this manner to address agricultural market development, we aim to
achieve the following impact and outcomes:
Impact: Improved livelihoods of SHFs & SMEs in the dairy and sunflower market systems.
Outcomes: Increased
Responsiveness of government to the issues of SHFs and SMEs. Increased
collective actions of the stakeholders for the improvement of access to
basic service, entitlements and business environment.
To achieve
its intended impact and outcomes the project will be implemented in two
market systems, -dairy and sunflower markets systems. Various boundary
and strategic partners had been identified in these market systems and
will be engaged to carrying out interventions which will address
actor-led issues in a responsive and accountable manner and enhance
delivery of basic services and strength the business environment. The
boundary and strategic partners includes SHF organisations, LGAs and
national government institutions, and SMEs (processors and inputs
providers). These partners will be involved in addressing issues in the 4
key results areas. The targeted areas for increased responsiveness
and accountability relations are, functional cooperatives and
harmonization of regulations in the dairy market system, contract
farming and women access to finance in the sunflower market system. The
boundary and strategic partners will be strengthened with a range of
capacity building interventions in order to address governance
bottlenecks and constraints which limits the delivery of services and
conducive business environment in the 4 key results areas.
Alongside
strengthening partners, the project will also strengthen the capacity
of project staff by introducing and exposing them to various concepts
through the application of governance and accountability tools needed to
deliver technical support to the boundary partners. The project has
been running for over a year now since its inception in August 2018.
Given the broad spectrum of boundary partners to be supported by the new
staff we are seeking an experienced individual consultant in
Monitoring, Evaluation and learning practices together with Outcome
mapping approach to train its TAM project officers and boundary
partners; who will use outcome mapping to ensure desired effect on
changes in behavior, relationships, actions and activities of actors in
dairy and sunflower market systems.

2.0. Aim and overall purpose of the Assignment
a) Measure project progress using OM: It is intended that by the end of this training, the project staff and boundary partners are able to use OM approach to measure progress of the TAM project.
b) Sharpen project results: The results and indicators are key elements to the project success. It will be useful to jointly discuss briefly the results and indicators with the core project team to add,sharpen the end results of the project.
c) Reporting methods associated in using OM: This is crucial in documenting the changes. The project staff are intended to be well equipped with the reporting approach associated with outcome mapping by the end of this training. It is expected that on the last day of in house training, each boundary partner has prepared their vision statement, action plan and journals template relevant to the TAM project.
3.0. Methodology
It is important that the training focuses on an in depth view of the project, the actors involved on which OM progress markers will be measured and the operating environment of the project itself. The consultant should propose a methodology to be used to carry out the training described. The methodology adopted should be able to cater the needs of the project and objectives outlined in this TOR (here within).
4.0. Scope of Work:
The consultant will conduct Outcome mapping training to new project boundary partners. The new boundary partners in the dairy market systems and their locations in brackets are Kilimanjaro Dairy Innovation Platform - KDIP (Boma Ng’ombe in Hai district) and Tanzania Milk Processors Association TAMPA (Dar es Salaam). On the other hand, the boundary partners in sunflower markets systems and their locations in brackets are Mbeya Business Councils (Mbeya city), Mbeya Sunflower Innovation Platform-MBESIP and Sunflowers Farmers Association SUFA (Dodoma). Transport to and from the consultant’s base will be provided by SNV throughout the assignment period.
5.0. Consultant tasks and deliverables
Key Activity 1: Conducting Organisation capacity assessment in governance /accountability of new Boundary partners The assignment is expected to start with conducting the organisation capacity assessment of the new project boundary partners. This will focus on assessing only on the governance related capacity of the boundary partner.
• Review project document Proposal
• Develop comprehensive organization capacity assessment (and tools) relevant to governance capacity of the project new boundary partners; The tools involved will have
to be submitted for review and approval to SNV prior to implementing the assignment.
• Obtain and integrate comments from SNV TAM project team
Deliverable 1: Governance Organisation Capacity Assessment report reviewed and approved by SNV.
Key Activity 2: Development of Training materials
The assignment is expected to start with the development of an overall training materials outlining key OM skills and knowledge areas. Specifically the consultant will undertake the following activities;
• Review project document Proposal
• Develop comprehensive training materials (and tools) relevant for monitoring and evaluation of project activities results using Outcome mapping approach
• Obtain and integrate comments from SNV TAM project team
Deliverable 2: Training materials and data collection tools reviewed and approved by SNV.
Key Activity 3: Conduct trainings session with project staff and prepare training report
After approval of the materials and tools, the consultant will proceed to train project staff together with boundary partners on OM skills & knowledge and data collection tools. This will also include each boundary partner prepares their vision statement, action plan, and journals template relevant to the TAM project.
Deliverable 3:
a) Training report reviewed and approved by SNV
b) Each boundary partner has developed their vision statement, action plan, and template journals & tools for documenting results relevant to the TAM project.
6.0 Competence required
The proposed consultant will have met the following requirements:
• Good theoretical background (education/training) on qualitative and quantitative M&E
• Proven track record in conducting Monitoring & Evaluation trainings
• Experience with Outcome mapping and outcome harvesting methodologies
• Strong interpersonal skills; result oriented, creative, flexible and gender sensitive

