Grounded
in the vision of equality enshrined in the Charter of the United
Nations, UN Women will work for the elimination of discrimination
against women and girls; the empowerment of women; and the achievement
of equality between women and men as partners and beneficiaries of
development, human rights, humanitarian action and peace and security.
Placing women’s rights at the center of all its efforts, UN Women will
lead and coordinate United Nations System efforts to ensure that
commitments on gender equality and gender mainstreaming translate into
action throughout the world. It will provide strong and coherent
leadership in support of Member States’ priorities and efforts, building
effective partnerships with civil society and other relevant actors.
In
Tanzania, UN Women is implementing the Women’s Leadership and Political
Participation Project (WLPP), Wanawake Wanaweza Phase II (2018 – 2022).
The Wanawake Wanaweza II project has taken an election cycle approach
focusing at advancing women in leadership and political participation as
a key pillar of inclusive democracy. The project operates on four main
areas of focus: (i) support towards legislative and policy environment
that enhance women’s political participation and representation in
decision making positions; (ii) support towards expanding the pool of
qualified and capable women to run for election, including through
initiating programmes that boost women’s confidence and capacity to
lead, enhancing their campaign strategies and techniques,; (iii)
transform gender norms so that women are accepted as legitimate and
effective leaders including through developing campaigns that sensitize
the media and electorate on the need for women in public life at all
levels, and (iv) support women leaders in gender-sensitive political
institutions, including parliament and political parties to attract,
promote and retain women leaders, and highlight the constructive
contribution they make to decision-making.
The
project is in line with UN Women Strategic Plan 2018 – 2021 as well as
with the United Nations Development Assistance Programme (UNDAP) II
Outcome “Women and girls increasingly participate in political and
public life and are elected to leadership positions”, the National
Gender and Development Policy, the SDGs, (in particular, Global Goal 5
dedicated to ‘achieve gender equality and empower all women and girls’),
CEDAW and other international and regional commitments, such as the
Beijing Declaration and Platform for Action and African Union Agenda
2063.
Reporting
to the Head of Women Leadership and Political Participation Section,
the Programme Analyst contributes to the effective management of the
Women’s Leadership, Political Participation and Governance by providing
substantive inputs to programme design, formulation, implementation,
reporting and evaluation. She/he works in close collaboration with the
WLPP programme team, donors and civil society ensuring successful UN
Women programme implementation under WLPP portfolio.
Duties and Responsibilities
Contribute technically to the development of programme strategies in the area of Women’s Leadership, Political Participation and Governance
- Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
- Identify areas for support and intervention related to the programme.
- Provide technical inputs to the annual workplan and budget;
- Support the implementation of programme activities;
- Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
- Provide technical support in the implementation of programme activities;
- Maintain relationships with national partners to support implementation and expansion of the Women’s Leadership, Political Participation and Governance programme;
- Facilitate, review and advice, on new project proposals and project documents;
- Identify opportunities for capacity building of partners and support the Monitoring and Reporting Analyst to provide technical/ programming support and trainings to partners, as needed.
- Monitor progress of implementation of activities and finances using results based management tools in collaboration with the Finance Associate and Monitoring and Reporting Analyst;
- Draft reports on monitoring missions, programme results s, outputs and outcomes;
- Provide substantive inputs to the preparation of donor and UN Women reports.
- Monitor budget implementation and propose budget re-alignments/ revisions, as necessary;
- Provide substantive inputs to financial reports;
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles in collaboration with the Communications Unit;
- Participate in donor meetings and public information events, as delegated.
- Support coordination and provide technical inputs to the WLPP Outcome Group of the UNDAP II and provide substantive content for the development of the Annual Work Plans and Regular Reports in the context of UNDAP II;
- Take part in UNDAP processes and other similar UN exercises related to the RC system, including providing substantive inputs;
- Provide inputs in the develop of background documents, briefs and presentations related to Women’s Leadership, Political Participation and Governance;
- Provide substantive inputs on advocacy campaigns, events, trainings, workshops and knowledge products;
- Provide inputs in the development of knowledge management methodologies, and products on Women’s Leadership, Political Participation and Governance

Required Skills and Experience
Education and certification: Required Skills and Experience
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
- At least 2 years of progressively responsible work experience in project design, formulation, implementation, reporting and evaluation;
- Experience on governance and gender equality, women’s empowerment or women’s human right issues with focus on women’s leadership and political participation;
- Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset.
Language Requirements:
- Fluency in English is required
- Knowledge of the other UN official working language is an asset;
- Knowledge of Swahili is an asset.
