Background and rationale for the assessment
The International
Rescue Committee (IRC) responds to the world’s worst humanitarian crises

In Tanzania, IRC provides protection and
assistance in the areas of child and youth protection and development,
education, community-based protection and focus on disabilities
inclusion, women’s protection and empowerment, livelihoods, mental
health services and primary health care. In Child Protection, IRC works
with community based structures to build a protective community, with
caregivers of children to ensure safety in the home, collaborates with
school personnel on protection in schools and works directly with
children and adolescent girls and boys on life skills intervention which
include social emotional learning (SEL), recreational activities as
well as sexual and reproductive health. The skills are delivered through
safe- Healing and Learning Spaces (SHLS) and youth centers. IRC through
its Women’s Protection and Empowerment unit also has focused
interventions and life skills for adolescent girls.
The
situation in Tanzania, and in particular Nyarugusu is protracted, with
the Congolese population having lived in Nyarusugu camp for over 20
years, meaning some of the adolescents were born in the refugee camp.
Burundian population has been in the camps since 2015. Voluntary
Repatriation is ongoing in Tanzania, for Burundian refugees. The needs
of these adolescents, in a protracted and fairly recent situation mixed
with repatriation process is diverse and different, and requires a
keener focus in order to address appropriately their needs and provide
them a chance to recover and a right to participate in defining their
future.
Objective
The
overall objective of this assignment is to develop a targeted
adolescents programmee through assessing adolescent refugee boys and
girls’ protection risks, needs, capacities and aspirations that will
inform the design of a comprehensive adolescent lifeskills programme
relevant for these adolescent boys and girls. The goal is to ensure
adolescent boys and girls are protection in their community and can
exercise their rights in line with the convention on the rights of the
child.

Specific objectives
• To assess the impact of existing adolescent life skills program through SHLS and youth centers
• To assess the gaps in existing adolescent life skills programs at SHLS and youth centers
• To assess specific need, capacities and aspirations of adolescent boys and for adolescent girls program for different age groups at the camp
• To assess opportunities for adolescent boys and adolescent girls and generate recommendations on strengthening adolescent programs based on identified needs
• To develop a programme model for adolescents
In every aspect of the specific objectives above, the specificities for adolescent boys and girls and of different age categories should be defined separately.
Scope of work
This assessment will target both Burundian and Congolese refugees living in the refugee camps in Nyarugusu refugee camp in Kigoma region. The study will target adolescent (children and youth from age 10-14 and 14-21) and parents/caregivers and community leaders in the refugee camp this will help Humanitarian actors to understand critical adolescents needs that are relevant for youth on livelihood and economic empowerment which are sustainable
The assessment will include the review of secondary data available relevant to the scope of work.
Data collection method
The study will use both quantitative and qualitative methods. The data collection methodology will be used to triangulate findings that will provide recommendations and deliver on the objective of the assignment.
As part of the submission process, the consultant will be required to provide the suggested methodology. IRC will be responsible for introducing the consultant to the clients.
Child safeguarding
The consultant must undergo orientation on the IRC child safeguarding policy and the code of conduct and must abide by the Child safeguarding policy. The consultant is required to sign the child safeguarding policy and the code of conduct as a commitment that he/she will not put children at risk or abuse children.
Reporting
The consultant will report directly to CYPD Coordinator for this assignment.
Time frame: 20 Days
Expected deliverables
• Inception report
• Findings on adolescent impact of current programs and existing gaps
• Findings on adolescent needs, capacities, aspirations of adolescents
• Theory of change and proposed programme model appropriate for adolescent refugee boys and girls in Kigoma region.

The consultant should be a registered institution/ recognized individual legally operating in Tanzania with experience and be able to demonstrate proof of experience in carrying out similar assignments in Tanzania or elsewhere; at least 8 years’ experience in adolescent programming and child protection related programs with a strong focus on child participation. Experience in humanitarian context is added advantage
Proven experience in research, writing, presentation and reporting skills. Experience in designing/implementing adolescent programming is added advantage. Proven ability to work with a multi-disciplinary team and adolescent girls and boys and proven track record in delivering timely and professional results.
The application should include a detailed narrative and financial proposal on the approach, methodologies, tools and sample methodology and size. Examples of previous/similar work undertaken should also be enclosed. Proposals will be reviewed on a continuous basis by the IRC and only successful applicants will be contacted.
