Background and Rationale
Oxfam is an international confederation of 19 organizations working together in over 90 countries and with partners and allies around the world to find lasting solutions to poverty and injustice. We work directly with communities and seek to influence the powerful to ensure that poor people can improve their lives and livelihoods and have a say in decisions that affect them. Our focus areas are development, emergencies, campaigning, advocacy and policy research.

Planning and implementation of Oxfam programme in Tanzania is informed by the Oxfam in Tanzania (OiTZ) Country Strategy for 2015 - 2019 which has a vision of an inclusive, equitable and just Tanzanian society, where citizens especially women and young people enjoy their rights and have access to resources necessary to live good lives and as active citizens of the country. Women empowerment is a priority goal that is integrated within the Oxfam country strategy (OCS), which aims to see women, are economically, socially and politically empowered to be transformative leaders and change agents within their households and community.

To achieve this goal; OiTZ is implementing a programme for greater gender equity, women and youth empowerment in five regions of Arusha, Lindi, Manyara, Mtwara, Shinyanga, Geita and Simiyu. The programme is in its third year of implementation and many changes have been realized to the life of our target community.
Furthermore, Women continue to suffer in the face of patriarchal cultural attitudes, behaviour and beliefs affecting their access to and ownership of resources, and access to essential services. These practices continue to negatively affect attitudes and support aimed at eliminating Violence Against Women (VAW).

Oxfam in Tanzania strategy ensures that women and girls are at the centre of its work. It is from this juncture that Oxfam in Tanzania embarked in working with other affiliates in building its work around Unpaid Care and Domestic Work (UCDW) since 2016 although its engagement has been mostly in the invited spaces.  Since 2018, Oxfam In Tanzania strengthened its engagement on UCDW focusing mainly on building the network of women’s rights organizations which will challenge and influence policy makers to recognize and allocate funds for UCDW.

To influence shifts in policies and practice around UCDW, Gender Based Violence (GBV) and access to essential services, Oxfam in Tanzania uses different strategies to reach out to policy makers, communities, WRO and public.  This includes use of media for public campaigning and mobilizes support around these issues.  Oxfam in Tanzania believes that the use of media as a strategy is based on the theory that repeated and sustained messaging coming from diverse quarters, to keep the audience engaged on the issue will contribute in the change.

It is from this juncture that Oxfam in Tanzania intends to engage a consultant with the experience on the mass mobilization to produce various content for media engagement. The consultant will work together with mainstream media, social media influencers and bloggers to popularise the approved content on social media and other media outlets to raise awareness on selected topics.

The campaign will also seek to influence national and regional political parties’ leaders to come out, encourage and promote genuine participation of women, young people and people with disabilities in the forthcoming local elections as candidates and voters. Leaders will also be encouraged to speak out about how their party policies, manifestos and practise encourages the participation of women, young people and people with disabilities in the electoral process. Leaders will also call upon their followers to stop electoral GBV which is the main stumbling block for participation of marginalised groups in elections. 

The Role
We are looking for  Consultant to undertake the role of Content gathering and digital media actions for awareness raising
Objective of the consultancy
The consultant will develop engaging content covering issues related but not limited to violence against women, unpaid care and domestic work, access to essential services, gender dynamics on land and agricultural sector and women in leadership positions through multimedia content and social media engagement.
The consultant will work with social media influencers and bloggers to popularize content depicting real challenges and successes that men and women face in their communities, and to raise awareness to the public through social media platforms, and mainstream media including community radios and television.
The consultant shall ensure that women’s rights are profiled, protected and promoted in all internal & external program and influencing materials.

Scope of the assignment
In terms of content gathering, the production team will focus on Lindi, Mtwara, Mara, Mwanza, Geita, Dodoma, Kigoma, Arusha, Dar es Salaam and Manyara regions. The consultant will work closely with Oxfam staffs, and partners to agree on the scope of work prior to commencement of the assignment and during the implementation period.

Methodology
The production team will interview women survivors of violence, women leaders, successful women and youth in various aspects, community members, government officials, political parties’ leaders, in line with the agreed theme of the month. The content will be edited and shared for approval. Upon sign off, the content will be popularized for mass mobilization and consumption. The consultant will be required to develop a social media strategy and oversee the implementation for popularization of content throughout the campaign implementation period. 

Key Deliverables
  • Social media strategy and implementation for campaign popularization, taking into consideration the international key dates and campaign themes as shown in the table below
  • 60 video stories of maximum one minute each produced in various output formats including for use on television and social media platforms. All videos must have a separate subtitles file.
  • 60 audio stories of maximum one minute each produced for radio broadcast
  • 100 share graphics and infographics for use on social media platforms in line with the campaign theme of the month
  • 10 articles shared on national newspapers
  • 15 videos featuring political parties’ leaders encouraging and promoting genuine participation of women, young people and people with disabilities in the forthcoming local elections as candidates and voters
  • Unlimited photographs including portraits and action oriented photos for interviewees
  • Influencers take part in the campaign with a focus on influence and impact
  • Raw footage for all content gathered
  • Written consent forms from all interviewees
  • Monthly campaign monitoring and implementation report (including social media engagement)
  • Final campaign implementation report

What we are looking for
The the person we are looking for should have the following qualifications;
Essential skills and qualifications
  1. The consultant must have minimum of 3 years’ work experience in digital media management, digital media analysis, digital technology and design, and/or related field
  2. Experience of online and offline advocacy work on issues around human rights, gender justice, land governance, and accountability
  3. Demonstrable knowledge of gender sensitive, participatory and sustainable development principles, approaches and policies relevant for Tanzania
  4. Experience of effective interaction with Civil Society Organizations, Government departments, Local Government and marginalized communities in rural and urban areas
  5. Ability to carry out general quantitative and qualitative analysis to produce digital media evaluation reports
  6. Experience working with local and international organizations and clients of similar discipline
  7. The consultant must show proven experiences of successfully executing similar assignments
  8. Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with Oxfam and even after the contract ends
  9. Proven ability to work effectively with others - including in multicultural team – and strong interpersonal skills
  10. Ability to work under pressure, and commitment to meet deadlines
  11. Fluency in English
