Background
In
2017, the UN system in Tanzania embarked on area-based joint
programming through the launching of the UN Kigoma Joint Programme
(KJP). The KJP cuts across multiple sectors and aims to contribute to
the Government’s efforts in improving development and human security in
the Kigoma region. The programme, involves 17 different UN Agencies and
was developed in cooperation with the regional secretariat and district
authorities, based on the development needs of Kigoma and the
comparative advantages of the UN in Tanzania.
By
supporting the host population as well as refugees and migrants, the
programme forms part of the New Way of Working (NWOW). It focuses on
joint analysis, planning and interventions to achieve common outcomes
that reduce risks and vulnerabilities, and contributes to a future in
which no one is left behind. The humanitarian-development nexus is
supported by linking together the UN’s existing response to refugees and
migrants with an increased focus on development for host communities.
The
17 participating UN agencies are cooperating across 7 themes which are:
Sustainable energy and environment; Youth and women’s economic
empowerment; Ending violence against women and children; Education with a
focus on girls and young women; WASH (Water, Sanitation and Hygiene);
Agriculture with a focus on developing local markets; and Health, HIV
and Nutrition
The
KJP is embedded in UNDAP II, the UN Development Assistance Plan for
Tanzania, as well as the Sustainable Development Goals and the Great
Lakes Regional Framework strategy. It is aligned with the Tanzania
Government’s 5-year plan and the regional priorities for Kigoma.
The
UN Area Coordinator (UNAC) coordinates development interventions
carried out by UN Agencies under Kigoma Joint Programme in the Region.
He/she represents the UN, and specifically the UN Resident Coordinator
and UN Country Management Team, on development issues in the region.
He/she reports to the UN RCO team Leader with a second reporting line to
the UN Thematic Results Group Chairperson on Resilience, where the
programme is hosted.
Duties and Responsibilities

- Provide technical guidance and support the lead agencies in the Kigoma JP in their coordination of respective theme and provide the overall coordination to the JP including synergies between themes.
- Engage, consult and update regional and district authorities on KJP plans, results and performance
- Report to the Chair of the TRG Resilience and make use of the TRG for Resilience platform to discuss overall issues and implementation of the Kigoma JP with all participating UN agencies
- Liaise with the RCO, the RC and the UNCMT on internal UN coordination
- To define the strategic direction and be the lead for the elaboration of the integrated work-plans and other common planning documents for development interventions in the region
- Liaise and coordinate with UN regional programmes and strategies
- To lead and guide the team in achieving the set objectives;
- Analysis and research of information on donors, preparation of substantive briefs on donor strategies and national development strategies, provision of advice to UN RC on ensuring synchronicity, alignment and complementarity between these strategies and UN activities
- Host visits from HQ and regional levels on behalf of the UN system in Tanzania
- Ensure the participating agencies and the lead theme agencies are reporting on their progress in line with all requirements and in the UNDAP II results framework, as well as provide quality assurance and advice.
- To supervise and oversee, coordinate, monitor and regularly report on the implementation of the integrated work-plans and other common activities;
- Summarize the reporting for the Kigoma JP and present to donors and partners, including the regional and district levels.
- Ensure the Kigoma JP reporting is included in all necessary and relevant UN reports.
- Provide Identification and synthesis of best practices and lessons learned directly linked to area-based programming and interventions and share these nationally and internationally through networks and presentations.
- Monitor practices, and JP-specific news and developments in order to ensure guidance to the participating UN agencies that reflects the best and most current available information.
- A more efficient and coherent UN partnership with the Government of Tanzania at the regional and district levels to address national and regional priorities for development;
- Improved subnational leadership, coordination and delivery capacities;
- Economies of scale for the Kigoma Joint Programme and development interventions implemented;
- Strategic orientation, communication, monitoring and evaluation of the Kigoma Joint Programme
- Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.
- Provision of administrative and logistical services when and as required.

Education:
- Master’s Degree in Economics, Social Sciences, Political Science, International Relations or a related field.
- Minimum 5 years of relevant experience at the national and international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development and-or humanitarian programmes/projects
- At least 2 years’ experience in coordinating UN interagency programmes;
- Demonstrated experience of working with and engaging local authorities
- Hands-on experience from programme coordination/management relating to the humanitarian/development nexus;
- Field based UN experience in challenging and/or hardship areas is added advantage;
- Experience from the wider Great Lakes region and UN regional programming in Great Lakes is an added advantage
- Experience in Kigoma region is added advantage;
