Purpose of the SSA:
Background
Tanzania is experiencing increased C0V1D-I9 transmission. To date, more than 16 regions in the country are reporting cases. Most of the regions have designat- ed/repurposed isolation and treatment facilities ready to receive C0V1D-I9 patients.
World Health Organization (WHO) is providing financial and technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Chil­dren (MOHCDGEC) in strengthening response measures aimed at mitigating the impact of C0V1D-I9.

One critical aspect of the C0V1D-I9 response is case management. In this regard, WHO wants to recruit temporary staff to support the regions in Case manage­ment of C0V1D-I9 patients. Recruited staff will be deployed to the regions (as per needs) to support the regions as per the TORs below.

Scope and Methodology

Under the general guidance and supervision of the Incident Manager (IM) and general guidance of the Emergency Officer, the incumbent will perform the following:
Summary of Assigned Duties:
  • Build capacity of front-line health care workers in Case management at health facilities in regions and districts through on-site mentorship and support supervision and virtual training.
  • Support best practices in clinical case management by adapting and distributing up to date guidance, including information on the latest treat­ments.
  • Ensure availability and utilization of appropriate protocols for case management at treatment centres and health facilities.
  • Support epidemiology by providing relevant clinical and laboratory data.
  • Join regional Rapid Response Teams and provide support in Case management.
  • Conduct infrastructure assessment and technical support in C0V1D-I9 identified isolation and treatment centres.
  • Develop relevant messaging to the community on C0V1D-I9 case management in collaboration with Risk communication and community en­gagement pillar.
  • Contribute to revision of SOPs, guidelines, and standards on case management for C0V1D-I9 response.
  • Support regions and districts in planning, monitoring and evaluation of C0V1D-I9 activities (case management).
  • Support regions and districts in resource mobilization for C0V1D-I9 activities.
  • Perform any other incident-specific related duties, as required by the functional supervisor

SPECIFIC REQUIREMENTS

LANGUAGE:
Essential: Excellent knowledge of the English and Swahili.

EDUCATION:
Essential: Minimum university degree in Medicine.
Desirable: A Postgraduate training, in Internal medicine, Paediatrics, Community medicine or any of the areas related to the functions of the position, from a recognized university.

Experience:
Essential: At least 5year experience working in case management in healthcare setting or emergency response.
Desirable: Active clinical experience in case management of C0V1D-I9 or severe acute respiratory infection patients within healthcare settings or in the context of outbreaks.

Submission of weekly activity plans and end of week update reports

Purpose of the SSA:
Background
In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will supportto coordinate implementation of activities directed towards response to C0V1D-I9 outbreak in the region of assignment. The incumbent will support to strengthen cordination structures in place including all the critical IMS functions with relevant regional and Ministry of Health (MOH) staff. Furthermore, the incumbent will facilitate involvement of WHO Country Office (WCO) in response interventions, provide guidance and participate in regional coordination with the regional taskforce and technical pillars on C0V1D -I9 response teams.

The incumbent will work in close collaboration with the Incident Manager (IM) in the regions and councils where response is supported by WHO, based on priorities set by the country office, working closely with counterparts at the respective region or national level.

Scope and Methodology
Under the general guidance and supervision of the Head of cluster and IM and general guidance of the WHE, the incumbent will perform the following:
Summary of Assigned Duties:
  • Support establishment of and provide operational guidance on regional level response coordination structures including all critical IMS functions with relevant regional level staff.
  • Support regions to conduct regular risk assessment for C0V1D -I9 to inform the response planning.
  • Support development of regional level C0V1D – I9 response plans.
  • Support mentorship of Rapid Response Teams at regional level.
  • Support stakeholders mapping and engagement at the specific region.
  • Support local resource mobilization in the region and develop implementation budgets.
  • Guide establishment/convening of regional task force on regular basis, and specific technical subcommittee meetings on daily basis during response.
  • Participate in daily coordination meeting at regional level and provide guidance on response interventions Support the region to develop daily reports/situation reports for submission to national level.
  • Ensure effective coordination and communication with WCO.
  • Lead effective coordination and communication of partners’ response efforts at the region.
  • Prepare final debriefing note/report of response missions.
  • Participate in regional Rapid Response Teams missions to investigate alerts and cases of C0V1D -I9.
  • Monitor implementation of response activities within the region

Technical Supervision
Objectives of the Review
The mission of WHO’s Health Emergencies Programme (The Programme) in responding to C0V1D – I9 Pandemic is to assist the country’s response and, to coordinate international action, to promptly respond to C0V1D – I9 to stop the transmission and recover from C0V1D -I9 Outbreak.