Aim and overall purpose of the Assignment
The aim of the coaching interventions is to provide follow-up on the successes and gaps achieved from earlier training in OM training provided to boundary partners in February 2019. The coaching is expected to achieve effective practice of OM approach and tools by boundary partners in order to systematically monitor, and report behavioral changes in governance and accountability taking place as a result of the boundary partner collective action and advocacy efforts with government and private sector
The overall purpose of this coaching is to provide coaching in the following areas:
a) Quick assessment of boundary partner progress in using OM after the training provided in February 2019: The intention is to enable the boundary partner and the project to understand what went well since the training, challenges encountered and what needs to be improved (challenges/gaps) or further developed.
b) Provide coaching to boundary partners on the practical application of outcome mapping, in particular the use of outcome journals. Based on the agreed challenges and gaps noted since the last training and use of OM approaches, the coaching of boundary partners will focus on addressing the gaps/challenges.
c) Sharpen OM results and Progress markers: The clear articulation of immediate outcome results and indicators (as documented in the outcome journals, are key elements to the meaningful documentation of project success. It will be useful to jointly discuss briefly the results and indicators with the core project team to in order to provide advice and suggestions on how to sharpen the results of the project.
d) Reporting methods associated in using OM: This is crucial in documenting the changes. The boundary partner staff are intended to be well equipped with the reporting approach associated with outcome mapping by the end of this coaching. It is expected that on the last day of in house coaching, each boundary partner has revised and validated their vision statement, action plan and journals template relevant to the TAM project.
Methodology
The consultant should propose a methodology to be used to carry out the coaching assignment. It is important that participatory and effective coaching Technics and approaches are used to enhance further capacity development of boundary partners in the continuous and effective use of OM and reporting. Furthermore the methodology adopted should be able to cater the governance and accountability needs of the project and objectives outlined in this TOR (here within).
Scope of work
The assignment is expected to be carried out in the following regions in the dairy and sunflower markets systems. The boundary partners in the dairy market systems and their locations in brackets are Kilimanjaro Dairy Cooperatives Joint Enterprises KDCJE Ltd (Boma Ngombe in Hai district) and Tanzania Milk Processors Association TAMPA (Dar es Salaam). On the other hand, the boundary partners in sunflower markets systems and their locations in brackets are Mbeya Sunflower Oil Processors - MBESOPA (Mbeya city), Sumbawanga Women SMEs (Sumbawanga town DC), Mwambani AMCOs (Songwe DC) and Mishamo AMCOs (Mpanda DC).

Key Activity 1: Quick assessment of the outcome mapping use and experiences of boundary partners. In close collaboration with the boundary partners the consultant will support a quick review of the use so far and experience in outcome mapping since the last training. This will help the BP to understand and learn about its current capacity level in OM, successes achieved, and challenges faced. Also, it will help in designing and implementing interventions to address the challenges encountered. The consultant will:
• Review the outcome journals for each boundary partners,
• Support BP to reflect on the vision statement, progress markers and journals developed earlier,
• Developed and implement a coaching plan for each boundary partner.
Deliverables: A brief report of each boundary partner assessment outlining the findings and coaching plan.
Key Activity 1: Development of relevant materials (coaching aids)
The assessment is expected to be followed by the development of coaching materials outlining OM skills and knowledge where coaching is required. Specifically, the consultant will undertake the following activities:

• Develop a detailed approach and comprehensive coaching materials (and tools) relevant for monitoring of governance and accountability behavioral changes using Outcome

Key Activity 2: Conduct coaching sessions with Boundary partners and prepare a coaching report

This will also include each boundary partner revising and validating their vision statement, action plan, and journals template relevant to the TAM project.

