and annual reports, best practices, presentations, and narratives which documents UMB efforts to provide quality care.
15. Support integration of Pediatrics & Adolescent activities within the CHMT’s and facility Quality Improvement plans.

QUALIFICATIONS and EXPERIENCE:
  • Registered MD or equivalent required.
  • MPH or any Master in health-related field is an added advantage.
  • Minimum of 3 years of clinical experience required.
  • Minimum of 3 years working in Pediatric HIV at the national and/or international level

Job Summary

  • Strong organizational and communication skills.
  • Experience with Donor- funded projects is highly desirable
  • Strong problem-solving skills
  • Fluency in written and spoken English and Swahili

TB/HIV Officer
Job Summary
The TB/HIV Officer will be part of the Afya Kamilifu regional technical team supporting the project in delivering quality and comprehensive TB/HIV services to accelerate the 95-95-95 goal for epidemic control. S/He will ensure that all components within the technical arm in the region integrate efficiently for a greater population and programmatic level impact. S/He will work very closely with the Monitoring and evaluation team, PMTCT, and CQI to ensure general uninterrupted and integrated TB/HIV service delivery. 

Job Description
SPECIFIC RESPONSIBILITIES:
  • Provide didactic and clinical mentoring for comprehensive TB/HIV services for nurses, physicians, clinical officers and other healthcare providers at local partner treatment facilities as appropriate.
  • Build capacity of the HCWs in supported facilities in IPT eligibility assessment, provision and side effect monitoring.
  • Build capacity to nurses and clinicians of TB within facilities so that TB notification can reach targets set by the donor
  • Provide technical assistance to TB clinic staff with special emphasis on TB/HIV indicators.
  • Gather, analyse and use data to plan and measure performance on TB/HIV service delivery in supported region. These data will include IPT initiation and completion rates, TB cascade analysis from CTC 2 data base and HIV testing and ART provision in TB clinics.
  • Under the supervision of the TB/HIV advisor, Plan, implement and evaluate new strategies to improve TB related service delivery in supported facilities.
  • Work with the TB/HIV Advisor to develop curricula for training related to the technical team’s scope of work.
  • Attend meetings, trainings, workshops and consolidate and write reports, and deliver presentations to a variety of audiences in supported facilities and R/CHMTs.
  • Participate in selected National HIV care and treatment related initiatives and ensure that National guidelines are implemented within the project in supported facilities.
  • Maintain competence through clinical practice in supported facilities.
  • Participate in monthly clinical meetings, case conferences, and journal clubs. Participate in abstract preparations for the project at local, national, and international conferences

Continuous Quality Improvement (CQI) Officer
Job Summary
The CQI Officer will be responsible for providing capacity building and mentoring on CQI to health facilities in Simiyu Region. The primary function of this position will be to work with the health facilities, Regional and Council Health Management Teams in developing CQI interventions to respond to challenges with the HIV/AIDS program in the region. The CQI officer will ensure all health facilities have active QI teams and are implementing CQI activities using National guidelines. S/he will provide mentorship and support to facilities in using the Small Test of Change (STOC)/Plan Do Study Act (PDSA) methodologies for QI at the site level and in understanding and measuring these processes for both patient and program level improvement. The CQI officer will work the health facility CQI teams and the project team to track all HIV/TB related indicators, develop QI activities to respond to performance gaps, report all QI activities on a monthly basis and provide feedback and recommendations to the CQI advisor. 

Job Description
SPECIFIC RESPONSIBILITIES:
  • Provides direct technical assistance and mentoring to health facilities for continuous quality improvement, models for change and systems improvement
  • Visits participating health facilities at least monthly to provide technical assistance on all matters related to Quality Improvement
  • Assist sites in understanding and using of QI tools such as flow charts, fishbone, driver diagrams and decision matrix analysis for system and processes -wide improvement
  • Support implementation of differentiated service delivery and care models while using CQI approaches to monitor for maximum patient outcomes
  • Collects weekly and monthly reports from health facilities and provides guidance and recommendations related to tracked indicators and outcomes
  • Assist sites in data utilization and seeks creative and innovative ways of capturing and presenting data
  • Ongoing mentoring of health facility teams to build capacity for CQI concepts
  • Maintaining thorough documentation of activities and deliverables and report to the line manager on timely basis
  • Work effectively with the entire technical team for efficient and quality ART services delivery
  • Perform any other duties as assigned by the line manager

REQUIRED SKILLS:
  • In-Depth knowledge of HIV/AIDS, TB/HIV, PMTCT, EID
  • Understanding of and experience in resolving challenges related to care and treatment delivery in the local context
  • Ability to interact proactively with health facility teams and the council and regional health management teams
  • Ability to analyze data and report back in the most efficient and understandable manner

MINIMUM QUALIFICATIONS:
1. Degree in Medicine, Nursing, Health Statistics, Epidemiology or related field
2. At least 3 years’ experience in resource limited health care delivery or administration
3. At least 3 years’ experience working with health facilities in resource limited settings
4. Working with development programs (USAID, CDC) is an added advantage
5. Understanding of the Tanzania National HIV – related guidelines and policies
6. Proficient in Managing, analyzing and interpreting data
