Roles and Responsibilities
Policy analysis and engagement
• Design and conduct analysis on a range of cotton sector policy
issues, including: seed cotton pricing, agricultural input supply
mechanisms, levy and cess systems, regulatory and licensing frameworks,
price support, and marketing policies.
• Design and implement
research and assessment mechanisms to evaluate different industry
structures, policy alternatives, regulatory frameworks and institutional
arrangements.
• Design and conduct modelling e.g. production function, income models, regression analysis.
• Support sector stakeholders such as the Tanzania Cotton Board (TCB),
the Ministry of Agriculture and the Tanzania Cotton Association to
collect and analyse data on sector performance and to assess the
potential impact of different policy alternatives and institutional
arrangements on the cotton sector.
• Support sector stakeholders
such as TCB and the Ministry of Agriculture to develop and implement
multi-year cotton sector strategies grounded in evidence of the
constraints facing the industry and viable means to improve industry
performance.
• In collaboration with the Performance Measurement
team and sector stakeholders, collect quantitative and qualitative data
to monitor and analyse key indicators of sector performance and the
perceptions of sector stakeholders.
• In collaboration with the
Performance Measurement team and sector stakeholders, support design and
implementation of sector-wide longitudinal primary and secondary data
collection and analysis initiatives e.g. Annual Cotton Farmer Survey,
Health of the Cotton Sector Index.
• In cooperation with the TDU,
design and conduct market analysis of the cotton-to-clothing value chain
including analysis of cotton lint domestic consumption and export
trends.
• Conduct research into a wide range of policy issues with
relevance to the Tanzanian cotton sector to support programme policy
engagement and advocacy activities.
• Monitor global cotton industry
trends and conduct cross-cotton analysis of key features of other
cotton industries to apply learning to the Tanzanian cotton sector.
•
Support programme monitoring of the political economy of the Tanzanian
cotton sector and political developments with relevance to the cotton
sector.
• Write analysis summary briefs, research outputs and other
substantive communications materials for policy engagement purposes.
Intervention management
• Manage specific intervention activities (workstreams) under the guidance of Senior Manager.
• Manage specific intervention activities (workstreams) under the guidance of Senior Manager.
• In management of intervention activities, represent the programme in
engagement with external stakeholders (government officials, private
sector actors, politicians, etc.)
• In management of intervention
activities, maintain strong working relationships with sector
stakeholders and up-to-date knowledge of sector dynamics.
• Maintain
all relevant intervention management tools e.g. Intervention Management
Guides, work planning and budgeting templates, and intervention
measurement and learning tools.
• Synthesise learnings from interventions to inform programme strategy.
• Contribute to strategy development and work planning under the Policy and Institutions component.
• Support management of consultants contracted under the Policy and
Institutions component, including the Agricultural Development and
Research Foundation (ADRF).
• Support workstreams of the
Communications Manager, including by synthesising relevant data and
analysis effectively for communications purposes.
• An education qualification relevant to the role e.g. Economics,
Statistics, Public Policy, Methods, Data Analysis or another relevant
field• A higher education qualification (e.g. Masters)
Experience Requirements
Technical Competence
The ideal candidate will need to have:
• Strong quantitative analytical skills.
• Full professional proficiency in Excel.
• Strong survey design and data collection skills.
• Strong written and spoken communication skills.
• Understanding of programme management, measurement and learning frameworks and tools.
• Understanding of public policy and means of influencing policy effectively.
• Understanding of economics, and particularly agricultural economics, is desirable.
• Understanding of sector development / market development is desirable.
Personal Skills

Experience and Expectations

• At least three years’ professional work experience
• Experience in data collection and analysis
