Position: Finance Specialist
Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Finance Specialist to support an upcoming World Bank funded Water Sector Support Project in Tanzania.
The Finance Specialist will perform the following:

The Finance Specialist will perform the following:
- Assist in the management and execution of day-to-day financial management and accounting activities;
- Assist in preparation and monitoring of budgets, forecasts, manuals, and reports.
- Assist in monitoring commitments and plans on a day-to-day basis.
- Assist in establishing and updating internal controls, budgeting, commitment, and accounting systems, and maintain and monitor these systems on a daily basis.
- Assist in preparation, implementation and updating financial management processes and manuals, chart of accounts and reporting templates.
- Assist in preparation of monthly, quarterly, half-yearly and annual financial reports.
- Prepare payment requests and fixed assets register, and prepare funds reconciliation.
- Track and reconcile all cash management and disbursement activities.
- Assist in ensuring that all financial activities are carried out in compliance with local tax laws, international accounting standards, and conditions included in the grant agreements.
- Protect the financial management activity from fraud, waste, and abuse.
Minimum Qualifications:
- Minimum 6 years of experience in financial planning & budgeting, revenue management and budget allocation, tax specialization, public or private procurement, and internal and external audit.
- Experience setting up a financial management operation.
- Knowledge and experience in project based accounting, financial management, and contract management.
- Strong skills in payment operations, funds control, cash and commitment management, internal controls, and international accounting standards (IFRS).
- Excellent communication and interpersonal skills.
- Experience working in a team, and with high-level government officials and/or private sector executives.
- Strong attention to detail and technical expertise in financial and accounting concepts.
- National of Tanzania with professional fluency in English and professional proficiency in Kiswahili.

- Experience in the water or infrastructure sectors.
- Post-graduate qualification in finance, accounting, economics, or other relevant field is highly desirable.
- Professional qualification, e.g. CPA, ACCA is highly desirable.
- Work experience on World Bank, USAID, DFID or African Development Bank projects.

Job Title: Procurement Specialist
Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Procurement Specialist to support an upcoming World Bank funded Water Sector Support Project in Tanzania.
The Procurement Specialist will perform the following
- Assist in the management of the entire procurement process, and execution and coordination of day-to-day procurement functions such as assisting: to verify technical specifications or terms of reference, prepare and launch tender documents, arrange and facilitate site visits or bidders’ conferences, respond to written queries or requests for clarifications, facilitate evaluation panels, prepare evaluation reports, carry out price reasonableness analysis, facilitate contract negotiations, prepare and award contracts, notify regarding contract award, and conduct debriefings with bidders.
- Assist in the planning, scheduling, and prioritization of the procurement functions, including plans for the efficient procurement of goods, works, and services. Analyze market conditions and assist in procurement outreach activities. Assist in the preparation of procurement plans, implementation plans, and performance reports.
- Assist in the preparation of standard bidding documents, procurement and contract management manuals, bid challenge system, and reporting templates.
- Provide contract administration services including arranging for proper inspection, ensuring compliance with terms and conditions of contracts, addressing delays, troubleshooting problems, assisting in contract amendment disputes and termination, and ensuring completion of works and delivery of goods.
- Assure that all procurement activities are performed in a fully professional, transparent, and ethical manner, and that they are in line with procurement regulations and conditions of the grant and implementation agreement. Establish and maintain the procurement management and contract administration recordkeeping system. Assist with management and resolution of bid challenges. Protect the procurement activity from fraud, waste, and abuse. Ensure that all approvals and procurement records are kept safely and filed appropriately.

- 6 years of experience working as a procurement professional.
- Extensive knowledge and understanding of best practices in procurement procedures, project administration and follow-up, and contract management.
- Experience working with international development partner institution procurement guidelines and procedures.
- Prior experience in conducting works procurement.
- Demonstrated procurement management experience in projects in the water/infrastructure sector.
- Excellent communication and interpersonal skills.
- National of Tanzania with professional fluency in English and professional proficiency in Kiswahili.
