1. Background
SNV,
Netherlands Development Organization is an international,

The Energy Sector portfolio in Tanzania is currently
comprised of three projects. Under the banner of the global Energising
Development initiative, SNV is the EnDev Tanzania implementer of the
Tanzania Improved Cook Stoves (TICS) and Results Based Financing (RBF)
for Rural Solar Market Development projects. SNV also implements the
Renewable Energy Service & Products as an Opportunity in National
and Displaced (RESPOND) Markets of Kigoma Region which intends to adapt
and extend SNV & EnDev Tanzania approaches and expertise in cooking
energy, solar technologies and forestry to host and refugee populations.

In
2014, SNV began active implementation of a project in Results Based
Financing (RBF) for Pico- Solar PV lighting applications in the Lake
Zone. The project initially concentrated on the application of a
temporary financial product in mainstream banking as an RBF Fund of €
1.0 Million that serves to assist the Private Sector in developing the
market for Pico-Solar products in isolated rural areas. In 2016 the RBF
Fund grew to a total value of € 2.2 Million with expanded outreach to
markets in the Lake and Central Zone Regions. As of close 2018, the RBF
Fund has transacted € 1.89 Million to the private sector supporting
verified delivery of nearly 80,000 solar products to rural Lake and
Central Zone consumers.

June 2018 a consortium lead by Particip produced an Impact Study report
entitled “Evaluation of the Results-Based Financing for Low Carbon
Energy Access Facility (RBFF) within Energising Development (EnDev)”. As
part of the overall evaluation of the RBF Facility, this impact study
assesses to which extent – and how – RBF has accelerated market
transformation for picoPV products. The study report was delivered as a
136 page document. From this document the goal of this assignment is to
produce a high-quality brief, of no more than 8 pages, with visually
pleasing, high-quality graphics which highlights the key take-aways from
the impact study report.

To read and digest the 136 Impact Study and decipher the key take-aways
to be highlighted in the brief which best emphasize the findings of the
report and impacts of the project.
• To produce a high-quality
brief, of no more than 6 pages, with visually pleasing,
high-quality graphics which highlights the key take-aways from the
impact study report.
