1.0 INTRODUCTION
These terms are undertaken as part of the Skills for Employment, Tanzania (SET) Component 2.
Swisscontact INGO implements the SET Programme with support from the Swiss Agency for Development and Cooperation (SDC) in Tanzania. The Programme Phase 1 runs from 2018 – 2022.
Swisscontact is working in 36 countries with over 1,400 team members, they have fostered economic, social, and environmental development since 1959. Swisscontact has been implementing Programmes in Tanzania since 1979. At present, Swisscontact Tanzania implements U LEARN II and Taka in Mali Programmes in Morogoro and the Lake Zone. Morogoro Vocational Teacher Training College (MVTTC) and Skills for Employment Tanzania (SET) will jointly implement the development of a short-term modular teacher training programme aimed at upgrading Folk Development Colleges (FDC) teachers. The course will be an open Distance Learning (ODL) that address the challenges of costs and time for participants.

The use of ODL plays an important role in addressing pedagogical skills need of the FDC teachers. This will also place MVTTC as a knowledge leader, expands outreach, digital facilitation, and broadens engagement of more teachers in need of on job skills training and in turn address the training need of the marginalized teachers. Furthermore, ODL will improve accessibility to training and training materials with limited face to face programs. To foster effective use digital communication, facilitate online based materials development and delivery, teacher student interaction, encompassing technology, that will increase effectiveness of digital engagement, teacher-student engagement and improved teaching, SET needs to engage an individual consultant to undertake ODL materials development based on the practical skills need of the teachers.

2.0 OBJECTIVES:
Under guidance of the working groups (WG), the consultant will help SET and MVTTC in:(1) developing the quality multimedia and interactive e-learning materials such as teaching videos, text, audio, graphics and animations. (2) Web based training activity or exercises to help students understand the content of the training (3) In support of this objective, the SET program seeks the consultant to undertake the assignment and capacitate the IT personnel at MVTTC on developing best E-learning materials.

This training materials are meant to help FDC teachers learn in a self-study course with guideline from MVTTC tutor via a digitalplatform or messaging facility; designed to be carried out through a series of modules delivered in a self-paced format. Each module is expected to take a specific short time and should be designed to be on the Open Distance Learning (ODL) mode. The ODL modules will address the all eight areas.

2.1 MVTTC Capacity Building and Knowledge Transfer:
  • The consulting firm will be responsible for the knowledge transfer on the enhanced systems, not limited to:
  • Advise on a eLearning training platform to be deployed which serves the purpose of the ODL modules and particular situation of MVTTC and FDCs.
  • Develop E-learning materials for drafted modules by working groups from MVTTC.
  • Train, engage and capacitate MVTTC ICT personnel during the entire cycle of material development.
  • Before the commencement of the courses, the consultant should in advance train the assigned ICT Officials on the use of framework, maintenance and updating on which the system will be developed.
  • The consultant should work collaboratively with MVTTC ICT Team, so that the transfer of knowledge can be very smooth. Further, as ICT Team represent the agency, the system developer is mandated to report to assigned ICT Officials weekly on any matter related to system development and review the progress accordingly before forwarding to the Lead Working Group (LWG).
  • The assignment will involve creation of defined storyboards and interspersed with case studies to enhance the learning experience as well as improve the interaction between trainer and trainee.
  • Conduct Training of Trainer (ToT’s) for teachers from MVTTC comprehensively and adequately with well-pre-arranged manuals and references.

3.0 SCOPE OF WORK:
The consultant firm will be responsible for the following: -
  • Review the most relevant existing materials to develop a more detailed outline of the course to be approved by the Working Group.
  • Instructionally design modules based on working groups content and interviews.
  • Revise detailed content in response to comments by the Working Group.
  • Liaise with WG and Training Development Manager address training contents.
  • Integrating the learning modules into the MVTTC E-learning platform.
  • Completing development of the self-paced and interactive E-learning materials for modules.
  • Designing and developing a storyboards of learning modules for review and validation.

3.1 DELIVERABLES
Assignment Management
1) Participate in an initial kick-off meeting to meet with the SET and MVTTC management, to discuss the assignment, validate critical objectives, agree on learning objectives, and to develop a workplan to guide the assignment through completion.
2) Continuous updates to the Component 2 lead on progress of assignment
3) Collaborate with ICT personnel MVTTC to manage content reviews.
4) Present final Learning Objectives for the e-learning module, test and work on shortcomings in comprehensive vocational teachers
5) Outline detailing the structure, topics and sub-topics of the module.
6) Detailed content, including all on-screen text and voice-over script, illustrated with photos and videos, in PPT format for e-learning module, including references to source materials, and photo/video credits.
7) A list of key references for learners, to be incorporated into the module.
8) A detailed bibliography of materials for course development
9) Folder with all photos and videos used in the e-learning module, with credits
10) Comprehensive user guide for master trainers

3.2 CONTENT DESIGN AND DEVELOPMENT
a) Work with the working groups members to understand existing content and to instructionally design the content into storyboards to meet the agreed learning objectives.
b) In consultation with working groups, the consultant should present two (2) user interface designs for each module. LWG will work with the consultant to refine the designs and select a final interface and validate it. This will ensure that the final product will have:
− An overall design plan and architecture.
− A consistent look and feel.
− Interactive exercises.
− Required visuals
– flow charts/decision trees/sketches/interactive image/videos/audio/animation etc.
c) Any identified deficiencies in the selected design identified during the validation process will be corrected by the consultant and approved and accepted by LWG.

4.0 Required Qualification:
1. The consultant company/firm must be comprised of qualified experts, with a demonstrated track record in developing quality online learning. Overall experience of firm should be more than 5 years.
2. It is expected that the company/firm have experience developing online learning in low bandwidth
3. environments and have knowledge of delivering online learning in East Africa countries, particularly Tanzania
4. The company/firm should have a strong management ability and excellent communication skills.
5. References and examples of past work are required and should be included in the proposal.

5.0 Resources and Timeframe
The work is expected to start once the contract is signed by the Consultant; it is expected to be completed in approx. 60 working days. The Contract will be valid from April 2020. Budgets should be clearly outlined to indicate proposed costs per milestone and per module.

6.0 Requested proposal elements:
Narrative (Max 10 pages) highlighting the following:
  • Capacity and relevant experience with E-learning product development
  • Particular areas of expertise including instructional design, adult learning, youth development, low-bandwidth design, etc.
  • Suggested approach to working together including detailed timeline, check-in schedule, and process for incorporating working groups feedback into development cycle. Preference will be given to applicants that can collaborate in real time with SET programme and MVTTC, either online or in person.
  • Live links to previous work product of e-learning.
  • Descriptions, online links and/or visuals of previous work developed to serve a comparable adult learning.
