This role will be responsible for strengthening the quality of Plan International’s child protection in emergency programme including child protection case management, alternative care, psychosocial support and community-based child protection. S/he will be responsible for building the capacity of the child protection team and in implementing timely, quality and appropriate gender and age sensitive child protection interventions for the vulnerable children in refugee camps and surrounding communities.

Dimensions of the Role
Programme Development and Quality Implementation: Provide close supervision for overall child protection, in particular: comprehensive child protection case management programming including implementation of durable solutions such as long-term care, resettlement and voluntary repatriation in Plan’s overall child protection response, psychosocial support activities for children and adolescent and community-based child protection work. This would also include (and not limited) to regular assessment and analysis and strategic suggestions for programme design / modification. The Child Protection Coordinator will participate in the development of quality child protection proposals related to his/her location as per donors’ requirements in collaboration with Reporting and Compliance coordinators, CPIE Manager as well as M&E in producing the donor reports.

Staff and Budget Management: Shall be responsible for guiding Child Protection team in the implementation of Child Protection interventions (Case Management, Psychosocial Support, Community-based Child Protection) and corresponding budgets. This will be done in coordination with the CPIE Manager and the Reporting and Compliance Coordinators in order to ensure that projects and spending are on track. Provide direct line management to a team of Case Management Officers (who supervise a team of Social Workers) as well as a PSS Officers and CBCP officers.

Representation, Coordination and Advocacy: Represent Plan at District and camp-based coordination meetings and initiatives related to Child Protection issues in Nyarugusu in coordination with the CPIE Manager. Contribute to and participate in advocacy initiatives geared towards preventing and or responding to child protection issues.

Accountabilities
Programme implementation:
  • Contribute to all aspects of the child protection and specifically PSS (psychosocial support), CBCP (community-based child protection), case management programme design and implementation with particular/lead responsibility for developing the case management and durable solutions components
  • Ensure child protection teams have tools and guidance to ensure effective implementation
  • Ensure the access of child protection case management services, PSS, CBCP as needed to affected boys and girls and their families
  • Regularly visit Plan’s field activities and provide on direct support where needed to a new team
  • Ensure support is provided to CP staff using available IASC guidelines and CP Minimum Standards (CPMS) in humanitarian settings in collaboration with the CPiE Manager and CPIE Specialist
  • Lead the development of Child Protection specific detailed implementation plans working with the teams and ensure their periodic reviews
  • Lead the development of Child Protection specific procurement plans and endure their periodic reviews
  • Participate in budget reviews (BVA) meetings, ensuring the provision of feedback/Variance explanation on CP specific interventions
  • Work in close collaboration with the CPIE Manager and M&E Specialists, and Grants Compliance and Reporting Coordinators to ensure child protection mainstreaming in all Plan’s activities
  • Deliver CP orientation sessions and full training packages to staff, ensure compliance to policies
  • Provide effective direct supervision to CP team to enable them to confidently provide high quality supervision to Social Workers thus ensuring high quality CP programming

Technical Support
  • Provide regular technical guidance and support to the CP team as guided by the CPiE Manager and CPIE Specialist
  • Contribute to the recruitment, inception and training of staff related with CP team and incentive workers
  • Participate in the dissemination of all technical guidelines and tools for CP and other related aspects as provided by the CPiE Manager and CPIE Specialist
  • Advise the Emergency Response Management Team on child protection related human resource and administration needs including CP team welfare
  • Provide regular updates regarding priorities and constraints on an agreed frequency.
  • Ensure the roll out of the revised CP SOPs and other relevant guidance with support of CPIE Manager and CPIE Specialist

Capacity Building
  • Support child protection capacity building plan for staff and incentive workers
  • Support delivery high quality CP training to staff, including aspects of IASC guidelines, CPMS, CM, PSS, CBCP, cross cutting themes and where needed support Inter-Agency Case Management Training
  • Coach and mentor a growing team of CP staff to implement CM, PSS, CBCP reaching children, adolescents and families
  • Disseminate orientation and training materials for teachers, parents/caregivers, communities and other stakeholders

Documentation and M&E:

  • Contribute in documenting Plan’s experience, lessons learnt and case studies
  • Support report writing and donor compliance
  • Design and conduct regular assessments and analyses to inform programme design and modifications in collaboration with the MEAL team
  • Support CPIMS/Case Management and its use in Plan as an effective tool to support quality programming, reporting and advocacy
  • Monitor the quality of project activities and support evaluation of the same in collaboration with the MEAL team

Team Management
  • In strong linkage with CPIE Manager and CPIE Specialist, ensure good communication and coordination with CP team members through regular programme coordination meetings (or other if needed)
  • Ensure effective coordination with teams as well as integration with other sectors in order to respond to the holistic needs of children and adolescents
  • Ensure management of staff performance for the CP team bi annually

Representation and advocacy:
  • Ensure adherence to local policies and regulations
  • Work in close relationship with other key stakeholders (MHA, UNHCR, partners etc.) in the refugee setting
  • Support liaison between Plan International and any relevant stakeholders, local, national and international partners and local authorities
  • Participate in protection, child protection and SGBV working groups/bilateral meetings.
  • Represent Plan in Community meetings, Case conferences, BID panel and other CP forums as required
  • Maintain regular interaction with other NGOs and UN bodies such as IRC, HelpAge, MSF, TRCS, Save the Children, UNHCR and UNICEF to effectively respond child protection issues in the camps
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key relationships

The Coordinator will have significant contact with Plan’s Child Protection team and will liaise closely with the ERM, CPIE Manager, MEAL and Compliance team.

Technical expertise, skills and knowledge
The qualified candidate will be a child protection in emergencies professional with relevant degree in Psychology, Anthropology, Social work or equivalent.
Essential:

  • At least 3-5 years’ experience working in child protection in emergencies, particularly on Case Management, Best Interest Assessments and Child Protection Information Management System, alternative care arrangements, Psychosocial Support and Community-based CP
  • Experience of working in refugee settings and in host communities
  • Excellent project design, participatory monitoring and evaluation skills
  • Experience in coordination and technical assistance provision
  • Proven capacity to train, coach staff and provide supportive supervision
  • Effective team management skills across several locations and operating in a cross cultural structure
  • Strong communication and reporting skills in English
  • Ability to work under high pressure with a great level of personal organization
  • Good knowledge of and experience in Minimum Standards for Child Protection in Humanitarian Action, Inter-agency Guidelines on Separated and Unaccompanied Children, Mental Health and Psychosocial Support and Community-level approaches
