Role PURPOSE

The
purpose of the role is to implement Plan Tanzania financial action plan
and solidify the financial processes and systems in the Country Office
and Program Units to enable Plan Tanzania to deliver on its program
strategy and accountabilities to children, communities and donors.

Dimensions of the Role
- The role manages in a matrix management relationship and is him/herself managed in this way. This places a requirement for the development of excellent working relationships and communication that is greater than in more regular management relationships
- The role requires the ability to analyse data, qualitative indicators and reported issues to determine key risks, adverse trends and the appropriate corrective measures
- An ability to arbitrate between parties and to find solutions to difficult financial issues in an evolving development/emergency context is necessary
- The post holder must be ready to support the financial management of response programs during emergency.
Accountabilities
Management of tax liabilities and commitments FY20
- Based on the December 2018 Tax Health Check develop and implement an action plan to address all outstanding liabilities and penalties
- Work in partnership with an external Tax Advisor, including providing supporting documents as required, supporting the preparation of correspondence for the Tanzania Revenue Authority (TRA) and other government offices, and monitoring progress on the remediation efforts
- Follow up with the TRA and other relevant government authorities on waivers/ exemptions related to tax and other fees/ deductions.
- Regular (at least monthly) review of amounts owed to the TRA and other authorities, and communication of this to the Head of Finance and Country Director
System strengthening for tax and other government fee payments
- Review of Plan International Tanzania local policies and systems related to the management and payment of tax and other fees/deductions to local authorities
- In partnership with the Tax Advisor, HR Manager (in regards to payroll and consultants’ tax), Awards Specialist and Director of Operations, develop local policies and systems that enable on time, accurate payment of all tax and other fee/deductions obligations to the TRA and other authorities.
- Provide training to finance and other teams on new or revised local policies and systems (including in field offices as needed).
- Review calculation of unit costs and ensure taxes and other fees are included.
- Review local policies and systems of Partners working with Plan International Tanzania related to the management and payment of tax and other fees/ deductions to local authorities
- Engage on Partnership Due Diligence exercises for all new partnership contracts
- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Knowledge
- Master’s Degree in Finance, Accounting or related subjects with 7 years of practical experience in similar position.
- Professional Financial/Accounting qualification (CPA or equivalent)
- Knowledge of taxation and the financial management issues
- Knowledge of International Financial Reporting Standards, Control standards and the reporting requirements of major international grant donors

The post holder will be based in Dar es Salaam, Tanzania. Field travel maybe required to rural and remote locations in line with line manager requests
