Overview
Tanzania Social Action Fund (TASAF) is currently implementing Productive Social Safety Net Program which aims at protecting the vulnerable poor households from severest consequences of poverty by implementing interventions that will lead to increased household incomes and opportunities while increasing consumption.

The TASAF Executive Director is inviting applications from suitably qualified Tanzanian nationals to fill the below vacant posts below:

and Infrastructure Development
BASIC FUNCTIONS:
To assist the Director of Community Support to manage the public works and infrastructure development functions of the Project as specified in the Financing Agreement and Operational Manual.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Undertake public works duties within the prescribed policies and procedures of TASAF, in particular coordinating interventions of the Public Works and Infrastructure Development Department.
b) Be responsible for managing data base for public works interventions that captures; number of beneficiaries by sex, wages paid, funded, completed and certified subprojects.
c) Coordinate preparation of multi year plans by PAAs to guarantee predictability of transfers for the targeted beneficiaries.
d) Identify technical support requirements for implementation of PW interventions and ensure availability of required training materials and support.
e) Ensure compliance to PW implementation benchmarks by PAAs.
f) Prepare and update a guide for the PAAs on the number of PWP interventions needed to absorb the annual number of PW working days based on the number of beneficiaries in the village.
g) Participate in the preparation of IEC materials for public works program.
h) Coordinate verification of PW subprojects applications reviewed by PAA Technical Assistants ready for submission to SET on sample basis.
i) Compilation and review of subproject batches prior to submission to NSC for endorsement.
j) Prepare and compile department annual implementation plan and budgets.
k) Consolidate implementation progress reports in the department.
l) Conduct performance appraisals of public works and infrastructure development department using agreed upon performance indicators.
m) Undertake infrastructure development functions within the prescribed policies and procedures of TASAF, in particular coordinating interventions of the infrastructure department
n) Be responsible for managing data base for infrastructure development interventions.
o) Identify technical support requirements for implementation of infrastructure development interventions and ensure availability of required training materials and support.
p) Ensure compliance to infrastructure development implementation benchmarks by PAAs
q) Compile various sector norms and standards to guide the PAAs for infrastructure development interventions
r) Participate in the preparation of IEC materials for infrastructure development program
s) Coordinate verification of infrastructure development subprojects applications reviewed by PAA Technical Assistants ready for submission to SET on sample basis
t) Compile and review of subproject batches prior to submission to NSC for endorsement.
u) Prepare and compile department annual implementation plan and budgets.
v) Consolidate implementation progress reports in the department.
w) Conduct performance appraisals of infrastructure development department using agreed upon performance indicators.
x) Be a member of the TASAF management team.
y) Perform any other official duties as may be assigned by the Director of Community Support.

QUALIFICATIONS:
a) A Masters Degree in Civil Engineering, Agricultural Engineering, Land Use Planning, Forestry, Quantity Surveying or any other related field from a recognized university.
b) At least ten (10) years experience in relevant field in Public and / or Private Sectors and at least five years (5) managerial experience.
c) A recognized professional qualification where applicable
d) Must be computer literate.
e) Must have a thorough knowledge and understanding of and experience with donor funded project.
f) Experience with community based development initiative and social fund related operations are an added advantage.
g) High level of communication and interpersonal skills and ability to work with people at all levels.
h) Ability to supervise, train and coach staff in relevant skills.
i) Self motivated with integrity and high level of confidentiality

KEY PERFORMANCE MEASURES:
a) Existence of updated and operational public works and infrastructure development activities data base.
b) Public works and infrastructure development subprojects applications are processed within agreed benchmark
c) Existence of an updated multi year plans for public works.
d) Number of PW and ID subprojects applications funded and completed.
e) Availability of various sector norms and standards to guide the PAAs for infrastructure development interventions
f) Existence of timely prepared quarterly and annual implementation progress reports.

Duration of Contract: Terms of Contract is 3 years.
Duty Station: TASAF Head Office, Dodoma.