SPECIFIC REQUIREMENTS

  • Strengthen overall IPC competencies at health facilities through training of practitioners in IPC and Health Care Waste Management and conducting simulation exercises and assessing isolation units’readiness. This will also include use of online platforms to deliver these trainings (zoom, google hang-out, etc).
  • In consultation with the Risk communication and Community Engagement pillar, develop timely messages on IPC to be disseminated to the community.
  • Reconstitute/reactivate district level IPC committees to better respond to the outbreak.
  • Join regional Rapid Response Teams and provide support in IPC/WASH
  • Conduct IPC infrastructure assessment in C0V1D-I9 identified isolation and treatment centres.
  • Contribute to revision of SOPs, guidelines, and standards on IPC for C0V1D-I9 response

TECHNICAL SUPERVISION

Purpose of the SSA:
Background
In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will provide technical, operational and coordination support on all aspects related to community engagement; ensure that community engagement is considered and planned throughout all phases of the incident management cycle and integrated within the risk management and risk mitigation procedures.

Scope and Methodology

The incumbent, technical focal point for risk communications and community engagement, will report directly to the Health Operations Team Lead, under the overall guidance of the Incident Manager and Head, WHO Country Office. S/he will work closely with the relevant technical teams, ensuring that a) sociocultural factors are addressed in the formulation of public health interventions and b) frontline response staff with significant community interaction are prepared to engage effectively with affected and/or at-risk communities.

S/he will work closely with the Risk Communication Officer and the Communication Officer in the WHO Country Office (WCO) to inform the design and im­plementation of risk communication strategies, tactics and messaging. The incumbent has first line responsibility for adapting and implementing community engagement strategies as well as ensuring that national authorities have access to best available guidance on participatory approaches/methodologies relevant to the context, which build on existing national and local expertise and knowledge. The incumbent will identify ana support national authorities to coordinate with key stakeholders and partners working at the community level to ensure that the community engagement and social mobilization strategies are technically and operationally aligned with public health measures, and tnat service delivery and quality issues are fed back into technical and operational decision-making. The incumbent will also work closely with districts to strengthen risk communication by health workers, community health workers, district leaders and commu­nity leaders and other volunteers. S/he will work closely with community leaders, traditional healers and religious leaders to strengthen risk communication at community level.

Summary of Assigned Duties:
  • Provide technical and operational support to overall Health Education/RCCE subcommittee activities in strengthening and mainstreaming community engage­ment and social mobilization strategies; aligning with technical and operational priorities and objectives; and delivering through existing national ana local structures.
  • Ensure community engagement and social mobilization strategies and implementation plans are evidence-based, coordinated, and well executed, drawing upon anthropology and related behavioural and social sciences so that community concerns, sociocultural beliefs and practices impacting public health inter­ventions are addressed.
  • Work closely with technical teams to assess the integration and effectiveness of community engagement practices within technical SOPs according to the context

Background
In the context of the WHO Health Emergencies incident management system, at the country level, the incumbent will coordinate and implement technical activities directed towards laboratory management of outbreaks and health emergencies. Laboratory is the key component of the response to C0V1D-I9, adequate laboratory infrastructure for timely diagnosis and confirmation of SARS-CoV-2 must be available.
The incumbent will also ensure that the country is able to able to test all suspected cases and contacts in order to respond to this pandemic adequately.

In the region of assignment, reporting to the Team Lead, and based on priorities set by the Incident Manager and the WHO Representative of Country Office, and working closely with counterparts at the respective laboratory. The incumbent will act as the technical expert for the laboratory management. S/he will provide technical oversight in laboratory management, operations, supervision, and training, particularly related to all response activities of C0V1D-I9 pandemic outbreak in relation to laboratory. The incumbent will work in close collaboration with relevant technical officers at the laboratory.

Scope and Methodology
Under the general guidance and supervision of the IM and general guidance of the WHE NPO, the incumbent will perform the following:

  • Conduct refresher training for laboratory scientists on biosafety and biosecurity and C0V1D-I9 molecular testing in collaboration NHLQATC
  • Co-ordinate and manage sample collection and transportation to the testing laboratories
  • Work closely with the Director and laboratory manager of NHLQATC to document laboratory response activities of the C0V1D-I9 pandemic within the context emergencies programme at the country level.
  • Provide technical support of the validation of various C0V1D-I9 assays, technologies and trouble-shooting of laboratory procedures and methodologies
  • Monitor the performance of all C0V1D-I9 testing laboratories using AFRO-regional performance monitoring tool and support corrective action(s) in collaboration with NHLQATC
  • Perform any other incident-specific related duties, as required by the functional supervisor

Purpose of the SSA:
Background
In the context of the WHO Health Emergencies incident management system, at the country level, the incumbent will coordinate and implement technical activities directed towards surveillance of C0V1D-I9, scale up the implementation of evidence-based interventions, facilitate policy and decision-making processes through improved health information coverage, analysis and quality throughout the full cycle of the incident.

In the region of assignment, reporting to the Team Lead, and based on priorities set by the Incident Manager and the WHO Head of Country Office, and working closely with counterparts at the respective regional office and HQ, the incumbent will act as the technical expert for the surveillance programme. S/he will provide technical oversight for the implementation, monitoring and evaluation of public health policies and programmes pertaining to surveillance of C0V1D-I9. The incumbent will work in close collaboration with relevant technical officers at the country level and subnational levels.

