Job Title: Shule Bora (Quality School) Programme - Technical Leads
Chemonics
seeks Technical Leads/Specialists for an anticipated six-year,
DFID-funded education programme in Tanzania. Shule Bora seeks to improve
quality, inclusiveness, and safety of learning for all 11.5 million
girls and boys in government pre-primary and primary schools in
Tanzania. In addition to providing support to government systems at the
national level, Shule Bora will provide additional focused support to an
estimated 4.4 million children in 9 regions.
Recommended:
The
Technical Leads will be based in Dodoma and will work closely with the
Government of Tanzania, Ministry of Education Science and Technology
(MoEST), the President’s Office Regional and Local Government (PO-RALG),
Regional Governments, District Governments and other key stakeholders
to collaboratively achieve programme objectives in their designated
technical area of focus. Chemonics is searching for multiple specialists
with experience working on pre-primary and primary school education
programmes and expertise in all/some of the following technical areas:
- Pre-primary and primary education reform using a systems approach
- Teacher Professional Development (pre-service and in-service); Teacher recruitment, retention, and performance management; School quality assurance focusing on inclusive teaching and learning at school-, community- and district-level actors
- Community engagement, including methods to increase accountability and learning
- School leadership and management
- Data utilisation, with an emphasis on using data to inform decision-making (including budget planning at the national and international level
- System-level reforms and national-level support to ministries – to include Public Financial Management; Payment by Results; fiduciary risk; Education Management Information Systems; resource planning; budgeting; internal monitoring and reporting; quality assurance and change management

And/or experience on working on the following cross-cutting themes:
- Gender sensitive pedagogy and interventions for empowerment of girls
- Interventions to reduce violence and produce a safe environment in and around schools
- Interventions to support children with disabilities access and learn in schools
- Monitoring and evaluation (including evidence generation and use) and knowledge management

Preferred qualifications:
- Minimum of ten years of professional experience in one or more of the areas listed above
- Bachelor’s degree in education, social science, international development, or a related discipline is required. Advanced degree in education or relevant discipline is preferred
- Demonstrated ability to collaborate and develop partnerships with governments and local organizations.
- Experience working with DFID or other donor-funded education projects
- Excellent written and oral communication skills
- Demonstrated leadership skills, versatility, and integrity
- Geographical experience in Tanzania or East Africa required
- Knowledge of the Tanzanian education sector and key national stakeholders is preferred
- Fluency in English is required. A working knowledge of Swahili is preferred
