Job Title: Senior Program Officer, Clinical Services (2 Posts)

Purpose of the post
The purpose of this job is to assist the RPC in supervisory role and
to offer technical assistance to the Program officers, regions and
councils to provide quality integrated HIV and AIDS care and treatment
services to the affected patients and their families. Further, this role
is responsible for ensuring the implementation of the clinical services
activities at sub-grantee level in line with the work plans set and
agreed.
Responsibilities
- Participate in the development of individual quarterly work plans, which will contribute to the regional office and head office work plan to ensure alignment of the department goals and objectives;
- Assist in the co-ordination of care and treatment and integrated Reproductive Child Healthcare activities at local partner sites and ensure all activities are delivered in accordance to the work plan set and agreed by AGPAHI;
- Monitor the implementation of integrated programs such as TB/HIV, early infant diagnosis (EID), and PITC in accordance with national guidelines to avoid any breach of operations in the activities;
- Monitor sub grantee site activities as stipulated in contracts and provide feedback to sub grantee and other relevant stakeholders based on integrated supportive supervision, M&E and specific departmental reports to identify gaps and recommend ways to fill them;
- Liaise with laboratory and SCM team to support supply chain management services to ensure availability of HIV commodities at all levels within the districts;
- Liaise with community program staff within AGPAHI to coordinate linkages and referral networks within the supported districts to develop and grow the linkages and provide the necessary support to the community;
- Carry out field visits to the facilities and provide onsite technical assistance to health facilities and project staff such as sit- in at the clinic days;
- Share findings on program activities with other program staff, the RPC and technical supervisor to share knowledge and information for best practices in the delivery of quality clinical services to patients;
- Coach sub-grantees in proposal writing through prioritization of activities, development of work plans and budgeting in order to empower them in different skills that they are able to use in future;
- Conduct comprehensive supportive supervision in close collaboration with district teams and other implementation partners to align the objectives of the different parties and for the achievement of AGPAHI program strategy;
- Provide assistance to sites with the quarterly preparation of C&T and RCH activities reports and submit to RPC/Management for onward transmission for decision making purposes for management, donors and other relevant stakeholders;
- Assist in the preparation and review, compilation and submission of RCH, C&T, TB/HIV, PITC reports to the M&E department to provide insight to the programs and monitor on their performance;
- Acts as the main contact person for sub-grantees to coordinate the communication between sub-grantee, Field office and other program staff on provision of funds and progress updates.

Qualifications:
- Bachelor’s Degree in Medicine or Social Sciences from a recognised institution, preferably with strong Knowledge in HIV and background in public health. MPH or equivalent will be an added advantage
- Three (5) years of relevant work experience

Knowledge of the current clinical services guidelines, standards, tools and best practices;

Knowledge of national guidelines on HIV/AIDS;

Previous experience working with international and local partners;
