Overview
Women Fund Tanzania – “Empowering Local Women Heroes” (WFT) is a registered local NGO based in Dar Es Salaam. (WFT work towards promotion of women’s rights and gender equality agenda through grantmaking, capacity enhancement, resource mobilization, strategic alliance building for collective organizing, voice and strengthened women’s movement in the country. Its vision is to see a Tanzanian society where women and girls realize their full potential and engage fully in the transformation of their communities in order to achieve empowerment and social justice and its mission is to contribute to the building of a strong women’s movement in Tanzania.

We are looking for a dynamic, passionate, and innovative professional with knowledge and experience in children rights protection to manage the “Support for implementation Fund for the Tanzania National Plan of Action (NPA) to End Violence Against Women and Children”. A three-year project to roll out an intermediary role that seeks to support the implementation of the National Plan of Action to End Violence Against Women and Children (NPA EVAWC) in Shinyanga.

Role
The position will play key role in delivering WFT mandate through supporting NPA-EVAWC implementing actors/partners on site in Shinyanga pilot district and communities through strengthened mobilization, coordination, collaboration and grantmaking to support implementation initiatives, partnering with research institutions for action led research for documenting implementation processes, knowledge generation and validation of evidence-based interventions that work based on the INSPIRE strategies for replication and upscaling. 

Responsibilities
The incumbent will be expected to:
  1. Provide leadership in the day to day management of the implementation strategy for “Support for implementation Fund for the Tanzania National Plan of Action (NPA) to End Violence Against Women and Children” project
  1. Provide conceptual articulation of the essence of the project as well as programming leadership to the implementation of the project in the field and at WFT program level integration
  1. Facilitate joint planning and execution of strategies and mechanisms to support the implementation of the NPA EVAWC in Shinyanga
  1. Foster and manage linkages with national governance and coordination structures that oversee NPA implementation (Key Ministries, TAMISEMI.PMO and others)
  1. Provide technical and operational support to government counterparts, NGO partners, and communities entities on the application and understanding of NPA EVAWC/INSPIRE framework, policies, strategies, processes and best practices on child protection and related issues to support program implementation, operations and delivery of results.
  1. Monitor results and manage knowledge including reporting on the use of sectoral resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and enforce commitments, standards of accountability and integrity. Report on critical issues/findings.
  1. Design and implement modalities for engagement with the civil society representatives, develop recommendations for inclusive representation and engagement of community leaders in the oversight processes vis-a-vis implementation of the NPA EVAWC and the INSPIRE framework and develop recommendations in line with donor requirements and project objectives
  1. Design and develop the framework for documenting learning processes within WFT on children’s rights and intersectionality to the women’s movement
  1. Represent WFT to relevant forums/meetings on women and children’s rights and related other in Shinyanga and elsewhere

Key requirements (qualifications and skills)
  • An advanced university degree in Gender Studies, Sociology, Social Work, Community Development, Law or other social science field required.
  • A minimum of 10 years of progressively responsible relevant work experience in project/programme planning, management and research in women/children rights
  • Strong interpersonal skills that allow for the development and maintenance of effective relations with key stakeholders in EVAWC processes including regional secretariat, Government, Ministries, Development partners, and the private sector
  • Demonstrated experience in managing multi-stakeholder projects especially in the field of children rights, women’s rights or rights-based interventions
  • Thorough understanding of social drivers/structural factors affecting vulnerable groups such as children
  • Thorough knowledge, skills and attitudes related to children’s rights promotion and human rights-based approaches to development and transformation

Specific skills.
  • Prior experience working with child protection frameworks e.g. NPA EVAWC
  • Knowledge of the INSPIRE Framework and evidence-based interventions in Tanzanian settings
  • Good analytical skills and report writing skills
  • Computer literate with advanced skills
