Job Title: Monitoring and Evaluation Officer
Appointing Authority: Executive Director

Reporting to: Manager, M&E
Supervises: Monitoring and Evaluation officer
Job Summary
The Monitoring & Evaluation officer will focus on
data monitoring, evaluation, training, learning and reporting. S/he will
be expected to work closely with the M&E officer and undertake
routine support of the work of field teams to ensure the set up and
implementation of the M&E systems as well as, completeness of data
and reports.
1. Job Purpose
Working
closely with the Programs unit team, the Monitoring and Evaluation
(M&E) officer will have primary responsibility for implementing the M
and E system and program outcome reporting. S/he will be responsible
for scheduling and supporting learning, research, surveys and evaluation
events, and support work with program staff to improve the quality of
field programs as well as the timely submission of M&E progress
reports.

Monitoring & Evaluation officer will focus on data monitoring,
evaluation, training, learning and reporting. S/he will be expected to
work closely with the M&E officer and undertake routine support of
the work of field teams to ensure the set up and implementation of the
M&E systems as well as, completeness of data and reports. The
M&E officer will provide technical leadership as well as management
leadership to field staff to ensure M&E procedures are followed
appropriately.
2. Responsibilities
·
Act as primary point of contact for HQ M&E technical
assistance including providing support on program specific M&E
needs
· Manage M&E Officer while they create and revise tools and data collection procedures
·
Assist the field in the identification of monitoring and
evaluation needs and supporting the design and implementation of
practical tools, methodologies and protocols
· Organize and undertake training with field staff, including primary stakeholders, in M&E
· Provide support to proposal development, particularly during the logframe and design discussions
·
Develop and maintain systems to analyze information on inputs,
outputs, outcomes and impact of the program with efficient feedback
loops
· Design M&E plans and frameworks for the physical and process monitoring of project activities
·
Design and manage a process for collection of comprehensive
data from baseline, mid-term and conclusion of projects to provide clear
monitoring of progress to achieving goals and objectives
·
Communicate to all technical staff and partners the process for
collection and reporting of monitoring data, explain the roles of each,
and train them on the indicator definitions and the data collection
process and systems
· Monitor data collection processes for quality assurance purposes
·
Travel periodically to the field to check the quality of the
monitoring data by seeing the collection process at work and reviewing
the key concepts in the indicators
·
Oversee evaluation activities including identifying evaluation
needs and drawing up the TOR for specific evaluation studies
· Ensure compliance with donor’s evaluation policies when applicable
·
Review the performance of existing management information
systems to help identify potential modifications or resources
·
Keep abreast of developments in grant/program changes and
progress in order to advise and recommend tools and strategies to
increase program performances and results
· Identify strengths and weaknesses in existing data collection and management systems and propose solutions
·
Document the lessons learned and best practices of the
different programs and projects for internal and external sharing
· Attend any other duty as may from time to time be assigned by his supervisor
3. Qualifications and Experience Requirements
A
Degree in statistics, Information Management, Project Management,
Engineering, mathematics or any other relevant academic background
At least 2 years of work experience inMonitoring and Evaluation of development programs
4. Knowledge/Skills and Abilities
· Good level of proficiency in Windows Excel and quantitative analysis
· Experience in program design and M&E plan development
· Ability to design M&E tools, surveys, surveillance systems, and evaluations
· Demonstrated ability to train and build capacity of others
· Strong interpersonal skills
· Experience in a non-governmental organization
· Highly developed analytical skills, with the ability to apply creative solutions to complex problems
· Ability to create effective and efficient systems for gathering and analyzing complex data
· Prepared to work flexible hours
· An effective communicator fluently both verbally and in writing Kiswahili and English
· Ability to work both independently and as a member of a team
· Willing and able to travel extensively within and outside Tanzania on UMATI business
Job Title : Cashier

Location:UMATI Morogoro Clinic Clinic In charge
Job Purpose
The Cashier is responsible in ensuring that financial records comply with Association’s Financial Policies and Procedures, by accurately processing and reviewing journal entries and vouchers, proper management and control is maintained for all cash transactions and providing support to achieve all Finance Department and audit requirements.
Responsibilities
• Prepare financial report through SAGE Account packages
• Receive and direct Clients who visits UMATI facilities for services
• Preparing cash vouchers
• Receive and register Clients at Our Clinics
• Responsible for preparing and disbursing petty cash
• Prepare/initiate bank transfers based on approvals
• Prepare petty cash replenishment as appropriate
• Keep cheques books and cash box in safe custody
• Ensure the Revenue collected in the Clinic is banked daily
• Ensure that all cash imprests are settled on time
• Ensure that all the required supporting documents are attached with the invoice and meet standards of invoicing before any payment
• Attending to any other related duties as may be assigned by superiors from time to time

Qualification and Experience Requirements
Advanced Diploma/Bachelor Degree in Business Administration-Accounting or Finance
At least 2 years working experience
Knowledge, Skills and abilities
Basic Knowledge of accounting and finance
Good demonstration of customer care
Honest and accurate
Good communications skills, interpersonal skills and be able to work well in a team environment
Good English skills (both spoken and written)
Good computer skills
Demonstrated experience in the proper procedures of recording and handling of cash
