DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC has been operational in Tanzania since October 2015 in response to the Burundi refugee crisis. In Tanzania , DRC is working in Nduta , Mtendeli and Nyarugusu camps, in the sectors of Camp Management, Community Based Protection, General Food Distribution, Livelihoods and Protection. DRC’s office in Kibondo supports the camp-based operations and provides Livelihoods support to the Tanzanian host communities around the camps. DRC is also providing Livelihoods and Resilience assistance to returnees and IDPs in Burundi in the areas of Rutana.

The Monitoring, Evaluation and Learning (MEL) Officer is a key position in DRC Tanzania and will provide support to data collection and analysis to monitor the progress of the program towards its desired objectives, and asses the outcomes for the refugee and host community beneficiaries, in the line with the program’s MEL plan. The position provides support and programming in Nduta and Mtendeli camps. The position will report to the Grants Management Manager and will manage MEL assistant and support the Burundi MEAL Team. The position will work closely with the Information Management in the camp-based teams.
Position’s Objectives
The MEAL Officer, in coordination and cooperation with the program staff, is expected to contribute to:
Ensure a proper MEL plan is produced at the onset of each project.
Ensuring data collection plans adhere to the MEL plans produced and supporting the program teams to collect and collate this data
Contributing to the availability of sound, accurate and qualitative assessment and monitoring data for project development.
Participating in the design of assessment, monitoring and evaluation plans/strategies.
Ensuring the appropriate archiving of all sources of verification according to MEL plans.

Review the existing MEL plans and prepare new ones for the new projects
Work closely with the data entry officers of each sector and with the Grants Manager to create needed templates and improve existing ones.
Ensure proper collection of data and indicators follow-up on a daily, weekly or monthly basis.
Provide support to MEL Assistant in the conduction and analysis of data collection exercises. (PDM/Baseline/Endline surveys).
Set up an archiving system for sources of verification and work with program teams to ensure these are available and filed
Implement a monthly report system against the MEL plan for each grant. Maintain the MEL calendar
Assess whether programs are reaching their targets and inform appropriate program staff when targets are not being met. Contribute to the monthly BFU meetings
Provide support to the Program Managers in the monitoring of their activities.
Assist in the production of reports and presentations for DRC staff, donors, local stakeholders and other agencies.
Work closely with the Grants Manager to improve the in-country learning systems
Any other duties as requested by the Grnats Manager.
Read Also:
Required Qualifications and Experience:
• Bachelor degree in related subject – e.g. social sciences, project management
• At least 1 year of experience in monitoring and evaluation of development or humanitarian programs
• Experience with donor requirements e.g. UNHCR, ECHO, DFID
• Strong IT skills in MS Word, Excel and ODK software. Other statistics software is a significant asset
• Ability to work independently and to setup one’s own work plan
• Fluency in English and Kiswahili
• Knowledge of Kiha or Kirundi is a significant asset
