Terms of Reference for Reviewing Editing Gender Strategy for Community Health and
Social Welfare Systems Strengthening Program
1. Introduction
Community Health and Social Welfare Systems Strengthening Program
(CHSSP) is seeking a
highly qualified Tanzanian consultant to edit program gender strategy.
CHSSP is a six-year
USAID/PEPFAR funded program implemented by JSI Research & Training
Institute, Inc. (JSI)
in partnership with World Education Inc./Bantwana. CHSSP seeks to
improve the health, wellbeing, and protection outcomes for HIV affected
and other most vulnerable populations through
strengthened linkages between the health and social welfare sectors.

CHSSP is grounded in the vision of equality between men and women as partners and
beneficiaries of development and community prosperity. CHSSP provides support to the
beneficiaries’ efforts and priorities in meeting their gender equality goals and for building
effective partnerships with the government, civil society organizations and other relevant actors.

To facilitate gender equality within the program so that both men and women have confidence to
claim and exercise their rights and grab opportunities there should be approaches in place that
are based on a thorough understanding of the situation and positioning of both men and women
in the program– their social roles, and power relations between them. CHSSP has developed a
gender strategy to guide mainstreaming of gender within the program and is seeking the services
of a consultant to review and edit the draft gender strategy.
3. Duties and Responsibilities
Under the overall guidance of Gender and System Strengthening Advisor with the support of the
Deputy Chief of Party the Consultant will undertake the following tasks:
Review and substantively edit and rewrite the strategy as needed, to ensure high quality,
reader friendly and appropriate layout.
Liaise with CHSSP Technical Team to fill any gaps in information and restructuring
required in the strategy.
Ensure that sections in the strategy are in the correct order and that there is consistency in
style and layout.
Ensure content, format and style of the strategy, is consistent with CHSSP standard.
Review the draft strategy for spelling, grammatical correctness and copy edit the text.
Ensure elimination of repetition and inconsistencies.

4. Deliverable
Edited CHSSP Gender Strategy that reflects high quality presentation of key sections in
accordance with CHSSP requirements and standards
5. Timeframe
Duration for this assignment is expected to be 30 days in total during the period of May, 2019.
The assignment will start after signing of a formal contract with CHSSP
6. Required skills and experience
Master's degree or other advanced degree in one or more of the following disciplines:
social sciences, international development, and/or communications, gender studies of
work experience in writing, editing, and reporting.
Minimum of 7 years of high-level experience in writing, editing, reporting, and
communicating programmatic information in reader-friendly formats and styles.
Understanding of gender equality issues, women’s leadership/empowerment, and the
Tanzania context is an asset.
Demonstrated abilities and track record writing and editing high quality English language reports and documents.
Excellent understanding of and experience with gender-sensitive and results-based
management and reporting.
Excellent written and spoken English.
