Norwegian Refugee Council
The
Norwegian Refugee Council (NRC) is a non-governmental, humanitarian
organization with 60 years of experience in helping to create a safer
and more dignified life for refugees and internally displaced people.
NRC advocates for the rights of displaced populations and offers
assistance within the shelter, emergency food security, and water,
sanitation and hygiene sectors.
The Norwegian Refugee Council
has approximately 5000 committed and competent employees involved in
projects across four continents. In addition, NRC runs one of the
world’s largest standby rosters, NORCAP, with 650 professionals, ready
to be deployed on 72 hours’ notice when a crisis occurs.
In mid-April 2016, NRC conducted a pre-assessment mission in the refugee camps in north western Tanzania and the assessment revealed that the humanitarian situation for the refugees requires urgent intervention and NRC therefore decided to establish an operational office in Kibondo town, to respond in Mtendeli and/or Nduta refugee camps. The initial interventions will focus in three sectors; shelter, WASH and education (initially construction of permanent classrooms).

The purpose of the
Protection Officer position is to implement delegated Education project
portfolio. The Protection Officer will be responsible for implementation
of day-to-day education project and managing project data (beneficiary
registration, baselines, monitoring data) and data collection related to
protection component in addition to supporting Protection Assistant
with day-to-day work with communities.
Job description
Adhere to NRC policies, tools, handbooks and guidelines.
Assist with the implementation of the support function portfolio according to plan of action.
Prepare and develop status reports as required by management.
Ensure proper filing of documents.
Promote and share ideas for improvement of the support function.
Ensure
that projects target beneficiaries most in need of protection, explore
and asses new and better ways to assist displaced girls and boys, women
and men.
Liaise and collaborate with community stakeholders, Child Protection Committees.
Produce data collection, reports and analysis as required.
Be alert to the security implications of NRC’s activities relating to protection and Human Rights concerns.
Conduct child protection risk assessment and development of participatory risk reduction plans.
Map existing child protection service providers.
Rollout of school codes of conduct.
Rollout of referral mechanisms.
Rollout of child friendly accountability systems.
Establish and build capacity of CPCs in schools.
Sensitise community structures on child protection.
Deliver life skills interventions to support child protection.
Manage project data collection process (beneficiary registration, baselines, monitoring data).
Coordinate with relevant partners within the protection sector and represent NRC at camp relevant meetings.
Supervise the protection assistant ensure s/he prepares and follows weekly and monthly work plans.
To undertake any additional duties determined by the Education Coordinator, Education Manager or Area Manager.

Qualifications
Experience working in protection in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.
Self-motivated, passionate and ready to inspire others on NRCs mandate and our work in protection and advocacy.
Documented results related to the position’s responsibilities.
Commitment to participatory and inclusive methods of working.
Fluency in English, both written and verbal. Kirundi and/or Kiswahili is an asset.

At least 2 years’ experience in working in a protection-related field including knowledge of humanitarian principles and minimum protection standards, applying protection standards to vulnerable beneficiaries, referral services, delivering training and awareness raising programs and writing reports/providing information on protection-related themes.
Experience in mainstreaming protection concepts within a humanitarian operation particularly valued.
Advanced computer skills, especially in Word, Excel, Power Point and Outlook.
Fluency in written and spoken Kirundi, Kiswahili/Ha, French essential and ability to work in English necessary.
