Job Details
The goal of the program is to increase production of safer, more nutritious foods that prioritize procurement from local smallholder farmers and increase availability of these safer and nutritious diets to base of the pyramid (BOP) consumers. It covers four countries – Ethiopia, Kenya, Tanzania and Zambia.
Reporting to the Chief of Party, the Program Manager Tanzania will manage the implementation of the AINFP program at the country level. They will be responsible for coordination and leadership of the team, ensuring smooth implementation according to agreed objectives and workplans within the available budget. They will be the main representative of the team to external stakeholders, particularly the USAID Mission, government and industry stakeholders. They will also be responsible for internal stakeholder management including the Country Director, HR, Finance, and Purchasing functions.

Additionally, the PM will have specific responsibility for Market Linkages aspects of the program, facilitating upstream and downstream relationships for processors of nutritious foods towards creating a more inclusive sector.

Program Management and Coordination
• Overall country program manager, managing the implementation of AINFP at country level, working within the program resources and mandate to meet the objectives of their country plan.
• Develop an annual workplan and strategy to deliver outputs and objectives against agreed targets and coordinate team delivery
• Ensure strict compliance with TNS’s objectives, strategies, policies and procedures.
Budgeting & Financial Management
• Review program expenditure on a monthly basis to identify and explain any budget variances.
• Assist the Finance and Budget Analyst in timely tracking of country expenditures, budget management and forecasting.
• Ensure that the country team is complying with TechnoServe financial procedures
Stakeholder Management and Representation
• Management of relationship with key stakeholders in country, including USAID missions, relevant government ministries and industry bodies.
• Representation of AINFP/TechnoServe at relevant country level fora and coordination meetings, ensuring a high level of awareness of the program and its achievements.
• Participation in monthly country calls with PFS to ensure mutual understanding and alignment.
• Coordination in-country with Finance, HR and Purchasing functions as required to ensure smooth implementation of the program.
Monitoring, Evaluation and Learning
• Preparation of monthly program report, quarterly Program Status Report (PSR) and contribution of data and narrative sections as required to the 6-monthly donor report.
• Ensure timely collection and reporting of M&E data in coordination with the M&E Manager.
• Active participation on regional team meetings and program reviews, sharing learnings, challenges faced and solutions identified.
Staff Management
• Direct line and performance management of the Senior Food Processing Adviser and Food Processing Adviser
• Team leadership and motivation, ensuring a cohesive and harmonious team.
Key Technical Duties & Responsibilities
Smallholder Supply Chains
Smallholder Supply Chains
• Make a compelling business case to processors to integrate smallholder farmers in their supply chain. Support processors who source from smallholder farmers to increase the effectiveness and efficiency of these linkages for mutual benefit.
Low Income (Base of the Pyramid) Markets
• Develop an understanding of and document low-income markets.
• Identify strategies to deepen penetration of BoP markets with nutritious foods
• Coordinate with Senior Food Processing Advisor to facilitate processor access to appropriate technical assistance and business finance.
Skills & Attributes
• Strong project management and strategic thinking abilities
• Analytical mind and commitment to quality; rigorous approach with a high level of attention to detail. Clear and systematic thinking that demonstrates good judgment, problem solving, and creativity
• Proven ability to work in collaboration with the private sector, government, and national and international organizations
• Strong negotiation and communication skills, both written and verbal
• Ability to use initiative, prioritize, multi-task, and work well under pressure to meet deadlines
• Excellent command of spoken and written English is essential
Experience
• At least 10 years of experience in developing and managing projects, preferably in the design, implementation and monitoring and evaluation of PPP programs in developing countries
• Experience in working with financial and project management systems
• Experience of working in the food industry in Tanzania will be an advantage
Education
• Bachelors in Business Administration Food Technology, Nutrition or related fields, Master’s preferred.
