Economic and Fiscal Governance (EFG) Officer - Zanzibar
TEAM/PROGRAM: Operations 
LOCATION: Zanzibar
GRADE: 4 
CONTRACT LENGTH: 1 year, renewable

ROLE PURPOSE:
The Economic and Fiscal Governance (EFG) Officer is responsible for the implementation of the EFG Project in Zanzibar/Mbozi under the direction of EFG Coordinator. He/she will work to in close collaboration with wide range of stakeholders to improved quality of policy dialogues and public involvement on economic and fiscal governance issues at the Local Government Level.

SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania. We currently have an operational presence in Dodoma, Shinyanga, Zanzibar, Songwe and Kigoma as well as Dar es Salaam and we also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $8 million. 

Reports to: Economic and Fiscal Governance (EFG) Project Coordinator
Dimensions: Maintains strong linkages with the Technical Specialists for Child Rights Governance, and the MEAL Specialist amongst others in the Programme Development and Quality team.

KEY AREAS OF ACCOUNTABILITY:
Key result areas:
Improved availability of evidence based research through research and analysis to generate data to inform the public on economic and fiscal policy processes. Relevant publications will be developed such as citizen’s budget books on specific allocations for targeted local government authorities and child friendly publications for use at community level.
Increased frequency of dialogues and debates between stakeholders on public resources and policy process through capacity strengthening of different actors and establish collaboration between LGAs, CSOs, Communities and Children.
Increased public influence on policy makers on fiscal policy improvements through public, CSOs and stakeholder’s recommendations through ddialogues and debates conducted between decision makers, academia and CSOs on resource mobilization, taxation and fiscal policy at national level.
Increased LGA dialogues and community meetings to raise public awareness on economic and fiscal policy process.

Key responsibilities:
1. Programme management responsibilities
  • Ensure that programme approaches, objectives and goals are well understood and implemented by Save the Children project staff as well as partners in accordance with priorities set out in the Tanzania Country Office’s EFG Project strategies and that project information is accurately and promptly communicated with partners.
  • Develop Detailed Implementation Plans (DIP), procurement plans and phased financial forecasts in consultation with the Project Coordinator
  • Ensure that all planned activities and related expenditures are on track with recorded DIP in strict compliance with the agreed budget lines and Save the Children’s financial regulations and reviewed on a monthly basis
  • Develop quality, monthly, quarterly and other reports to be submitted in accordance with agreed donor’s/members schedules.
  • Coordinate and conduct trainings with partners, others stakeholders and children on various economic and fiscal governance topics as per set out in Key Result Areas above as well as child safeguarding, in order to develop capacities to deliver the project in the most effective way.
  • Strengthen communication and collaboration with partners at all levels to ensure ownership and sustainability of the programme.

2. Monitoring, Evaluation, Accountability and Learning / Research
  • Contribute to baseline studies, formative assessments, mid-term evaluations, final evaluations and other research studies as well as learning events as part of annual DIPs.
  • In collaboration with MEAL unit, develop process, output and outcome level Quality Benchmarks and regularly review progress on indicators/achievement of targets
  • Discuss monitoring findings during program coordination/review meetings, review MEAL reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for project planning and implementation.
  • Contribute to programmatic inputs for the development of the ToRs of evaluations/baseline studies which include background information and scope of work and proposed methodology.

3. Save the Children representation
  • Regularly coordinate and collaborate with other SC sector teams to strengthen programming and impact for children.
  • Engage the donor and Tanzania government officials at all required levels as required to ensure Save the Children is considered a preferred and active partner on Economic and Fiscal Governance issues in Tanzania.

5. Child Safeguarding Responsibilities
  • Ensure partners in fully understand the provisions of the Child Safeguarding Policy and its three complementary policies (Child Participation, Local Procedures and Reporting Abuse).
  • Ensure the conduct of partners is in accordance with the rules of the Child Safeguarding policy in their personal and professional lives, which includes reporting suspicions of child abuse.
  • Ensure that Save the Children’s EFG Project work in (both direct implementation and through partners) is not putting children at risk (or further risk); this means constantly scrutinizing work through a child safeguarding lens and talking to children and other stakeholders to identify about possible design/implementation flaws.
  • Promote the message of child safeguarding to colleagues in other organizations and government ministries, children themselves and beneficiary families and community members in general.
  • Be vigilant about observing possible child abuse/harm in their personal and professional lives.
  • Ensure that all beneficiaries of our project are receiving on-going, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

Read Also:
  • Bachelor Degree in Social Sciences or Law.
  • Understanding of Tanzania Economic and Fiscal Policy processes such as the budgeting process at local government level
  • At least 3 years of relevant working experience with right-based issues; preferably children’s rights within civil society sector
  • Knowledge in conducting researches and budget analysis on basic services for children such as health and nutrition, education and protection.
  • Experience in building relationships, fostering interagency coordination and experience of representing an organisation to external parties.
  • Excellent written and spoken English and Kiswahili, including excellent written and verbal communication skills.