Scope and Methodology
Under the general guidance and supervision of the Incident Manager (IM) and general guidance of the WHO Representative, the incumbent will perform the following:
Summary of Assigned Duties:
  • Co-develop the guidelines, tools and indicators for effective disease surveillance at the subnational and community levels, where necessary.
  • Participate in the process of verification and risk assessment on reported C0V1D-I9 cases.
  • Strengthen the capacities of surveillance teams for the effective and sustained surveillance of C0V1D-I9 through training on field investigation, detection, contact tracing, data management, and rapid response to epidemics and health emergencies.
  • Support surveillance activities including community-based surveillance, cross-border surveillance and PoE surveillance within the framework of Integrated Disease Surveillance and Response (IDSR);
  • Support in depth investigation of C0V1D-I9 and active case and search and make appropriate recommendations for action to region and National task force.
  • Support the field incident manager in coordination and oversight the surveillance, laboratory and case management.
  • Conduct, in collaboration with other team members and PHEOC Manager, real-time analysis of outbreak intelligence data, from a broad range of sources including non­ health sectors, for epidemic forecasting and detection.
  • Support the establishment of Alert management system (if applicable i.e. if not in existence)
  • Ensure availability of core data and other information on related technical areas such as: case incidence; case management surveillance data; laboratory surveillance data; contact tracing, etc.;

RATIONALE
Purpose of the SSA:
Background
The United Republic of Tanzania is one of the countries experiencing increased C0V1D-I9 transmission. To date, more than 16 regions in the country are reporting cases. Most of the regions have designated/repurposed isolation and treatment facilities ready to receive C0V1D-I9 patients.

WHO is providing financial and technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) as well as the MOH in Zanzibar to strengthen response measures aimed at mitigating the impact of C0V1D-I9 on human lives.

A critical component of response in C0V1D-I9 is Logistics Management. In this regard, WHO wants to recruit temporary staff to support logistics activities for C0V1D-I9 response at the national level, and sometimes at sub national levels when needed. In the context of the WHO Health Emergencies incident management system, at the country level, the incumbent will implement technical activities directed towards logistics of outbreaks and health emergencies, support quantification and forecasting of health products needs of the country, maintain overall situational awareness of the event as well as the location and status of all deployed resources as well as Facilitate procurement of supplies including treatment kits (local or international). Recruited staff may be deployed to the regions (as per needs) to support the regions as per the TORs below.

In the country of assignment, reporting to the Team Lead, and based on priorities set by the Incident Manager and the WHO Head of Country Office, and working closely with other logisticians, the incumbent will act as a logistics expert for the WHE programme. The incumbent will work in close collaboration with relevant technical officers at the national level.

Scope and Methodology
Under the general guidance and supervision of the IM and general guidance of the WHE NPO, the incumbent will perform the following:
Summary of Assigned Duties:
  • Co-develop the guidelines, tools and indicators for effective logistics support at the national level.
  • Strengthen the capacities of pharmaceutical staff and other logisticians in the country for effective supply chain management.
  • Ensure that all supplies and equipment needed in the field are deployed in a timely manner
  • Provide supplies and equipment to isolation facilities, treatment centres and hospitals
  • Support setting-up of isolation and treatment facilities
  • Facilitate procurement of supplies including treatment kits (local or international)
  • Ensure that all deployed personnel have the materials needed for operation in the field
  • Provide logistic support to IMS team as needed
  • Maintain coordination, communication and information sharing with AFRO OSL lead
  • Place request from AFRO on supply shortages
  • Follow up TMDA and customs clearance as needed
  • Support inhouse inventory control of warehoused products
  • Analyze, systematize, and disseminate scientific and evidence-based technical information and knowledge; support the development of the WHO Situation Reports, other related regular and ad-hoc logistics reports.
  • Undertake some field supervision visits to assess and evaluate the implementation of logistics activities, identify gaps and recommend corrective actions based on key performance indicators.
  • Perform any other incident-specific related duties, as required by the functional supervisor

Objectives of the Review
The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Specific Requirements
LANGUAGE:
Essential: Excellent knowledge of the English.
Desirable: Working knowledge of Swahili, Knowledge of French or other UN language.

EDUCATION:
Essential: First level university degree in Pharmacy, Procurement and Logistics or Business Administration or any related Field of Logistics from an accredited/ recognized institute
Desirable: Advanced university degree in Pharmacy, Procurement and Supplies Management, public health or health logistics related field.

Work Experience:
Essential: At least two years’ related experience in pharmacy profession, procurement and supplies management of medicines and health products.
Desirable: Prior humanitarian working experience at field level with WHO, other UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization with expertise in disaster and outbreak response.

SKILLS AND COMPETENCIES / Deliverable
  • Ability for submission of weekly activity plans and end of week update reports
  • Proven ability to report on country supply needs, items in pipeline and items donated.
  • End of contract report documenting all activities including gaps and recommendations.
