Division & Project Overview
URC
is seeking an experienced candidate for Director of Monitoring,
Evaluation, and Learning (DMEL) to lead all M&E activities for the
anticipated USAID/Tanzania Comprehensive Community Cascade for Epidemic
Control Among Key and Vulnerable Population (CCC-KVP). The overall goal
of this project is to “support an integrated community platform of
services for KVP to reduce new HIV infections and sustainably improve
the quality of life for PLHIV.” The CCC-KVP project will focus on
increasing demand for and use of HIV and gender-based violence
prevention and family planning services for KVP and PLHIV, working with
and through community-based stakeholders, sub-national Government of
Tanzania authorities, health facilities, KVP, and PLHIV to reduce new
HIV infections, improve the quality of life for PLHIV, and improve other
reproductive health outcomes. Additionally, the CCC-KVP will further
strengthen capacity of local partners as they transition to receive and
independently manage funds from the USG. The CCC-KVP project will
implement activities in Iringa, Njombe, Kilimanjaro, Tabora, Morogoro,
Mbeya, Dar es Salaam, Dodoma, Singida, Mtwara, Shinyanga, Manyara,
Arusha, and Lindi.

Roles and Responsibilities:
The
Director of Monitoring, Evaluation and Learning will be responsible for
providing technical leadership, oversight and strategic direction for
monitoring, evaluation and learning activities of the project to capture
performance results in achieving the project’s objectives. S/he will
work closely with the Chief of Party to ensure the reporting procedures
and guidelines, and monitoring and evaluation system for reporting
progress are in compliance with URC, USAID, and PEPFAR regulations.
Primary responsibilities include, but are not limited to:
•
Provide technical leadership in the development and implementation of
overall monitoring and evaluation framework for project implementation
in selected intervention areas
•
Develop monitoring, evaluation, and reporting (MER) systems that
include appropriate indicators, baseline data, targets, and a plan to
evaluate performance
• Ensure data quality within short timeframes and conduct regular data quality assessments
• Oversee the development and submission of timely, accurate and complete reporting
• Regularly review and update the activity’s M&E plan
• Work closely with the COP and USAID COR to identify potential areas for operations research questions
•
Liaise with USAID, government partners, policy makers, and other key
stakeholders to coordinate dissemination and application of results
•
Establish close coordination with management of the project to
harmonize and streamline collection and use of data for project
activities and learning
Recommended:
Required Qualifications:
• Master’s Degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field
• Minimum of 10 years’ experience with progressively more responsible roles managing M&E/CLA for projects of similar scope, including at least 5 years of M&E work at the supervisory level
• At least 5 years of experience with country-level programming in one or more of the following areas: HIV/AIDS, malaria, reproductive health, and/or infectious diseases
• Knowledge of monitoring and evaluation tools and requirements for PEPFAR programs required
• Demonstrated experience working in partnership with host governments, international donors, and implementing partners.
• Demonstrated ability to organize and effectively communicate results and impact to a variety of audiences; strong experience in developing, implementing, and disseminating a learning agenda
• Proven ability to work independently and with team members and partners at all levels
• Strong analytical and conceptual skills and the ability to think and plan strategically
• Excellent oral/written communication skills in English
• Ability to work and travel within Tanzania
