Role PURPOSE

The
purpose of the role is to implement Plan Tanzania financial action plan
and solidify the financial processes and systems in the Country Office
and Program Units to enable Plan Tanzania to deliver on its program
strategy and accountabilities to children, communities and donors.

ROLE PURPOSE
Plan International Tanzania has
been implementing various development activities since 1991 in Health
(Maternal Neonatal Child Health, Sexual Reproductive Health and
Nutrition), Education, Water and Sanitation (including Menstrual Hygiene
Management), Youth Economic Empowerment, and Child Protection in 16
districts within ten regions across the country – Dar es Salaam, Pwani,
Mwanza, Geita, Rukwa, Dodoma, Morogoro, Lindi, Mtwara and Mara. Since
2015, Plan International Tanzania has also been a leading actor in the
Burundian refugee response in the Kigoma region of Tanzania, and is the
mandated lead agency by UNHCR in Child Protection in Emergency, and in
2019 also appointed as co-chair of Kigoma Emergency-interagency
information working group in the three refugee camps.
The
position holder for the role of M&E Officer will supports routing
Monitoring of projects (grants and sponsorship funded) and works closely
with thematic leads, grants implementers, field officers, and all
related M&E staff in the fields, including the provision of
technical support to project staff, and staff of partner organizations
in the areas of monitoring and evaluation. This position has no direct
reports.

Dimensions of the Role
Planning and Routine Monitoring
- Work with Business development department, and participate in Education and Youth projects design meetings and project start-up workshop to provide M&E technical contributions.
- Rollout Results Frameworks, M&E Frameworks, and M&E plans in line with Country’s and Global Strategy Plans, and Plan MERL standards for projects and sponsorship.
- Design and roll-out M&E tools as required for in Education and Youth projects, including coaching and providing capacity building to staff to use the tools.
- Ensure development of indicators workbooks for in Education and Youth projects, ensure their usefulness to guide routine update and track of all outputs indicators to inform project progress.
- Ensure in Education and Youth projects have their indicator tracking table updated every month, and share status of project implementation to sector leads.
- Lead reflection and feedback meetings with project beneficiaries, and escalate learnings for project improvement.
- Lead compilation of beneficiaries counting per PUs and sectors.
M&E Capacity Building
- Support Pus MERL team and none M&E project staff in the analysis of evaluation and survey’s findings, including report-writing with sex-disaggregated data.
- Provide practical training to PUs Project Coordinators and Community Development Facilitators on; Development of in Education and Youth projects and PUs’ results trackers, Quantitative Results Tracking, and beneficiaries counting
- Orient and guide PU staff in data management using Global M&E systems, and to use KOBOTOOLBOX, ODK, and SAVIX MIS
Reports and Reporting
- Assist with timely and high quality narrative reporting to donors (monthly, quarterly, and final) in conjunction with the thematic Sector Heads;
- Produce quarterly monitoring reports as generated from Global M&E database.
- Assist dissemination of evaluation findings to relevant stakeholders, including close out workshops
- Organizing reflection and feedback meetings with project beneficiaries
- Work with communication department to design M&E - IEC materials, programme dissemination packages, and organizing high level results dissemination workshop.
- Coordinate and supervise data collections for both internal and external evaluations, to ensure Plan’s standards are followed by the external evaluators, and ensure data quality.

Technical expertise, skills and knowledge
Required experience and Qualifications Technical expertise, skills and knowledge
- Minimum of a basic degree in Project Management, Statistics, Social Sciences, Information Technology, or equivalent
- Minimum of at least three (3) years of experience in design, implementation of monitoring, evaluation and research systems in Education or youth programming
- Minimum of 2 years of providing training, and in a supervisory and/or management role, in monitoring and evaluation to all levels of stakeholders;
- Experiences in M&E of Education projects, Child protection, projects, and VSLA projects, and youth empowerment Projects.
- Ability to use cost effective and online applications for mobile data collection and data management
- Ability to work independently with minimal supervision
- Ability and willingness to travel intensively in the fields
- Computer skills – MS Word, Excel, PowerPoint, Outlook and Internet and statistical packages such as SPSS, STATA, Epi Info and others related packages.
Essential
Knowledge
- In-depth knowledge of the M&E and preferably minimum 2 years of experience in Non-profit making organization

The post holder will be based in Dar es Salaam, Tanzania. Field travel maybe required to rural and remote locations in line with line manager requests
