Job Summary
SHOPS
Plus Tanzania is seeking a facilitator to lead this activity with
support from SHOPS Plus Tanzania. The Facilitator will support the TMA
activity by orienting national and sub national FP, HIV and CH
stakeholders on the operationalization of TMA principles, collecting and
disseminating data and information about the markets for FP and HIV
commodities and related services, support better coordination between
the public and private sectors, monitor the use of TMA principles in
policy development, and build ownership of TMAs within government
institutions.The Facilitator is expected to work closely with decision makers and committees within the Ministry of Health, Community Development, Gender, Elderly and Children, the Tanzania Commission for AIDS, and the President’s Office Regional Authority for Local Government. The Facilitator will also help these stakeholders integrate TMA principles in major policy and strategy documents, and identify opportunities to foster cross-sector engagement as a way to mainstream TMAs in national health strategies.

Sustaining Health Outcomes through the Private Sector (SHOPS) Plus is USAID’s flagship initiative in private sector health. SHOPS Plus in Tanzania seeks to [increase the use of priority health services through strategic expansion of private sector approaches in the health system. The main activities currently include improved capacity of the private sector to provide and supply priority health services and products, improving ownership and stewardship of total market approaches within Tanzanian institutions and improving enabling environment for private sector provision of priority health products and services.
Among the strategies supported by the project is the use of Total Market Approaches (TMA) designed to grow the market for health products by better targeting free or subsidized commodities, reducing inefficiencies, and creating opportunities for the private sector to increase its provision of health commodities. In Tanzania, SHOPS Plus has been implementing a TMA activity that encompasses Family Planning, HIV and CH products and related services.
Scope of Work
SHOPS Plus Tanzania is seeking a facilitator to lead this activity with support from SHOPS Plus Tanzania. The Facilitator will support the TMA activity by orienting national and sub national FP, HIV and CH stakeholders on the operationalization of TMA principles, collecting and disseminating data and information about the markets for FP and HIV commodities and related services, support better coordination between the public and private sectors, monitor the use of TMA principles in policy development, and build ownership of TMAs within government institutions. Deliverables
- Workshop facilitation in 3 regions and 21 districts of Mwanza, Arusha and Dodoma
- Three regional workshop reports
- Twenty-one draft action plans from districts
- Complete follow-up questionnaire for 15 district action plans
Responsibilities include:
- Lead and support the mainstreaming and application of TMAs in HIV, FP and CH programming at sub national level: The Total Market Approach facilitator will work with the National AIDS Control Program (NACP), the Reproductive and Child Health Services (RCHS) and other key stakeholders to cascade the TMA manual through the facilitation and delivery of a TMA orientation workshop at sub-national level to guide application of TMA principles in quantification, procurement, financing, distribution and promotion of HIV, FP and CH commodities.
- Support regional and district engagement processes: Organize meetings and workshops designed to further the TMA agenda at sub-national level and mobilize key actors (such as regional and district RCH and HIV coordinators) in the development of TMA action plans.
- Support the development of SHOPS Plus deliverables: Contribute to the development of TMA implementation plans from different levels of government, develop presentations to inform advocacy for the integration of TMAs in official guidelines and practices relevant to the planning, budgeting and implementation of commodity programs.

Experience and Qualifications:
Experience and Qualifications:
- Masters’ in Public Health, MBA, or equivalent degree
- 10 years of relevant experience, including: Organizing and facilitating trainings and workshops for government health stakeholders
- Deep understanding of policies that govern service level agreements, commodity procurement, commodity financing and the distribution of health commodities at regional and district levels in Tanzania
- Past experience working for key government institutions, NGOs and/or private companies involved in the distribution of or programming of health commodities at national and district levels
- Expertise in building the capacity of government institutions to develop evidence-based health programs, such as condom promotion and social and behavior change (SBC) interventions is desirable
- Proven ability to engage with high-level national, regional and district officials and facilitate collaboration between the government and private sector organizations
- Experience working on projects funded by USAID or other donors
- Experience in or strong interest in public/private coordination and partnerships
- Excellent communication skills, including the ability to write professional documents in English and deliver presentations to diverse audiences in English and Kiswahili
- Strong diplomatic and collaboration skills
- Knowledge of markets for health, private sector programming and SBC is highly desirable

Scope of Work
SHOPS Plus Tanzania is currently seeking qualified consultants to complete the specific objectives and deliverables outlined below in providing remote, teleservice reporting support for Accredited Drug Dispensing Outlets (ADDOs) in Tanzania who report data through Unstructured Supplementary Service Data (USSD) system.
The consultants will be expected to:
- Make outbound calls to ADDO partners to provide mentorship, build capacity and demonstrate how to report through Unstructured Supplementary Service Data (USSD)
- Act as primary remote contact for ADDO partners to provide them with record keeping skills, reporting skills and provide required clarifications on issues related to reporting
- Analyze and maintain a written record of each telephone interaction with ADDOs in regard to the USSD reporting system
- Analyze ADDO reporting efficiency and accurateness within the reporting platform and make follow-up calls to improve reporting amongst ADDOs with gaps
- Support ADDOs to achieve a 60% reporting rate
- Travel: within mainland Tanzania
Deliverables
- Meet daily target for outbound calls
- Submit summary notes on each outbound call made to ADDOs
- Submit reporting form for remote, teleservice USSD reporting support on a weekly basis

Qualifications
- Minimum of one year experience in Customer service and customer support
- Knowledge in IT and mobile techno systems
- Experience dealing with customers on the phone and responding to customer complaints and inquiries
- Sufficient skills using Microsoft word and Excel
- Certificate in IT, Business Administration or any other related field
- Fluency in spoken and written English and Swahili is required
