Forestry and Value Chains Development Programme (FORVAC) is a programme funded by the Ministry for Foreign Affairs of Finland and implemented under the Ministry of Natural Resources and Tourism of Tanzania during 2018 – 2022. FCG International Oy
is an international, multidisciplinary consultancy company with
headquarters in Helsinki, Finland, providing Technical Assistance to
FORVAC.

Currently FORVAC is looking for an International Junior Expert (IJE), Finnish citizen, below 35 years of age to work in programme area in Tanzania. The FORVAC International Junior Expert (IJE) will support the FORVAC Technical Assistance staff in monitoring the programme’s progress but also will give inputs in planning and implementation of the programme activities. The IJE will work in close collaboration with the International and National TA staff, in coordination of the CTA.
The requirements, duties and responsibilities for the IJE are defined below:
Title: International Junior Expert in Monitoring and Evaluation (M&E)
Duty station: Dodoma with frequent travelling to cluster areas (Ruvuma, Tanga, Lindi) and Dar es Salaam. Duration: January 2020 – June 2022 (~30 months)
Academic qualifications:
- Higher university degree in subject(s) relevant to the listed duties (forestry, forest economics, business/agribusiness, geography, social sciences, communication, ICT, or related fields);

- 2-4 years of relevant professional experience from the fields of business/agribusiness, forestry, natural resource management or rural development;
- Practical experience in participatory M&E systems;
- Experience in database development and data analysis;
- Experience / studies on bioenergy and NWFP, specifically in developing country context appreciated;
- Experience in information management is highly appreciated;
- Experience in production of printed and/or audio-visual information materials and web-based tools/ websites is appreciated;
- Experience in development cooperation projects/programmes and work is appreciated.
Other skills:
- Good communication and interpersonal skills;
- Good ability to work in multi-cultural and multi-sectoral teams;
- Self-motivated, independent, good organisational skills;
- Fluency in spoken and written English language; willingness to learn Kiswahili;

- Coordinates, under the supervision of the senior TA staff and according to FORVAC M&E framework, the planning and implementation of progress data collection, conducting surveys, analysis and other data collection;
- Overall maintenance of FORVAC M&E databases and MIS (Management Information System);
- Supports the TA team and partners (districts, service providers) in preparation of reports and particularly in analysing the obtained monitoring data and in displaying it in an informative form;
- Contributes to planning & monitoring of FORVAC interventions with emphasis on forest management, bioenergy and NWFP related interventions;
- Assists in ensuring that adaptation of HRBA approach and climate change, environmental protection, and gender equality and reduction of inequality are monitored;
- Maintains & updates the FORVAC website;
- Produces texts, news & visual material to inform about FORVAC activities;
- Assists team in planning and implementation of project activities where possible and feasible;
- Assists in programme progress reporting;
- Any other duties assigned by CTA;
- Reports to the CTA;
- Readiness to travel and work in rural areas.
