Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women is implementing the Women’s Leadership and Political Participation Project (WLPP), Wanawake Wanaweza Phase II (2018 – 2022). The Wanawake Wanaweza project is in line with UN Women Strategic Plan 2018 – 2021 as well as the National Gender and Development Policy, the SDGs, CEDAW and other international and regional commitments, such as the African Union Agenda 2063. One of the project’s component aim at transforming gender norms so that women are accepted as legitimate and effective leaders including through capacity strengthening of the media and development of campaigns that sensitize the media and the general public on the need for women in public life at all levels.

The significant role of the media in influencing opinions and shaping important discourse that affects society is undisputed. As a trusted source of information, and with the ability to reach a large number of people, the media shapes perceptions and consequently the culture and its beliefs and entrenched norms. A 2016 report by BBC Media Action in Tanzania showed that gender responsive media programming on issues of governance and leadership led to increased political knowledge among both women and men, and increased women’s political participation. Furthermore, the programming resulted in changes in men’s perceptions on whether women can play a role in politics. Thus, for women to access equal opportunities in political spaces, they need to be given equal coverage and be featured in key national issues in the news media. Yet, according to the UN Women Gender and Media Handbook Tanzania, news stories are still dominated by a masculine narrative, reflecting gender biases where serious news with social or political significance is associated with men, and less serious topics are associated with women.

In this regard, UN Women in partnership with UNESCO aims to equip the media with the necessary skills to shift current practice and to ensure gender responsive media coverage of women in politics. To achieve this, UN Women is seeking the services of an international gender and media specialist with extensive years of experience in training and developing training materials for the media as well as media monitoring frameworks. The expert will work closely with a national consultant in the development of the tools.

Duties and Responsibilities
Under the overall guidance of the UN Women Head of Women’s Leadership and Political Participation, the international consultant will serve as the team leader in the development of a Media Training Manual, Media Guide, and Media Monitoring Framework. With a specific focus on women’s leadership and political participation, these comprehensive tools will be significantly informed by and seek to build on the Gender and Media Handbook Tanzania 2019, in order to achieve three key objectives:
  1. To produce a quality training manual, media guide and media monitoring framework to promote positive portrayal of women in leadership and politics;
  2. To strengthen the capacity of the media to positively and objectively portray women as credible and effective leaders and increase reporting on GEWE issues in and through the media; and
  3. To strengthen the capacity of the media to address violence against women in politics, in and through the media (online and offline).

Key Deliverables
Inception report including the methodology for the development of the training manual, media guide and media monitoring framework;
Presentation of the inception report at the inception meeting;
Final Inception Report with inputs incorporated resulting from the inception meeting
A media training manual to provide comprehensive support to training facilitators, media professionals in journalism and communication to build capacities of pre and in-service media practitioners on issues related to women’s leadership and political participation. The training manual guide will include but not limited to the following:
  • Guidelines for training media practitioners on women’s leadership and political participation;
  • An introduction to gender and gender related concepts, women’s leadership and political participation and the important role of the media;
  • A training module on the status of Women’s Leadership and Political Participation, with components on the global and local context;
  • A training module on promoting women’s (including youth, women from various ethnicities and socio-economic backgrounds, and women with disabilities) leadership and political participation through the media;
  • A training module on reporting on violence against women in politics;
  • A training module on media ethics and how they need to be applied from a gender perspective;
  • A training module on promoting gender-responsive reporting within media organizations;
  • Interactive content, including case studies, exercises, checklists and sample evaluation forms for teaching and learning.
A media guide/handbook, providing background and contextual information, guidelines, examples and practical tips on reporting on issues of women’s leadership and political participation. The media guide will include but not limited to the following:
  • A detailed global and local analysis of gender and women in leadership and political participation including violence against women in politics, comprising definitions, quick facts, and global and local instruments that advance the agenda;
  • A detailed global and local analysis of the role of media in promoting issues of Gender Equality and Women’s Empowerment (GEWE) and women in leadership and political participation;
  • Key guidelines for promoting GEWE and gender-responsive reporting on women in leadership and political participation;
  • Key guidelines to promote gender development in the media, including the UN Women Tanzania Gender and Media Handbook; Gender Sensitive Indicators for Media (GSIM); and the use of the UN Women’s Empowerment Principles (WEPS) Gender Gap Analysis Tool to guide efforts for the promotion of the empowerment and safety of female media workers both offline and online;
  • An overview of media ethics, the gender dimensions of media ethics, media ethics as they relate to women in leadership and political participation, and ethical considerations when reporting on victims of violence against women in politics (VAWP) and their participation in public and democratic process.
A media monitoring framework to serve as a tool for the United Nations, development and implementing partners, civil society organizations, regional and national media associations, and relevant stakeholders to track and analyze media coverage on women in leadership and political participation issues. The media monitoring framework will include but not be limited to the following:
  • Preliminary steps to take in monitoring media;
  • An overview of good practices and a recommended methodology for monitoring women in leadership and political participation in the media;
  • An outline of the monitoring indicators;
  • An analysis of the implications of the data collected within the parameters of the indicators outlined;
  • Sample templates for data collection and storage;
  • Guidelines/instructions for data analysis and report writing;
  • Monitoring parameters for media practitioners on the portrayal of women and women leaders in news reporting guided by tools including the Global Media Monitoring Report and the GSIM.
Submit draft documents (Media Training Manual, Media Guide and Media Monitoring Framework) for review and final documents after incorporating comments;
Facilitate 2 training workshops (1 in Mainland Tanzania and 1 in Zanzibar) for the media for validation purposes;
Report of the training workshops.

Fees and terms of payments:
Payments will be made in three installments as follows:
  • 30% upon approval of the inception report
  • 30% on the submission of Media Training Manual, Media Guide and Media Monitoring Framework
  • 40% upon final approval of the tools and validation report

Implementation Timeframe:
The consultancy shall be undertaken over a period of 40 days that will start running from the date of signing the consultancy agreement.
The consultant is expected to develop and submit a work plan as a pre-requisite for signing of agreement.

Required Skills and Experience
Education:
Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, mass communications, or a related field.
Experience:
  • At least 5 years of experience at international level in designing and delivering training materials and other tools that target media practitioners on gender equality and women’s rights related issues;
  • Knowledge of and experience developing media monitoring tools, specifically in relation to gender equality and women’s empowerment;
  • Specific knowledge on working with media actors on gender responsive reporting on women’s leadership and political participation is highly desirable.
Language Requirements:
Fluency in English is required;
Knowledge of Swahili is an asset.
