Overview
Tanzania Social Action Fund (TASAF) is currently implementing Productive Social Safety Net Program which aims at protecting the vulnerable poor households from severest consequences of poverty by implementing interventions that will lead to increased household incomes and opportunities while increasing consumption.

The TASAF Executive Director is inviting applications from suitably qualified Tanzanian nationals to fill the below vacant posts below:

Staff under Her/His Supervision: Accounts Manager, Disbursement Manager and Human Resources Manager
BASIC FUNCTIONS:
To manage the financial, accounting and administration functions of the Project as specified in the Financing Agreement and the project documents but not limited to the project appraisal document (PAD) and the Operational Manual.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:

i) Coordinate the overall operations of the Directorate of Finance and Administration. This includes facilitating linkages with other Directorates and the office of the Executive Director.
ii) Provide professional advice to Executive Director and other members of TMU on matters pertaining to Financial Management, Human Resources and Administration.
iii) Ensure that all financial transactions of the Project are done in accordance with the approved Financial Management and Accounting System Manual.
iv) Supervise the preparation and compilation of the Directorate annual implementation plan and budget.
v) Coordinate compilation of capacity building requirements of staff responsible for Finance and Accounting at all levels and communicate to the respective directorate for necessary action.
vi) Liaise with the Ministry of Finance and Planning to get the Annual Budget Guidelines and translate it to suite Project Development Objective.
vii) Supervise the preparation and submission to respective vote holders the activities variance analysis, projected funds flow, for the year and a brief narration for the preparation of the Annual budget.
viii) Manage the approved budget as per budgetary control tools.
ix) Approve all the payment vouchers emanating from payment requests approved as per Financial Management and Accounting System Procedures.
x) Ensure liquidity and smooth flow of funds through timely replenishment of funds from Government of Tanzania, World Bank and other Development Partners.
xi) Ensure timely disbursement of funds to all TASAF supported interventions (Safety net, targeted infrastructure, live-hood enhancement, capacity building and other commitment).
xii) Ensure that Interim unaudited Financial Monitoring Reports (IFRs/FMRs) and Statement of Expenditure (SOE) are prepared and submitted to the World Bank through the Ministry of Finance and Planning within a prescribed period as per
Financing Agreement.
xiii) Ensure that reliable financial information is maintained as per International Financial Reporting Standard (IFRS) to provide a basis for adequate financial control and timely preparation of Financial Statements for External Audit.
xiv) Facilitate the Internal Auditors to Examine, verify and inspect Project Books of Account and give recommendations.
xv) Facilitate the External Auditors to Audit Project Annual Accounts so that they provide audit opinion on the Project Financial Statements.
xvi) Submit to the Government of Tanzania, the World Bank and other Development Partners, the Audited Financial Statements and the Auditors Management Letter within the prescribed period.
xvii) Provide responses to Auditors observations/queries and implement the audit recommendations for the purpose of strengthening the system of internal control.
xviii) Facilitate the External Auditors to verify the TMU replies to External Auditors observations and recommendations. Update staff in the Directorate on all new developments in Finance and Accountancy emanating from Accountancy boards and from the Ministry of Finance and Planning.
xix) Coordinate preparation and revision of the Financial Management and Accounting Systems Manual which will guide the accounting of TASAF funded activities in all area of operations (TMU and Project Area Authorities (PAA).
xx) Manage and oversee TASAF human resources functions, including: recruitment and hiring; benefits administration and oversight; new employee orientation, and employee retention strategies.
xxi) Develop TASAF human resources capacity as the organization scales, enhancing professional development, compensation and benefits, performance evaluation, training, and recruiting.
xxii) Ensure that recruiting processes are consistent and streamlined.
xxiii) Establish and manage a comprehensive training program to educate employees regarding staff policies and procedures.
xxiv) Oversee general office management functions to ensure effective, high quality work environment and efficient, daily operations of office equipment.
xxv) Oversee all administrative functions as well as facilities to ensure efficient and consistent operations as the organization scales.
xxvi) Participate as a member of Senior Management Team of TASAF in project design and delivery, policy implementation, staff and resource management meetings. Conduct performance appraisal of all staff under the directorate, using agreed upon performance indicators and goals.
xxvii) Be a member of the TASAF Management team and responsible for preparation and presenting directorate reports.
xxviii) Maintain adequately the documents supporting the TASAF financial transactions and Human Resource management in line with the Financing Agreement and
the prescribed laws and regulations of the Government of Tanzania.
xxix) Perform any other official duties as may be assigned by the Executive Director.

QUALIFICATIONS:
a) Holder of Master’s Degree in Finance, Accounting, Business Administration, Human Resources Management, Public Administration, or any other related field from recognized university.
b) Must possess internationally recognized accounting professional qualification such as CPA (T), ACCA, CIMA or other related profession.
c) Must be registered with the National Board of Accountants and Auditors (NBAA) in the category of Associate Certified Public Accountant (ACPA) or Fellow Certified Public Accountant (FCPA).
d) At least ten (10) years’ experience in finance, human resource and administration in Public and / or Private Sectors of which seven (7) years must be at senior managerial position.
e) Must have a working knowledge of computerized Accounting systems.
f) Must have a thorough knowledge and understanding of and experience with donor funded project.
g) High level of communication and interpersonal skills and ability to work with people at all levels. .
h) Ability to supervise, train and coach staff in relevant skills.
i) Self-motivated with integrity and high level of confidentiality.

KEY PERFORMANCE MEASURES:
a) Existence of an efficient FMAS for accurate monitoring of financial flows regarding TASAF activities.
b) Timely preparation and submission of semester and annual.
c) Timely preparation and submission of Interim financial statements for GOT, IDA, DPs and TMU consumption.
d) Effective maintenance of Liquidity and Accountability of Financial Resources
e) Timely implementation of both the Internal and External Auditors Recommendations.
f) Existence of elaborate personnel and administration policies and procedures.
g) Adequate support documents for financial transactions and human resource management.

Duration of Contract: Terms of Contract is 3 years.
Duty Station: TASAF Office, Dar es Salaam.
