Baylor College of Medicine Children’s Foundation – Tanzania is a non-government organization (NGO) dedicated to supporting the provision of high-quality, comprehensive HIV/AIDS care and treatment to HIV – exposed and infected children and adolescents in the Lake and Southern Highlands Zones of Tanzania through service delivery, training and research. Baylor Tanzania is part of the Baylor International Pediatric AIDS initiative (BIPAI) clinical centers of Excellence Network which is headquartered at Baylor College of Medicine, Houston, Texas, USA

Through
collaboration with the United State Agency for International
Development (USAID) and the Government of Tanzania Ministry of Health
and Social Welfare (MOHSW), Baylor – Tanzania is looking for highly
motivated, well-qualified individual to join its growing program team in
the following vacant positions:
Job Title: ZONAL PROGRAM MANAGER

Position Summary:
The
Zonal program Manager will work in close collaboration with the
Technical Director to oversee day to day clinical operations to ensure
smooth program implementation at the Zonal COE and outreach sites
including leadership for clinical staff meetings and representation at
all appropriate meetings. Will be responsible in providing supervision
to clinical staff in provision of family centered pediatric and
adolescent HIV/AIDS care and treatment for patients in the zonal
referral hospitals, LZ COE including more than 20% travel to Scale Up
districts
Duties and Responsibilities
• Spearhead
provision of comprehensive pediatric HIV services at the COEs and in the
Scale up districts by supervising and supporting regional program
officers and all clinical staff at LZ COE
• Fostering positive internal and external relations with Government officials and the implementing partners
•
Organize regular data/technical implementation review meetings for
Comprehensive Pediatric Testing, Care and Treatment to program staff
•
Provides continuous coaching and improvement of the quality of care and
treatment by regular application of quality improvement and Site
improvement and Monitoring Systems approaches
• In collaboration with
the Technical Director develop and scale up change packages that
address the gaps and challenges to ensure continuum of care and response
in attaining the 90-90-90 targets in scale up districts towards the
global eradication of HIV.
• Participate in developing program annual
work plan, and budgeting activities, as well as review monthly budget
Vs actual to advise clinical team on fund expenditure
• Coordinates
the focal groups in the development and writing of project reports, and
ensures that all donor reports and project write-ups, including but not
limited to annual reports, success stories and program briefs, are data
driven and articulate a compelling story
• Work with Technical
Director and Chief of Party in resource mobilization and strategic plan
development to guarantee programme sustainability and achieving
Baylor-Tanzania mission
• Supervise the clinical team to develop and
adhere to standard operating procedures to meet program goals and ensure
compliance with national rules and regulation, Baylor -Tanzania
policies and procedures, and local laws
• Facilitates information
flow between management and clinical staff to ensure Zonal clinical
operations align with program and donor requirements, and are in
compliance with National standard operating procedures
• Set annual
objectives, Job Descriptions and conduct performance appraisal of the
clinical staff at least twice in a year and provides a report to
Technical Director
• Prepare monthly duty roster for the clinical staff, review their timesheets, review and approve clinical staff leave
•
Review activity proposals, cash advance, requests for medical supplies,
LPOs and accountabilities for program technical activities
• Lead research activities in the zone

Qualifications / Skills
• Masters of Medicine in Pediatrics or the equivalent from a recognized and accredited medical school
• Registered by the Tanganyika Medical Council as a Medical Doctor with at least two years of working experience
• Excellence in general pediatric medical care
• Familiarity with general HIV care and treatment
• Experience with program development, implementation and evaluation
• Experience with medical education and leadership preferred
• Familiarity with word processing and spreadsheet computer programs
• Knowledge of computer skills is an added advantage
