General Overview:
The Human Resource Specialist is responsible for assisting Senior Manager, Human Resources in ensuring all Human Resources functions within HJFMRI Tanzania are aligning to the demands of having motivated and commited workforce. The incumbent will be responsible in providing assistance to ensure there is a meritocracy in recruitment, developing and devising appropriate training and development plans which are tailored to make staff competent to their roles, ensuring there is effective performance management system in place which supports realization of program (PEPFAR) targets. It also needs him/her having broad knowledge of employee’s movements within organization and well versed with employee’s contracts management and management of employees exit as per Laws governing employment relations in Tanzania. The position needs an individual with an outstanding knowledge on Human Resources operations in international NGO setting.

Duties and Responsibilities
- Support the Senior HR Manager in the management and delivery of the Resource Plan and Organization Structure development.
- Advises on issues related to labour matters.
- To represent organization to CMA and labour tribunals.
- Advises HoDs on best HR practices related with Recruitment, Training and development, Performance Appraisals, Compensation and benefits.
- To assist supervisor’s in developing Key Performance Indicators ‘KPIs’ for staff.
- To make sure appraisal process is contributing to the organization performance.
- Administering onboarding program
- Managing staff timesheets by making sure staff fills timesheets on time.
- Plan and support all recruitment needs from job design through selection to on-boarding.
- To work as HR business partner through providing consultation to HOD on all HR related matters under their Departments.
- Organize employee forum meetings and undertake actions that arise from these meetings.
- Handle employee relations issues related to Recruitment, flexible working requests.
- Deliver trainings to employees on HR policies to build competence.
- Develop and improve HR systems to meet the Organization needs.
- Take a leading role in change management including collective consultation where required.
- Deliver Excellent and regular communications to the employees.
- Any other ad hoc tasks as requested that underpin the Organizations' vision and values whilst considering the credibility and reputation of the HR department.
- To assess and review existing HR polices, processes and systems to ensure organization has up to date guidelines.
- Assist in providing reference to all staff on HR policies and procedures
- Assists in the conducting of investigations when employee complaints or concerns are brought forth
- Advises the Senior HR Manager, about the steps needed to take any disciplinary action against a staff member according to HJFMRI policies and procedures
- Maintains employee-related databases. Prepares and analyzes reports that are necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or
- requested;
- Assists with the implementation of the Probation period assessments and confirmations.
- Maintain all employee training records;
- Request, prepare and issue any HR related letters on behalf of HJFMRI staff i.e. Request any immigration related letters or services on behalf of HJFMRI staff
- Assist in coordinating and administering compensation and benefits; and
- Assist in development of a recruitment plan that would lead a well-qualified workforce;
- Research and develop ways to continually improve the way Human Resources department does business;
- Work with Senior Manager, Human Resources to review monthly payroll to ensure accuracy; ensure timely Payroll preparations and implementation of all agreed employee compensations including any salary adjustments.

- 5 years’ experience in a similar role in International NGO setting.

- Good to advanced knowledge of PC platforms, Microsoft Word, PowerPoint, and Excel is required.
- Good oral and written communications with the ability to initiate and draft correspondence
- English language fluency required