Job Title: Business Plans and Entrepreneurship Skills Development for Women SMEs in Sunflower
Job Summary
The assignment is expected to be carried out in the districts in Mbeya,
Songwe, Rukwa, and Katavi regions. The assignment will be carried out in
4 districts located in these regions and will involve 19 women groups
as indicated in bracket as follows; Mbeya DC (6), Tanganyika (5), Songwe
DC (4) and Sumbawanga DC (4). Amongst the groups, one group in Mbeya DC
is led by disabled women SMEs in sunflower business and production. The

These partners are involved in addressing issues in 4 key results areas which are: i) Rationalization of dairy regulations and ii) governance of dairy cooperatives, for dairy market system; and iii) governance of contract farming arrangements and iv) enhancing women SME groups access to finance from LGAs, in the sunflower market system. The boundary and strategic partners have been and will be strengthened with a range of capacity building interventions in order to address governance constraints which limit the delivery of services and conducive business environment in the 4 key results areas as highlighted above.
The project has been running for over a year now since its inception in August 2018 and for the Sunflower Market System, it is implemented in selected districts from Mbeya, Songwe, Rukwa and Katavi regions. Given the nature women SME groups involved in sunflower market system, it is imperative that they are supported in terms of preparation of business plans for the group business and train them on the better manners of implementing the business plans. It is against this backdrop that SNV through TAM Project is seeking service from an experienced individual consultant in business acumen to develop business plans and train the groups of women SMEs from Mbeya district (Mbeya City Council & Mbeya District Council) in Mbeya region, Songwe District Council in Songwe region, Sumbawanga Municipal Council in Rukwa region, and Mpanda District Council from Tanganyika district in Katavi region, on the ways to use them so that the women groups can highly be considered in securing loans from LGAs.
2.0. Aim and Objectives of the Assignment
The aim of this assignment is to help women and disabled women SMEs operating in women groups in sunflower market systems in selected districts from Mbeya, Songwe, Rukwa and Katavi regions to develop fundable business plans from LGAS women fund. In addition the assignment seeks to train the women groups so that they understand how to prepare simple but effective business plans, take ownership of the plans and implement them accordingly so that they can use the developed plans to access loans from the 10% own revenues of Local Government Authorities as stipulated in the Local Government Finances Act.
The overall purpose of the assignment:
i) To stimulate women SMEs and SHFs to think entrepreneurially and view farming as a business
ii) To help the women SMEs and SHFs understand business ideas and identify the entrepreneurial capabilities that is needed to implement them successfully
iii) To create awareness of the general business environment in sunflower market system in simple terms
iv) To enhance knowledge of the Women SMEs and farmers on marketing and to change their mindset towards market-oriented sunflower production and increase volume of their produce.
v) To enable the Women SMEs in sunflower and farmers acquire relevant skills that will help them plan and co-ordinate their production and or aggregation activities efficiently.
vi) To equip Women SMEs and farmers with the necessary knowledge and skills for analysing profitability especially by estimating income and expenditure.
vii) To help Women SMEs and farmers understand their current business model analysing their strength, weakness, opportunities & threats; and to guide Women SMEs in sunflower and
farmers in the process of gathering and sharing business data/ information for internal analysis in a structured manner so that their business plans can be prepared.
The Overall objectives of this assignment are:
a) Entrepreneurial Women SMEs and farmers in sunflower with a good understanding of sunflower market system
b) Women SMEs and farmers in sunflower to understand and work toward development of effective business models; and will learn to think and act like an entrepreneurs & view farming as a business
c) Women SMEs and farmers to strengthen their organisation by understanding group dynamics, effective leadership styles & conflict management
d) Increase knowledge of members of women SME groups as entrepreneurs on business plans development including importance of the plans for women groups supported by TAM project in
the Mbeya, Songwe, Rukwa and Katavi regions.
e) The Women SMEs and farmers will gain the skills of collecting & using market information
f) Women SMEs and farmers will increase knowledge on profitability, sales, costs, simple cash flow budget.
g) Women SME groups develops business plans that are fundable by LGAs women fund and possibly by other financial institutions.
3.0. Scope of the assignment:
The assignment is expected to be carried out in the districts in Mbeya, Songwe, Rukwa, and Katavi regions. The assignment will be carried out in 4 districts located in these regions and will involve 19 women groups as indicated in bracket as follows; Mbeya DC (6), Tanganyika (5), Songwe DC (4) and Sumbawanga DC (4). Amongst the groups, one group in Mbeya DC is led by disabled women SMEs in sunflower business and production. The total membership of the women groups per district is as follows; Mbeya DC (38); Tanganyika (62); Songwe (45); Sumbawanga DC (60). The capacity building interventions will be conducted in each district and will be divided among-st two engaged consultants. The list of the groups, names and their contacts per each district will be provided by the project before the start of the assignment.
4.0. Methodology
The consultant is expected to propose a methodology to be used to carry out the assignment as described herein. However, the methodology should include reviews of secondary documents from the project such as reports, back to office reports related to women SME in sunflower access to finance from LGAs. The methodology should also include field visits to the project areas for interviews with women SMEs in sunflower and other relevant stakeholders such as LGAs (CDCOs), AMCOs, traders etc. It is important to note that the methodology adopted should be able to cater for the needs of the project and objectives outlined in this TOR.
5.0. Consultant tasks and deliverables
Key Activity 1: Development of Training materials
The assignment is expected to start with the development of an overall training materials outlining key business and entrepreneurship skills development required for the rural-based SMEs. In this respect, the consultant is expected to undertake the following activities;
• Review project document Proposal,
• Review LGAs formats for business plans development for women access to finance
• Develop comprehensive training materials on business skills and entrepreneurship development including preparation of business plans
• Obtain and integrate comments from SNV TAM project team
Output: The SNV reviewed and approved training materials are in place.
Key Activity 2: Conduct training sessions with Women SME and SHF groups, and preparation of group business plans After approval of the training kits, the consultant will proceed to train the women SMEs and SHFs on business skills and entrepreneurship development. The training will culminate with each women SME/ SHF group preparing their business plans with the support from the consultant. The training and related materials will be in Swahili
Output:
• Business Plan for each women SME/ SHF group in place and approved by SNV
• Loan application for LGA women funds in place for each women SME group.
• Training report in place and approved by SNV
Key Activity 3: Provide support to women groups to present the business plans to the LGAs Following the development of the business plans the consultants shall provide support to the women SMEs to present and submit the business plans to the LGAs for funding.
• Organise one session per districts between the women groups and districts CDOs and other relevant officials from the LGAs for the presentation of business plans,
• Support women to present their business plans to the LGAs CDOs and other relevant officials,
• Support women to develop final versions of business plans which integrates comments and inputs from LGAs.
• Review and ensure all the relevant procedures for LGAs women funds been met before submission of business plans to the LGAs,
Outputs:
• Reports of the presentation sessions between women SMEs and district official,
• Copies of final versions of business plans for all women groups.
• Acknowledgement from 4 LGAs on receiving completed loans applications from the women SMEs in sunflower.
Key Activity 4: Reporting:
The consultant should produce the final report of the assignment in business and entrepreneurial skills development and the business plans development. The final report should include the objective, methodology, key findings, governances issues raised, and recommendations.
Outputs:
• Final report of the assignment approved by SNV
6.0. Timeframe:
The assignment is expected to be carried for 25 days and shall commence from 21th November and end on the 20th December 2019.
7.0. Competence required
The proposed consultant will have met the following requirements:
• Proven practical knowledge and experience in business management and entrepreneurship
• Proven track record in conducting entrepreneurship and business management skills training to SMEs and other value chain actors
• Hand on experience with business plans development especially with SMEs,
• Good working knowledge on governance and accountability in agriculture
• Strong interpersonal skills and emotional intelligence
• Should be result oriented, creative, flexible and gender sensitive
• Excellent communication skills with good command of Kiswahili and English
• Excellent report writing skills

