Overview of the position
SNV Tanzania is recruiting for a new position of Monitoring, Evaluation and Learning Advisor (Senior). Reporting to the Deputy Country Director this position will provide strategic direction and implementation of SNV’s country-level Monitoring, Evaluation and Learning (MEL) systems and approaches while at the same time providing support to and overall quality assurance of all project-level MEL.
MEL advisor (senior) will support project managers and project MEL staff in the design and implementation of project MEL frameworks and data collection systems and ensure strategic and functional integration of all MEL activities as well as active collaboration with local stakeholders. S/he will also support the project teams in generating the data and evidence for systemic change occurring for specific interventions and for identifying potentials for vertical and horizontal scaling of the project activities.
S/he will provide a quality assurance function for all project-level MEL advising the Deputy Country Director and Country Director on the quality of the results being reported by projects – this being based on an value assessment of the design and relevance of project systems and the robustness of data collection, analysis and reporting.

Key Responsibilities
Monitoring and Evaluation:
- Take the lead in developing country-level MEL approaches strategies and systems being responsible for planning and collation of country-level MEL data including SNV’s country harmonised indicators;
- For all existing projects through consultations with project managers and key stakeholders review the theory of change, results chains and monitoring frameworks and advise on setting annual targets for the progress markers and logical framework indicators, ensuring that progress against outputs and outcomes (as opposed to just activities) is adequately assessed;
- Support in developing MEL strategies, frameworks and plans for all new projects at design or proposal stage;
- Support the design and implementation of quality assurance protocols to identify issues hindering projects’ performance or to document best practices to be multiplied and shared with other stakeholders;
- Actively provide assistance to projects to develop the outcome mapping framework complete with intentional design, outcome and performance monitoring and evaluation plan for each collective action intervention;
- Provide technical assistance to support stakeholders during the implementation of the collective action for their agreed targeted interventions;
- Ensure quality control and timeliness of all deliverables, develop and maintain a MEL system that will be used as a basis for accounting and reporting to SNV, donor and clients on project performance;
- Lead in developing ToRs for internal and external evaluations for annual reflection purposes; and
- Advise the Deputy Country Director and Country Director on the quality and robustness of data which are being reported by projects and where appropriate carry out independent data validation.
- Provide technical assistance to ensure the lesson learning takes place;
- Build and maintain relationships with project stakeholders, including ministries, local government authorities, private sector, and partners; and
- Liaise with SNV global MEL teams to share best practice and ensure that SNV Tanzania incorporates learning from other colleagues.
Operational Support:
- Provide operational support to project activities, including advising on work plans and budgets for M&E activities;
- Support preparations of periodic reports as per SNV/donor requirements; and
- Have oversight and supervision of consultants and local service providers.
- Knowledge Development:
- In collaboration with the SNV national and global communications teams provide support in knowledge development and learning, case studies, testimonials and documentation.
- Assess the MEL capacity of project teams and provide in participatory and qualitative design of monitoring, evaluation and learning approaches to inform projects results and indicate how SNV programmes contribute to systems change; and
- Facilitate capacity strengthening of project teams in outcome mapping for planning, monitoring and tracking of progress towards
Read Also:
Qualifications- A Master’s degree in Monitoring and Evaluation , international development or another relevant field
- At least 7-10 years’ relevant experience and a thorough demonstrated understanding of MEL approaches and methodologies for development
- Experience in developing or adapting and maintaining systems to collect and analyse information on inputs, outcomes, and impact of development programmes
- An understanding of market systems approaches and development of MEL systems for measuring systemic change – understanding of the DCED approaches an advantage
- Competence in managing and analysing large datasets
- Ability to develop well-written, cohesive analyses and reports
- Good verbal and written skills in both English and Kiswahili
- Knowledge of international development donor reporting requirements
- Good analytical skills combined with a practical and pragmatic approach orientated towards lasting results
- Excellent skills in MS Office applications and other relevant software
