Duties and Responsibilities
The Assistant Protection Officer (SGBV) reports to the Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff responsible in SGBV. He/she provides functional protection guidance to information management and programme staff; and monitors protection (SGBV) standards, operational procedures and practices in protection delivery in line with international standards under his/her responsibilities in Nyarugusu camp.

The Assistant Protection Officer (SGBV) is expected to: coordinate quality, timely and effective protection (SGBV) responses to the needs of populations of concern; and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. He/she contributes to designing a comprehensive protection strategy and represents the organization externally on protection doctrine and policy as guided by the supervisor.

He/she also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

The incumbent undertakes regular missions in refugee camps and spontaneous occupied areas as such functions are undertaken through direct support to the camps.
The incumbent maintains contacts within and outside the duty station, as well as with partners in the same duty stations to collect information, monitor the activities and implement the administrative requirements.
UNHCR programme is provided with technical information to guide environmental impact mitigation programming. Transitional solutions (alternative source of cooking fuel, green energy use etc.) are explored and included in UNHCR programming.


Responsibility:
A. Assist the office to conduct regular monitoring, needs/gaps and capacity assessments on SGBV in close coordination with any on-going joint/common assessments being conducted during all phases of displacement;
B. Assist to integrate SGBV prevention and response in humanitarian action plans and into national systems with a focus on ensuring continuity and sustainability;
C. Assist in the development of an SGBV strategy and programs in partnership with protection and programme leads in the country operation as part of the overall protection strategy, with particular emphasis on linkages with child protection and education but ensuring the strategy and programs reflect engagement of all sectors in mitigation, prevention and response;
D. Participate the planning and monitoring for multi-sectoral SGBV programming using the Results Framework and Focus in close collaboration with Programme and different sectors.
E. Establish/strengthen and assist in SGBV coordination mechanisms and represent in inter-agency;
F. Assist in establishing and/or strengthen strategic and innovative partnerships for SGBV both with community-based, local, national, and international organizations, with a focus on ensuring continuity and sustainability;
  • Provide support in mapping existing services to address SGBV in the various affected areas, including identifying community capacities and structures for potential partnership;
  • Assist in strengthen a core referral mechanism for response services through consultative development of basic Standard Operating
  • Procedures (SOPs) and an SGBV strategy that is entrenched in the comprehensive emergency protection framework;
  • Support in Identification processes of potential partners and coordinate with Programme and Protection sections to integrate SGBV risk mitigation, prevention and response programming in sub-agreements;
  • Participate in monitor SGBV programs implemented by UNHCR and partners (both implementing and operational) and adjust programming as required;
  • Support the integration of SGBV risk mitigation, prevention and response into the role of UNHCR staff across all sectors;
  • Support to ensure that addressing SGBV includes measures for protection from sexual exploitation and abuse (PSEA) in compliance with UNHCR’s code of conduct;
  • Perform other duties as required.

Authority:
i/ Enforce local compliance with UNHCR’s global protection policies and standards related to mitigation, prevention and response to SGBV.
ii/ Prepare multi-sectoral action plans in consultation with partners that follow the overal strategy on SGBV prevention and response.
iii/ Lead and/or represent UNHCR in inter-agency fora related to the prevention of and response to SGBV.
iv/ The participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.
v/ SGBV data collection.

Essential & Desirable Minimum requirements:
Education:

Undergraduate degree (equivalent of a BA/BS) in International Law, Human Rights, International Development, International Relations, Anthropology, Social work, Gender studies, Political or Social Science or other clearly related disciplines.

Work Experience:
i/ Minimum 2 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master’s) or Doctorate degree (equivalent of a PhD) may also be accepted.
ii/ Strong experience in interacting with and building partnerships and synergies with UN agencies, NGOs and civil society organizations.
iii/ Excellent knowledge of English, Kiswahili and working knowledge of another UN language.

Desirable Qualifications and Competencies:
  • Diverse field experience desirable.
  • Good IT skills including database management skils.
  • Completion of the Protection Learning Programme, RSD- Resettlement
  • Learning Programme.