7.0 Applicants are requested to submit:
A: Technical proposal with the following details:
• Understanding of the assignment and its tasks,
• Methodology and approach to be used,
• Operational plan with clear timeline,
• CV of consultant that will implement the work
B: Past Performance
Applicants must prove that they have enough experience in assignments comparable with the work they are bidding for in terms of scope and complexity. Applicants must prove this experience using only and exactly three references for work they have done in the last five years.
Applicants must provide written proof for each of the references giving at least the following data:
- Name of the contracting company/donor, name of the person who managed the contract for the company/donor and e-mail and telephone numbers of the contact person who managed the
contract;
- Title of the project or contract or grant and / or the contract/grant number;
- Time and place of execution for the work done;
- Clear description of the services provided by the applicant (no more than one page); organisations/contractors worked with and assignment performed in the last 3 years.

C: Financial proposal (in TZS) broken out to provide at least the following details
• Consultancy fees (please note that under Tanzanian Law, withholding tax of 5% for national and 15% for international is deducted at source and paid direct to TRA.
• Transport and per diem costs,
• Communication and stationeries.
D: A sample of previous work experience in the mentioned areas above completed within the last 12 months along with contact details of the responsible person from the organisation in which similar work was done
E: Mandatory Requirements - Copies of:
• Completed and filled Conflict of Interest Statement
• TIN certificate
All these are mandatory items whereby failure to provide any of them will result to disqualification of the whole bid.
