1. Position: Program Officer Child Health and Nutrition – Dar es Salaam, Dar es Salaam
2. Overall Purpose/Broad Function:
In line with NI’s strategic objectives in Tanzania, and in partnership
with key stakeholders, work under the guidance of the SPO to provide
technical and management support to the government Health management
teams and providers at national, regional and council levels and other
stakeholders to improve the efficiency of the implementation of the
vitamin A supplementation (VAS) intervention in order to ensure high
coverage e.g. at least >80% of 2 yearly doses VAS among children 6-59
months on a sustainable manner.
3. Key Duties and responsibilities:
3.1 Project Development and planning
•Provide
regular updated information regarding any change in the landscape
(policy, partner involvement, service delivery, morbidity, access to
care etc.) of the child health interventions especially in regions and
councils where NI supported program is implemented in Tanzania.
•Contribute to the design and planning of programs to be initiated by NI
Tanzania in collaboration with key stakeholders and partners.
•Ensure that yearly and quarterly work plans and related budget for
effective implementation of NI supported VAS intervention are developed
by implementing partners.
•Prepare Terms of Reference (ToRs) for the Request for Proposals (RFP) and other.
Arrange for review of proposals received in responses to RFP and other work requests as per NI procedures.
3.2 Project Implementation and Management
•Ensure that work plan activities are implemented as scheduled and per the approved budgets.
•Carry out site monitoring visits to ensure that implementing partners
are implementing project activities according to agreed strategy and
contractual commitments.
•Ensure monitoring plans are timely
implemented, project monitoring data is collected and the data workbooks
are regularly updated.
•Develop quality monthly, quarterly and
annual performance monitoring (both technical and financial) reports for
VAS interventions and ensure challenges are identified and recommended
corrective actions are timely implemented.
•Draw up on internal NI
expertise in Tanzania, the Regional, and Headquarter Offices as
necessary to ensure projects are on track.
•Review and analyze
technical and financial project reports from implementing partners and
ensure that remedial actions are taken to ensure that the projects are
on track.
•Input into the NI Contract Databases for the VAS projects
all approved financial commitments and regularly update them in line
with NI contract management procedures.
•Prepare documentation for
meetings and conference calls, taking detailed notes on decisions and
action points from such meetings and ensuring follow up of same.
•Provide technical guidance to NI implementing partners of the VAS
intervention and arrange for additional technical guidance if necessary
from NI technical backstopping team at regional and headquarter levels.
•Review and analyze financial and technical progress reports, produce
relevant project documents as per NI procedures and guidelines.
•Troubleshoot and recommend corrective action drawing on internal NI
expertise in the Tanzania and Regional Offices and beyond as necessary.
•Ensure regular coordination meetings with key stakeholders to ensure
NI funding for programs is being used cost-effectively during
implementation.
3.3 Project Review
•Review programs for lessons learned and document and share appropriately.

3.4 Program Research & Evaluation
3.4 Program Research & Evaluation
•Participate on the design of research and evaluation activities for
Child Health and Nutrition (CHN) projects and work closely with
researchers and external evaluators to ensure research and evaluation
exercises are feasible and respond to project and NI and government
needs.
•Support the timely dissemination of research and program
evaluation findings in Tanzania and elsewhere with the view to inform
others on available new information and improved practices for the CHN
program. 3.5 External Relations (ER)
•Build and maintain good collaborative relations with government agencies, UN agencies, and NGOs to promote information sharing and effective coordination of effort to improve and sustain effective and efficient VAS programming in Tanzania.
•Participate in national and regional fora relevant to child health and survival as necessary.
•Keep up to date with developments in CHN and VAS.
•Document and share with the ER team field stories and lessons learned from the CHN programs.
Any other duties as requested.
4.Supervisory Responsibilities:
•None
Education/Professional Designations/Experience:
•At least Master’s degree from a recognized university in one or more of the following areas: child health, nutrition, nursing, health sciences and public health.
•Training in epidemiology, community health and research methodologies desirable.
•At least 3 years work experience in child health, and public health, nutrition and/or related field in Tanzania or elsewhere.
•Experience in program/project implementation/supervision, monitoring and evaluation
•Experience with micronutrient programs desirable

•Based in Dar Es Salam, Tanzania, around 15% of time will be spent travelling in Tanzania.
